Supreme Comrade DRL or 'Hyper' - as he was being to know, for some reason - was sitting with his ministers at the Legislative Room. Located in the 'Neo Kremlin' - a structure resembling that of Soviet Russia's on the outside. On the inside, on the other hand, it stayed true to Extropian ideas and was highly automated, save for some rooms which more-or-less contained the story of Centraliza's people, as well as old paintings and furniture. The Legislative Room contained more or less a mixture of both Automation and an old-ish look, which was perfect for any Centralizan that dared to call him, her, or itself 'Moderate'.
After all of his ministers arrived, DRL started to speak: "Hello, my Comrades." he said, calmly, yet anxious enough for others to notice his exitiment. "We are now sitting at the room where we will meet should any major issue arose. Ministers are to come here if they have any ideas; I myself will see how, and if, they can be applied to our great nation." he paused. Obviously, his military staff was more or less uninterested until now, yet still listened out of pure courtesy.
"As you know, we have yet to write a formal 'Constitution' - or a 'Book of Laws', for the matter - to formaly stablish our rule. I do know that our Emergency Decrees are doing fine for now, but the after-Revolución days are coming to an end. We will start to lose our initial support... Thus we have to maintain everything in order." He paused again. "Now, we are to stay true to our ideals: Some Emergency Decrees, as well as Ordenes Revolucionarias, will be adapted into full-laws; those who are working, of course. What I need now is yoru help in stablishing our trusty book. We can not forever be a Revolutionary Goverment, but we can be a Benevolent Dictatorship, if you know what I mean." Upon saying these words, a handful of his minsters, namely those who were Centrists, seemed a little unhappy. The others, on the other hand, were mostly pleased. "Let us start with the issues at hand: Private vs. State Ownership. I think the Nueva Reforma Economica is working for now; we will keep our regulated market with some mixed market elements thrown in. It is true that our State-Owned transport systems are better, and not to mention our services. However we should leave everything else in private hands, specially small producers." He paused.
His General Economy Minister, Ignacio, spoke: "Very Well, leader. We will do our best. However, there are a few questions that come to my mind: What about state shares, cooperatives, large corporations, and even the lands formerly owned by Farsantes?" he asked. "I agree that we have to help the small producers, but I need more input on these 'alternative' producers".
"Well, we will encourage those currently in porverty to form cooperatives; we will prodive any assitance needed, ranging from technical to educative. Large corporations should be allowed, but no monopolies nor 'Mega corporations'. We will keep our state shares; after all, those who require some extra funds can still sell some shares of their company to the goverment, increasing state income as well as giving the company a handful of money." Replied the Dictator.
"Very well" - Said Colonel Horacio Heilrich, who was sitting next to his two Joint-chief counterparts. "But I will however like to state, that..."
The discussion moved on to the divison of the Army. For some reason, the Joint Chiefs were not very happy with their limited manpower...

After the 'initial set-up' for the Book of Order (as they decided to call it), the ministers, and their leader, moved on to the discussion of current affairs. Drug dealers, of any kind, will of course be prosecuted... And executed. Same to other crimes of similar magnited, among them rape. "An example has to be set." Replied the Supreme Commander to their ministers. Not all of them approved of this, but he was the one in charge.
Eventually, the discussion moved to the International situation. Althrough happy for the fact that they were relatively safe, being the only nation was very doubtful - there HAD to be other nations. Otherwise, where in the world these anthro inmigrants came from?
"...I am not sure" Said the General Economy Minster, Ignacio. "As I see it, we are mostly self-sustainable, and what we need we may bring from the colony. We need not to trade, plus, this feeling of loneliness gives our people a vague sense of security and stability." He added. "While part of what Mr. Ignacio said was true, we are obviously not alone and it would be foolish to try to maintain a fantasy." Said the External Affairs Minister, Xint-Zei. "Let me put it this way: If we sit and wait for them to find us, sure, we may face them on our turf. But we obviously can not hold forever, and we will be at a great disadvantage if we encounter hostility." He added.
"I agree." Replied DRL, taking a moment to look at a window. "But I suggest first taking satellite based information. Then we will sent diplomatic messagers to the coasts of the nearest nations." He said.
"It will be a pleasure." Said Ramiro, the Minister of Intelligence and Security, then banished from the scene.
A few moments later, the robot put on the desk some files, among which was a satellital "geo-photographical-recongnizance" image - more-or-less showing the rest of the planet. The Leader took the time to inspect it: On one side, there was a landscape he was very familiar with. His homecountry, among the countries depicted in it. On the other, there was this continent he had no idea about. However, some marks on the map showed patterns similar to human's larger cities. He was unsure what to do at that right moment.

