OOC: This thread is open only towards those wishing to join the alliance, for using to discuss the formation of the charter, political and sociological concerns, and to serve as a thread where important meetings are held and ammendments to the charter are voted upon and ratified. It starts a few days after the Imperial Party thread, and is not known to outside nations. The official explaination for the meeting of leaders happening in Tyr is that it is an environmental summit, so no crashing the party with magical pink submarine spies. It's in Tyr. That means no one on the planet is going to get in unless they can get past Wira and her secret police. And I will REQUIRE five paragraphs concerning the tactics, technology, and training of the agent who you think will succeed before I allow it, got it? If you aren't happy about that, then, well, tough, it's my anti-wank guard, and any attempts to infiltrate someone without pming me that information, or helping me and the other parties write a co-op post concerning their capture will be summarily ignored. Metagaming with the use of information gathered by an ignored agent will likewise be ignored since, well, the agent didn't exist. Please also note that during this time Tyr will be a no-fly zone to all parties that are not members of the meeting, for their security, and that Aatuylva now has missiles and fighters that can hit your spy-planes. :3 Thank you.

It was very quiet. The only engines for over six hours that could be heard were from Aatuylvan VTOL fighters and Aluezi skyships in their air patrol. The skies were heavy, it was going to rain soon. Heavy, from the color of the clouds.
A storm is coming.
Ulrik pulled his coat closer around himself, readjusting his eyepatch and his gloves as a gust of wind rushed down one of the side streets. This close to the mountain created some...odd weather events. Always so much rain, but only shrubs, as if the jungle refused to grow upon it. He had to keep a paw on his head so his hat didn't fly away before the wind died down again. He shrugged, looking again at the sky.
Things were going to be difficult. He could tell. For the first time since the founding of the Confederacy, there was talk with true alliances with other nations...from what he remembered of his world history class, that was what had caused the last two world wars, wasn't it? He shook the thoughts away, heading to the council hall of Tyr.
There was much work to be done before the others arrived, and he intended to have an early start.
The streets were quiet, and calm today.
They knew.
Of course, who would have believed the 'environmental summit' story the news is piping out? Aatuylva is one of the 'greenest' nations on the planet, it's rain forests and plant life making it an emerald that can be seen from space, if you believe the Aneans. Combined with current events, the only people who probably didn't know what it was were those stupid enough to believe their own propaganda. He could see the eyes in the windows, watching from drawn curtains, hiding from unseen InShtu agents while trying to look at this newcomer who dares walk the silent streets. Ulrik pulled the coat even closer, suppressing a shudder as he approached the grandiose steps of the council hall.
The rain began to fall in slow, winding sheets as he ran up the steps, opening the doors.
He took one final look outside as rolling thunder boomed in the distance before closing the door.
[OOC: This is basically what was in the scroll for Tod and IX. The scroll to the Cali is entirely different, and concerns a transcontinental railroad.]
The time has come to, to use more vulgar terminology, consumate the alliances we have been slowly building. I fear that without SOTO as a guiding force, the southern nations could fall into anarchy, or worse, try to slow their demise by striking out for more land and resources. It is high time that we discuss the terms of a proper economic and military alliance, to serve as a force of stability in a world that is constantly under the threat of being plunged into chaos. A meeting of the minds would be the best. Send representatives to Tyr when you are able and willing, and I shall send one of mine. We will discuss this properly.
P.S. It should probably be best if we didn't voice our intentions publicly. Perhaps under the guise of a summit meeting?

The low rumble of engines throughout the city didn't silence the occasional gunship patrol flying overhead, yet the particular one that past over the street, the roar of three HIND F's flying low before landing at the Unity Hall, no doubt where the meeting was going to be held.
As the three gunships touched down, several armed guards piled out and took up defensive positions as the six voices arrived for the meeting: Lafi, Blair, Tod, Rene, Jen and Alison. All of which had the same purpose: Establish an alliance and work out the terms of said alliance.
Lafi was there for the national perspective, a voice of the people.
Tod was there as a voice of the Military, seeing Michael was unavailable for the meeting.
Rene was the Voice of Unity Economy, shi had been on planet for only a few days and had became a second head of economy for Aluez and Tyr.
Jennifer was there for... well, let's not go there.
Lastly, Alison, the Head of Science for Aluez and Tyr. She was there to discuss the technological cooperation between the member states that were soon to be born.
"Well, looks like we arrived first!" says Tod before smiling at the others, making their way into the hall from the roof entrance.
The Unity hall was one of many interesting Unitarian architecture structures throughout the city, taking up three city blocks as a miniature castle, having five flat top towers, armed with SAM's, and usually manned with snipers. The main building itself stood five stories tall and was in a round shape. One could compare it to the pentagon if they were to look at the structure from above.
In the center of the structure were 20 helipads, which usually housed a defense corps of HIND's, or if need be, a small skyship. Around these pads was a golden roof, and beneath the roof was an ivory white hall, that was home to all center of government for Tyr, except for today. Today the main hall would be host to the summit of nations.
The interior of the building could be compared to many high class hotels from across the globe, the main lobby of the building having marble floors, the walls lined with red oak, and trimmed with gold. The railings were also made of gold along the stairs. Above them were crystal shandeliers, which glowed many different colors depending on which way you looked at it.
Occasionally, on the wall were works of art that took up the entire wall, depicting Unity in several different ways, from showing something as simple as a Purebreed and a Hybrid holding up the flame, to as complex as a grand battle between Unity and the forces of evil. It all depended on where you was.

