Of course, the problem with this is that I am required since, unless the Senate unanimously passes it, I have the final word on this. Prime Minister Luca Rio I said, "Alright, that works for me. Figured I should clear that up. That way I don't see the AAF get dragged into some war started by someone else. Nor do I want to drag everyone else into one of ours." Leave it to IX to be the one to walk out. But I suppose he is right, to an extent.

Jen nodded a bit before pressing a few keys, flinching when she brought up a picture that shouldn't have been there. "E-Excuse me!" she quickly closed it before bringing up the right picture, which was a picture of New Gaia and the moon, as well as the battlestation. "This is an all too familiar picture of the planet, isn't it? Being able to see it from the polar ice caps. Well, our perspective for the first part, the ODI," the picture switched to a 3D view of the planet, showing several defensive satellites all around the planet, within the high orbit gravity belt.
"This is our idea for the Aluezi. Establishing several Railgun and Rocket launch platforms to counter any enemies that make it beyond the Anean station. Because this thing isn't movable, is it? And flank manuvers and blind spotting can be lethal to this planet, and it's inhabitance. So these satellite platforms will eat the blind spot with a satellite network that will envelop the planet to:
A. Counter Planetary missle and weapon threats. B. Counter Inter-Solar threats that are bound to show up. C. To stop natural threats such as meteorites and so on.
We can supply the platform for building these things, and the materials... all we will need is hands."
Rene smiled before watching the screen change.
Jen looked at the laptop before it showed another picture, which showed a battlegroup of Skyships against the blue sky. "Next is a donation to the NEDC as a task force, for both Air and Sea based combat. Which is in the form of Skyships. Aluez is willing to donate fifteen skyships of varying type to your organization upon it's founding.
The advantage of Skyships is as follows:
A. Skyships require little to no fuel at all to function, running off of heavy water which is converted into energy and the waste being oxygen. B. They are capable of holding more cargo, troops, or weapons than any 'sea based' fleet. C. They can move faster than sea based craft D. They are more powerful than any other Aircraft known to man.
Next is something we could ALL benefit from"
Jennifer cleared her throat before beginning to speak again. "Enviromental laws concerning stripper mining, clear cutting, n so on.
Now we all know that mining and deforestation is essential in some cases, such as industry and economy. But in cases to where 4 miles of forest disappears a DAY is a bit crazy, don't you agree? I suggest laws that will make the government do the following:
A. Replant all trees that are cut down that is not cleared for urban development. B. Slow deforestation rates by at least a quarter to prevent extreme enviromental damage. Governments will be in charge of monitoring this. C. Help relocate species present in the forest to unaffected areas in forests. Governments will be in charge of founding preserves for animals.
Mining on the other hand we have no idea on, as we vein mine."
Tod cleared his throat before nodding a bit. "Aye I am Empress, I didn't wish to speak up, as Jennifer was speaking. But if need be, I will take IX's place." "If I am even allowed to..."

See, while your nation isn't necessarily reliant on wood for construction and such, we are recovering from a nuclear attack and a massive housing crisis. "To limit what we can do with our resources, while I will admit it would be for the good of the world, would strain our reconstruction efforts. Not to mention the untouched resources of the island. It would be, in my mind, smart to put environmental concerns aside so that we can pay for our operations. "Besides, this comes down to whether or not the government wants to even follow the laws in the first place. I mean, it's not like you can just say, 'Hey, here's what I want to do, follow these rules' and expect it to be done without questions asked. Nakhi started to speak, "On the thought of the skyships, I think that it would be better to, instead of just a donation, provide the plans so that we may be able to build our own in time. That is my own idea though. "And Tod, it's probably best that you don't take IX's place. No one wants him here anyway." Nakhi snickered.