Since the landing of the would be space ship off the eastern coast of the continent, the nation that turned the crash into a serviceable island had been mostly isolated from the more settled lands. However, during the reign of "Farsante" conflict, the continental nations had not been too pleased with the sudden attention. However since then, there had been little to no word from Centraliza. It was well known they had a few satellites of varying types but not much else was known. But for a continent that had had many isolationist prone nations in its long history, they blended in a bit.
However, rumors came to a far off city near the central regions of the continent that something had changed on the artificial island. Not quite knowing what to expect, a series of broadcasts were sent to Centraliza from ships at sea to try to open up some sort of communications. Surely "Farsante" could still be in power. And the calls would be ignored. But there was always a chance.
The message ran:
"Greetings from the Union of Tinis. We have not communicated much in quite some time. We wish to learn news of your nation's good tidings."

The Supreme Commander was still busy making laws and making sure that those laws would leave few opportunity for corruption; if possible, prevent any. This task would be soon put on hold, however, as the External Affairs Minister, Xint-Zei, rushed in the CSLC's (Comrade Supreme Leader and Commander) office. DRL looked gave him a glance. "What is this about?" He asked. "Commander! Some ships approached our coasts and broadcasted a message!" He tried to calm down a bit. "This is the message." He said, as he connected his 200GB memory stick to a neraby TV. The message played: "Greetings from the Union of Tinis. We have not communicated much in quite some time. We wish to learn news of your nation's good tidings." and both Commander and External Affairs Minister smiled when it ended. Did these beings learn about La Revolución? Perhaps, perhaps not. But whatever the case, this solved the problem of sending messagers. At least to one nation. "Do you want me to reply to it?" Said the minister, enthusiasted. "Of course I would like to, but this is the first time we are talking to another nation AND we are speaking from our own shores. It would be best if I sent the message myself." Replied the Commander. "Very well." Said the minister, a bit dissapointed, but still enthusiasted enought. "I will make sure they recive it." He said, and left the office. The Supreme Commander took a nearby microphone, the one in his personal computer, and started to broadcast back. Xint-Zei was making sure to keep track of and organizing everything, so all he had to do was to speak at the people in the ships. The leader took a deep breath, then started: "Hello, this is Supreme Commander DRL of the People's Republic of Centraliza, the land formerly know as 'Chimerica'. My Comrades and I have overthrown the previous regime, and we are now in power. It is not our wish to start any hostile actions, so if your intentions are diplomatic ones, you are welcomed to land." He stopped talking and wondered how 'well' his speech was done...

The reply almost instantly resulted in a flurry of activity on the ship. A reply was constructed. "We welcome the news of the People's Republic of Centraliza. Though we do not have a full diplomat staff, we have been authorized to have a meeting if you would welcome us. Our vessel is the UTSS Mo'Halta. It is a military vessel but we have no plans to be hostile and if allowed to reach port will be coming alone. Please advise us on where to take port."
Captain Vrenger readied herself for a reply and had a general course planned.

The Commander quickly replied, now more confident: "You are welcome to land. However I will have to foward you to one of my Joint Chiefs; he will tell you which is the best port for a diplomatic meeting." He replied, and pressed a few buttons on his computer.
=Joint Chief of Air Force, Sea-Ocean & Space Fleet 'Liutenant'=
"Hello, this is Joint Chief Liutenant. As I am now the one monitoring the coasts, I advice you to land at one of the major ports. The three most important are: The 'City of Free Sentients', 'New Corneria', and 'Neo Buenos Aires'. If you wish, the city which once was Chimerica's capital also has a functional port." The minister's speech sounded inviting, or at least tried to.
Through a visual communicator in each of their rooms, both Minister and Commander looked at each other; the leader nodded.

Hiyike Andertol was riding a bike on the median of a road somewhere in Dorigan when he saw, through one of the handlebar mirrors, a boxy black truck begin to slow down and pull up beside him. "Not again.", he said under his breath as he tried to come up with some kind of accent to maybe get out of this situation.
The truck pulled up and matched his speed, a black EM-26 unit draped a Protectorate Guard badge out the window and poked it's head out and said, "You're needed for Official Business. You really shouldn't be doing this, it's very visible when we pull up next to you. Someone could shoot you."
"I don't care, go away.", Andertol said
The EM-26 vocalized a displeased sigh and signaled to the crew in the back to "re-acquire" him.
A door on the side of the truck slid open, and then two other Malych, whom Andertol could not immediately identify extended a device out the door towards Andertol. It was a large black cushion attached to a hydraulic extension system, which began to produce a whirring sound akin to rushing air. Andertol sped up and said, "NO I DON'T WANNA".
He traveled about 10 more feet before the bike lifted off the ground beneath him and they both were sucked into the cushion.
"MMMPPHHH!!!", he protested as the cushion pulled him back into the truck and the door closed.
The cushion powered down and dropped Andertol on the floor. At this point, he was now laughing. Mostly because this was the first time they used this apparatus, which he was pretty sure was implemented just for the purpose of "collecting" him.
He took a moment to see who his captors were before throwing any punches. He was glad he did, because Brigadier K4G1D0RO, the EM-26 that spoke to him, didn't like being punched at.
"Good afternoon, Sudo", he saluted Andertol, "Why can't you just stay with a security escort like normal heads of state do?
The Apparateur wants you to take a diplomatic envoy to Chimerica. We just heard from Tinis that the previous regime was overthrown in a revolution and they have a new leader."
"Uh oh.", replied Andertol, "Usually you don't send me places unless there's something wrong. So... elaborate on this please..."
"They just had a revolution", said K4G1D0RO, "So we don't know if this guy is just like the last one. Farsante was somewhat... unapproachable, so we're being careful."