Emperor Isaiah Xaimoungkhoun "Alright, I love this plane." I decided to fly in the Ensemble that the Prime Minister gave to me the other day. I already put ASE detailing on it. On the side it, very clearly, says 'The Anean Star Empire' and on the tail is the Anean imperial coat of arms. I have a red stripe going down the side as well. "So, we're apparently going to a meeting about an alliance. First real one in Anean history, other than the Anean-Remnoran one. Thoughts?" I brought along several people. While I am here for the political part, Nakhi is to look at the economic impact, Luca for military, and, finally, my mother, Annaliese, for the potential science impact. Nakhi said, "Well, I think it's a good thing. For one it proves to be a counter to the southern economic power. On the other hand, it brings our nations together officially." Luca said, "If nothing else we'd be able to exploit this. Militarily, we're the power. Economically I think we're all matched. Scientifically, I think the Aluezi have a slight advantage." I said, "Keep in mind, it's not your place to analyze everything. But you're probably right. Remember though that I am not here to cause a rift between nations. I have to form an alliance of sorts. Our nations have gotten close over the last couple years." "That's probably because you're marrying everyone." "Probably." Over the intercom, the pilot said, "We're about 10 minutes out of Tyr." Annaliese said, "Honestly I think we have a lot to learn about them still. Both of them. An alliance will benefit all of us." "Well then, let's see what happens I suppose. I just hope that nothing goes wrong." 10 Minutes Later My plane touched down at the airport in Tyr. Once we came to a stop, the door opened and stairs were moved in place for us. The four of us were brought onto military transports and then driven to the hall. Hell of a way to get transported here. As soon as we arrived at the hall, we headed up to the entrance. Hopefully there will be people to tell us where to go. Nakhi said, "Why are you wearing a normal business suit instead of your robes?" "That'd be too much. Figure I can keep it simple." "Right. That's a first." I took out a cigar, Cuban instead of Haromian, and lit it. I miss the latter, but hard to import something that is no longer being made.

Prince Alaric Holmberg V The plane flight had been... more than eventful. A mishap with air traffic control almost directed Air Force One to smack directly into an incoming 737. Now that we were on the ground in Aatuylva, we walked towards the place where we were supposed to meet. Opening the doors I shouted: "WASSUP EVERYONE!" Darn. Maybe I shouldn't have drank so much.

Ulrik sighed, his aides were setting up the projectors and tables with as much speed as they were able, the files and folders strewn about the meeting hall. He wished it weren't so big, it's not like any important heads of st-
"...Welcome, Mir Vlodovic and company. I apologize for the lack of courtesy, we have only just arrived ourselves, although I had hoped that my aides, having arrived before me, would have been finished by now. Please, take your seats. We shall begin in but a few moments once everyone else arrives."
At the front entrance, the Prince from Holmbergsvania was being pulled gently to the side while some sharply dressed Ryvuuli approached the Aneans.
"Please, come in out of the rain, we are setting up in the main area. Refreshments are available, all you have to do is but ask."
They both bowed and indicated for the Aneans to follow them inside of the large structure.
Alaric, on the other hand....
"Sir, could you please breath into this for me? A deep breath please, I want you to blow it as hard as you can."

Prince Alaric Holmberg V "Breath in your lyzer fool!" I mumbled under my breath before doing what was asked of me. "So?" I asked "What does it say? Do I have to go home?" I looked down, my business suit clean except for a spot on my pants that was difficult to get out... that was the last time I'll ever feed any of my pets milk ever again, at least while in a suit. And to think it was only one drink... and a poppy seed muffin. Oh damn.