"Unfortunately, he is right...environmental concerns shall have to wait until we actually join in an environmental summit...although I may vouch for Aatuylva in saying we still have our primordial forests. As to the honorable Welhan's idea, in order for them to build their own units, they would require donations in the form of factories, because they are not a nation in and of themselves, but an organisation working for many nations...orbital defenses will be hard to coordinate with nations outside of this room, however it could be possible, over time, to build stations and sensors to help increase reaction times, and if anyone on this continent had a problem with orbital weapons, then the Commonwealth would have become ash by now..."
The Havenite raised his hand, his arm making a barely tolerable grinding noise until he slapped it with his other hand. Ulrik turned very slowly to the man.
"Yes, Jhonas?"
The Havenite stood up, and started scribbling rather fervently on a copy of the draft, placing it on the projector. He made many elaborate gesters to the effect of 'sorry let me borrow this for a bit' and switched it to display the edits he had made to the charter.
"I..apologize for rudeness.....english...not strong language. Is good, yes? Needs...trade..trade..compact? Is right word?"

"You mentioned a trade compact? Sounds like a good idea" I coughed, speaking up for the first time. "I'm all for bringing Holmbergsvania into a greater position in international trade... we've got some of the best agricultural products and computer components in the North. Ores, coal, cloth, steel, iron, you name it, we'll send it. However, we're in need of oil. Lotsa oil. And cheap consumer goods as well as wine." I took a deep breath. "In regards to an orbital defense system, and protection from asteroids and oversized meteors, couldn't we construct our own defense systems? I'm talking aerial lasers, ginormous railguns, missile launch complexes, guns that fire shells at MACH 23... stuff that I'm sure we could possibly conjure up... I may be speaking gibberish, but I'd like to put my two cents in." Another deep breath. "I'd also like to propose a currency union, seeing as our economies are in a very good place, unlike what I'm reading about in this book about a fictional place called Europe, where four of their nations all needed bailouts at the same time. It's my belief this union could make trade a hell of a lot easier between us. Exchange rates can be very difficult to the normal tourist, and to the large corporation. Would anyone like to comment?"

I would be willing to allow use of the station for those purposes, though I do agree with you to an extent. Along with the station in orbit, systems on the ground could prove useful. "You're not speaking gibberish either. I think that, among us, we have the most developed and extensive use of railguns and such. As with the station, for those that would need it, I'd be willing to share plans for it to an extent. "Now, speaking from my experience, I don't think lasers would work very well on the ground. That would be something better in space. Unless of course you know how to make it work effectively in the atmosphere." I had to laugh at his last part. "Europe isn't a fictional place. Though with the crazy shit going on there sometimes it's easy to think so. Keep in mind, however, that the Anean Dollar, and the Empire's economy for the most part, has collapsed. You know it's getting bad when the Emperor has to sell his gold to make ends meet! "So while I like the idea of a single currency, it's just not practical at this time. I think that should be saved for later when at least one member nation isn't teetering on the brink of economic collapse."

This alliance, for the moment, is for mutual defense and research. The money handling can be handled later..unless we are to sign a trade deal here and now, which would probably speed things up a bit. In fact, let us decide now, if it's alright with everyone?"

Ulrik wrote some notes down and passed it to one of his aides. In a few minutes, they returned, placing a revised edition of the charter on the table.
"Well...if there are no further objections or suggestions, shall we get on with signing it then? We can schedule a trade summit later on this month..."
He and the other Aatuylvans signed it, eight signatures in all, and they passed it clockwise, to the Aneans.
"I...do not know the laws of some of your nations, so if the signatures aren't enough to ratify it in your nation, tell me now, so that we may send it to the proper individuals."

OOC: Ok, so anyway the Aluezians got the treaty since they were the only ones capable of signing it aside from the Aatuylvans, and they (The Aatuylvans) are acting on the will of the People's Council. This thread is now for debating stuff and requesting the Councilium Belli's attention for things. Please post the votes of your respective senates (where applicable) on whether the charter was passed or whether the nation signed on, then maybe we'll introduce the council members (have to be different people than you've used before, or that you don't use much)
This thread is now open for individuals, groups, and nations to bring their worries, cases, and amendments forward, as well as to petition for aid, help, or to join.
If your nation has signed the charter, then please note here, and how favorable the decision was, notable signers (if appicable), and the amount of deliberation/putting off was done before signing, so we know what the ODI has, and what influence the NEDC has, etc. Thank you.
The Aatuylvans, naturally, signed it. The People's Council voted for it, 7/9, and the Governor, the War Minister, and the Lady Secretary also signed it. (Feel free to arrange your information for big senates like a poll number or something, this post is to speed it up so that we can get people bickering in the council hall and stuff like that :3) [/OOC]
