Mie smiled "Must be having an off day, I wouldn't expect a firm answer today of course and well we have time. The city has yet to be fully completed and the electoral commission as still getting there act together. But it would nice to spend time talking with someone I know who is not a total politician and I know has a steady hand."
She looked at drago and asked "I have a number of possible names for the cities chief constable, they are already working with my people, to aid the hand over." she handed a list of names over, all tinisian.
"Some of your officers have indicated an interest in remaining here, that would help cushion the transition. Some want to remain normal officers, others have indicated an interest in joining the proculator's office, training as investigating magistrate's officers, in some cases. Though some it will be a formality as they already have enough training and a quick course on commonwealth procedures should be sufficient. You know our system of keeping policing and investigation of crimes separate.
I hope this will be fine with you if we take them on?" she ended.

"I only recognize a couple of these names, but on the face of it I don't see why I'd have any issues. I do know this lady here is internal investigations or at least was as of a year ago. I'm kind of curious, and I guess I'm showing my ignorance of to commonwealth policing and investigation procedures and organizations, but do you have an explicit division or some such that looks for corruption inside the law enforcement organizations?" The game had moved on a few moves from both sides, but to no real change in the balance of things. "I suspect there might be a number of other gaps in my knowledge I should look into filling."

Mie shrugged "Well to be entirely honest I have had little contact with the police since my younger days and well."
Mie gave a knowing grin.
"Well you know that was with the tinisian police."
She continued taking a move that put a threat on drago's queen "Anyway we have no department so to speak as, well since detection and prosecution, and policing are different organisations.
It is very difficult to corrupt a system like ours as it requires so many people to be in on it...so to speak. You see the police simply enforce the law, they pick up petty criminals and the like. They are also recruited from the local population and rely on them should something really bad kick off. Most can get the local mob there by blowing their whistle. Most things are fixed at that level, though if a complain is heard the officers' beat is moved and the new officer is usually a very clean couple.
Oh yes under commonwealth law a police officer's word is worth the same as any ones, to make an arrest on the spot need two officers to have seen the crime or one and a member of the public. One officer can under, but only in a situation that is...well extreme it is rare.
Yes this does mean some crimes are ignored, but if they are not an issue for the local population..are they really crimes. Officers that abuse there situation tend to be noticed quickly. If the locals seem concerned they report it and staff from another station take over. Police officers don't like corruption, especially when a lot of there protection realise on the public. If they spot organised crime's hand they will report."
She shrugged "Keeping the police clean realises on self preservation and honour. It works back home and when your people figure how it works and there is no loyalty to corrupt officers are hung out to dry by the system. All they have to do is mention it to another station."
She put her fore fingers together "Investigating magistrate's officers are not officers and can't make arrests but can ask officers to do so. They are un-uniformed in some cases where they collect evidence on a particular case. The police are not told exactly what case it is as it is not there job to make cases. They simply enforce the law.
The police fur on the beat is very much like a forensics officer, pass the information to the investigating magistrate's officers, there are always two. They put the case together and prosecute. How ever they move about to prevent them from getting too close to people.
Some are specialists and a sample of cases are shadowed. Finding a corrupt couple is viewed very highly. The system is kept clean by an honour system and as there is no one that can stop them the investigating magistrate's officers will take out the corrupt ones.
As the procurator fiscal that pushes cases is not elected, they don't care if an officer is popular and as none of the police are. They don't care if what they do is politically expedient or if they are embarrassing someone important as they report to the representative of the lucan council. Well they are not elected either. Finally they report to their monarch and they report to the rest of the lucan council."
Mie smiled "But I think your lady friend there would fit well into the investigating magistrate's office as she, I dare say would like to deal with proper criminals and would like a system where pointing at corrupt is encouraged...nae required."
Mie shrugged "I think that is how it works."
"Oh yeah, I heard from the UBC..they are looking for a long wave frequency they can use. As a port they want to broadcast UBC radio four..well a version of it from here and would rather not interfere with your radio spectrum.
It's just that as a commonwealth port the ships will be expecting the shipping forcast."

The UBC started to broadcast on long wave.
"ASe isle north icing, good, Ase isle south icing 500, poor, East bay 100, poor. west bay 50 poor. Icing."
The shipping forecast continued for exactly 258 words.