Emperor Isaiah Xaimoungkhoun "Very well." I said while following, with a clang in each step. Naturally I am watching for anything that might be a threat. All of us are armed, though Luca, Nakhi, me, and Annaliese have pistols. The two 9th Legion guards I brought with me have assault rifles. Although, I am the only one with any real armor. I have body armor under my dress shirt, the metal plates for the top of my legs from my medium armor, and the metal AGF boots. Though the boots are black and polished. I think I am too concerned for my safety, but Soldavini urged it. He doesn't entirely trust anyone on this planet.

The guard pulled a small tablet from his pocket, putting it into a styrofoam cup, filling it with coffee from a pot that was sitting on a warmer in the corner of the entranceway.
"Any higher and your signatures would have been void, sir. This should clear it up swiftly, but it will probably give you a hangover ten times worse in a few hours. When you're done just follow the tan colored tiles, those will lead straight to the main hall."
The hallway that Emperor Xaimoungkhoun found himself going down was lined with sculptures and engravings depicting famous battles from both Aatuylvan and Aluezi histories on either side of the hallway.
On the left, the Accallian creation myth was depicted, the 'first battle' between chaos and the gods, slowly evolving into the fighting against the harsh environment of Aatuylva, the founding of Accallia, and the many wars in Aatuylva's history. It culminates in the very final battle of the Last Great War, the soldiers fighting looking like skeletons standing underneath the grand table where the charter of the Confederacy was signed.
On the right, the first engraving concerned the formation of Unity, in Weihr, and the many violent battles that led up to that point. It quickly shifted its focus to the Unitarian space age and the colonization of Weihr's four moons ( Algoa, Lavina, Nanatavi and Mirinas) and the incorporation of another planet (listed as 'Old Gaia' on the inscription), joining the Unity. For those with knowledge of the subject, it was depicted inside a star cluster, and shared many similarities with Terra, and, in fact, the next depiction indicates a grand diaspora from Gaia to the surrounding stars, and a grand war that destroys it (Gaia) utterly. The final engravings show the launching of the colonyship Aluez, it's attack from an unknown enemy (shown as a shadow), and it's landing in Aatuylva.
The final engraving is above the doorways leading into the main amphitheatre, showing the Battle of Tyr as Anean, Aatuylvan, and Aluezi soldiers are overrun by revwhonn. The doors themselves depict the construction of the city-state itself, shining in gold and bronze against the dark and depressing colors used to accent the engraving above it.
Ulrik was standing inside of the large room, fiddling with his eyepatch.
"Welcome welcome, please, take a seat, we are almost ready...I see that like the Aluezi, the Gracarians have saw fit to send important members of government. May I remind everyone that even though Tyr is fortified and has many bunkers, a direct nuclear strike has the capability to disable and behead two major world powers? Perhaps I am paranoid, but the People's Council has left to their home city-states, and will convene to vote on this after it has been ratified here..."

"Thanks" I said, following the tiles down the hall and into the amphitheater, where it looked like the meeting was already in progress. I walked into the room and sat down in a chair across from the Anean delegation. "Now I just have to wait for the hangover..." I thought. "Hello everyone! Nice to see some familiar faces here!" I said, feeling less drunk than before.

Tod nodded a bit before setting up his laptop, logging in and bringing up a set of ideas that they had worked on before coming here.