Secretary Tajir Vuela Konig radioed the island last known as Chimerica:
"The Federal Republic of the Tajirates of Miokalia would like to extend diplomatic greetings to the new government of the island previously known as Chimerica. We have assembled an envoy and wish to establish relations with your new government."

Captain Vrenger had the UTSS Mo'Halta set a course to the City of Free Sentients. It wasn't a big boat, but was obviously military. A few forward facing big guns, nothing compared to those on a battleship, and a few machine gun nests. No one was manning the guns and as the boat neared the shore, most of the crew was on deck in dress uniforms. They had radioed a reply before nearing of:
"We will be making port at City of Free Sentients. Thank you very much for your hospitality. We shall arrive in three hours."
[OOC: Assuming nothing goes wrong feel free to have them dock and we can get on with the face to face meetings]

( Okay ) "Comrade Commander!" the videocommunicator in DRL's room was in split screen mode know. "Yes, minister?" said the leader, as he looked at the dragon-like External Affairs minister, Xint-Zei. =Minister of External Affairs, Xint-Zei="We have just recived a transmission from the nation of Miokalia!" Said the minister, exited. "Very well, I will monitor it, too. But you will have to reply by yourself. Seems we are going to be hailed by several nations at once... Or so I would like to think." Replied the Supreme Commander. "GRE-... I mean, very well Supreme Commander, I will foward an invitation. You will not be dissapointed, I promise." Xint-Zei was happy because he was - for the first time - able to do diplomacy. ----------------------------------------------------- Secretary Tajir Vuela Konig radioed the island last known as Chimerica: "The Federal Republic of the Tajirates of Miokalia would like to extend diplomatic greetings to the new government of the island previously known as Chimerica. The leader, who was monitoring everything, raised an eyebrow. After all, he expected something a bit more... 'original'. But at least he hoped the message made a good impression. "We will be making port at City of Free Sentients. Thank you very much for your hospitality. We shall arrive in three hours." =Joint Chief of Air Force, Sea-Ocean & Space Fleet 'Liutenant'="You are welcome." Replied the robot. As the three hours passed, exitement and intrigue was all over the island of Centraliza. Eventually, the ship reached port. As Liutenant was delegated to welcome the ship's crew, he was waiting in port along with his personal guard.

The ship came along the dock, and a ramp was lowered to allow the Tinisians to come ashore. First off was Captain Vrenger, a tall mixed coloring feline. She confidently walked off the ship and gave a salute to the person whom seemed to be leading the welcoming crew. She then said in very good Spanish, "I am Captain Vrenger of the UTSS Mo'Halta. Requesting permission to come ashore for myself and my crew."

Governor Militant IX, ANS Harbinger, BowApparently there is some nation that came out of revolution. Normally, I would take a shuttle in, but we are going in on the Harbinger. I sent this message ahead, "This is Governor Militant IX of the Anean Star Empire. At this time, my battleship is en route to your island for a diplomatic meeting. Do you have any docking information for my ship?" I am standing at the bow of the Harbinger smoking one of my cigars in my left pant pocket. I also have a bottle of Talonian Liquor as a gift. I didn't know what else to give. Lieutenant Masako, a black panther about my height, came up behind me and said, "Sir, we are about 5 hours from the island." I said, "Excellent. Push us to 40 knots and hope to god I don't get knocked down." "I think that'd be quite funny actually." "Right. Just get us to the island." With that, she said something on the radio and I felt the ship speed up. The spray from the front of the ship ruined my cigar, of course. I threw it overboard and held onto the railing.

He himself was waitting at the landing pad, awating for the diplomats to come out. He was trying to hide it, but he was indeed very exited. =Joint Chief of the Traditional Army, Horacio Ehrlich Mercado=The wolf was busy organizing a new unit of his army. Namely, an Elite unit, the 'Rapid Response' Crack-unit. Such plans would have to wait, however. As both the diplomatically-inclined Minister Xint-Zei, and Joint Chief Liutenant were already on a meeting, the Supreme Commander was running out of options. Ehrlich could prove either to provide a step ahead or two steps backwards, depending on who he was dealing with. Still, he was ordered to monitor a meeting soon to happen with Governor IX. He sent from his office a message back to the ship: "This is Joint Chief ot the Traditional Army, Horacio Ehrlich. We will transmit docking information; and I myself will be here, at the Antigua Capital de Chimerica." The city was somewhat outdated compared to the others, but at least the upgrades and improvements to the docks were already done by now. His APC and his personal guard departed for Antigua Ciudad de Chimerca's port.

Governor-Militant IXThat speed increase got to the city in three hours. Excellent. Though, the message irritated me a bit. They will transmit docking information? When? No big deal, I am not in the mood to think about these things right now. Well, whenever they notice this massive ship out here the better.