Unity Hall City-State of Tyr Technocracy of Ryvuul Confederacy of AatuylvaThe Aatuylvan delegation did not consist of any familiar faces, save for Ulrik. There was one from each of the major nations of the Confederacy and for the independent city-states. A tall, dark-haired human from Haverigg in a grey overcoat and boots, a Havenite, wearing the usual brown clothes that they have become known for, matching the gasmask and heavy gloves they are never without...a Chromi wolf, grey furred and tight-lipped, in a red and grey uniform, and the three from the main nations. Ulrik himself was an Accallian national, wearing the traditional clothing of an Arbitor, which was similar to the military intelligence uniforms, albeit leaning more towards blue than other colors...his readjusted his eyepatch again, his grey and brown fur standing out from the garish clothes..he preferred the utility greys he had grown accustomed to wearing, but this was an official event... The only other vulpine in the delegation was a Ryvuuli...damn tinkerer in his white robes, probably an Artificer or another ponce... Then there was the Ai'lupan. Red eyes gleaming and white teeth flashing like a monster's inside those dark cloaks... Ulrik waited, tapping his foot until one of the aides nodded to him, having set up the projector and distributed the folders to everyone at the table. "Indeed...before you is information you no doubt already know, the collected archives of the actions of the nation that refers to itself as the Commonwealth of the Kingdoms of Cal. Inside of it you will find the history of breaches of sovereignty, belligerence, and belated apologies that are typical of this nation's interactions with those outside of itself. Also included is Aatuylvan data concerning invasions by extra-terrestrial sources that have occurred relatively recently, specifically, of the incursion by the Pudrian 'Harmony' and the Andromedan Federation. Also included are what little information we have concerning the extra-solar entities that refer to themselves as the Immanence. At the very back is a list of global casualties incurred by the events of the Federation War. If the numbers surprise you it shouldn't, as due to deployment of nuclear weapons by the Commonwealth, the Federation responded in kind, with nuclear detonations happening in New Gracaria and radioactive pieces of the Federation fleet hitting Miokalia at high velocities." He paused for a few moments to let this sink in, then stood up, clasping his hands behind his back and taking rounds across the table, absentmindedly readjusting different sheets here and there. "The situation in the south has deteriorated, SOTO is no more. Likewise, anarchy is on the rise across the globe in Africa, Mexico, Greece, and several other areas across the continents. Our world is growing ever more unstable, and the intrusions upon it by extra-solar entities have only sped up the rate of that instability's growth. We are here today to discuss the ramifications of the growing chaos and to hopefully, form an organization that can stop it. Before you turn to the final pages and look over the hastily written charter that my colleagues here have drafted for your perusal, we should discuss the ideas everyone has. "And I don't think casualty counts are necessary. Five and a half million Anean civilians dead. 45,000 Anean soldiers dead, not counting those that died in the initial invasion. "I have these numbers seared into my memory. Why? So that I can say that in mere hours I watched my country burn. I watched the hopes of the colonists get shredded in minutes. "But alas, moving on. "My main concern with this is this: 3. The ODI shall be funded (with approval by the Councillii Belli and member-states) by the three most powerful member-states, so that their strength can protect the weaker or more poverty-stricken nations."Because I am pretty sure that of the four nations here, my own, Aluez, and the Holmbergsvanians are the three most powerful. So in this, you're basically putting all the responsibility on us to establish this organization so that your people don't have to contribute much, if anything." Nakhi said, "Looking at this last one; All physical assets remain under the authority and control of the Coalition, however., if, by some act of the gods, we were to make the Battlestation a joint station, even though not a single one of you helped to build it, it'd be given up to the alliance if we pulled out? Heh, we're just pulling this thing apart. Luca said, "Also, if there were an interplanetary war, who has the capability to actually fight it? Only people that come to mind is the Empire and, possibly, the Aluezi. As IX said, it seems like you're just trying to put us as the first line of defense instead of doing anything yourself."

"Powerful? New Gracaria? Do note that this organization is not being backed by the Empire, as it is an extra-solar entity that should probably focus on recovering from the two major wars, coup, economic and governmental collapse, and reformation than some backwater planet in the middle of nowhere. It is an alliance of Terran nations and colonies. While yes, the Aluezi and the Aneans have ties with extra-solar entities, said entities should probably have minimal effect on the ODI as the more they thrust themselves into Earth's affairs the more of their enemies will begin to pop up and shoot missiles at us out of spite. As for that clause, it was intended for the unlikely event that any nations here gain any protectorates. Holmbergsvania may have a powerful navy, but they are not battle-tested, and the Aluezi do not have the numbers to support this with soldiers, methinks, although their tech-base is significantly more advanced. As for your concerns about the station, no, it would probably not remain under Coalition control, as no one knows how to work the bloody thing because you decided to build it without help even though you had support from the Aatuylvans and the Aluezi. At most it would be an asset 'on loan' which you could retract at anytime. Technically, depending on whatever international laws also get drafted here, I do believe it would count more like a castle upon sovereign land rather than a ship given to a peace-keeping corps. If you feel it should be noted as such, a clause can be added in concerning orbital assets, or an entirely new section can be written up by us here and now dealing with how assets are donated and loaned to, and built by the ODI. Does that satisfy your inquiries?"
"As for Lady Rio's concerns, this is an Orbital defense force. If you decide to get yourselves involved in another inter-galactic war you're fighting it alone. It is for the defense of planet Earth, and, more specifically, the member-nations of the Coalition. Not to be used in the ever-growing skirmishes in Andromeda or as a force to be used outside of this solar system in any way. As for defending against orbital attack, we are developing several programs that seem promising, and while we may not be as advanced as those who came from the stars, we can help most adequately in pushing invaders off the surface."

Rene nodded before shi stood up, clearing hir throat as shi read over the treaty with the others, before noticing the ODI part, looking at Ulrik before sitting back down. "Tis a bit hard to read a language we only know how to speak, but I understood it well enough."
"Yes, I suppose it's time to see if we can add something good to make this good thing even gooder" Jen smiled at Rene before connecting the laptop to the projector and testing it by making it display the national symbol of Unity. "OKAY! That works. First, may I go ahead and display the ideas Aluez has to bring to the table?"
