19 hours ago today, the Incorporated States of Shimandu ceased to exist as a government. A massive assaination of Shimandu's leadership 20 hours ago was quickly followed up by the declaration of martial law my several military commanders who survived the assinations. Unfortunatly, without a clear chain of command, the generals and admirals of Shimandu began to contest each other's leadership. Several more assinations occured.
Shimandu is now in chaos. The unknown forces that have attacked the Shimandu government appear to be attempting to gain control of the fractured military. Of course the nationalistic tendancies of the Shimandu people has lead to a great deal of resistance to this.
I would like to call upon the various members of the Furry Federation to interceed on behalf of the populace of Shimandu. Already refugees are floading over the south western board of Tinis, despite harsh mountainous terrain, to escape the situation in their homeland. With disrupted communication lines and roads being blocked by paranoid military units attempting to find the perpetrators of the crimes agianst Shimandu, food and supply movement around their nation is being heavily disrupted. It is estimated that within 48 hours most local food supplies will run out for roughly 75% of the population of Shimandu. I don't have to tell you that the starvation of over a billion furs will occur if we do not act fast.
I am moving humanitarian trained forces from the areas formerly known as The Yiffy and Prismwind to Shimandu along with as many supplies as my nation can spare. We will attempt to contact the nationalist forces and weed out the rouge elements, while allowing for a recoalecing of their forces.
However, there is one final issue. Shimandu's federated system may never be recoverable. Already word has reached me that several governors who survived the wave of death that destroyed a majority of the Shimandi leadership are attempting to declare independance and rid their states of nationalistic forces. I don't see a bright future for Shimandu.
And may we all have strength in this dark time.

With diligence and regret, the Commonwealth of K IX wishes to express its condolences to all members of the Shimandu government, and their families. Though we have no military forces available, we will prepare delivery of proper rations immediately to support any peacemaking process, and will both open our borders and provide transportation to all refugees who request access to our great nation.
In light of this tragic event, the Commonwealth will do anything in its capacity to assist in making this hostile territory safe for all its inhabitants. May peace be restored to the states of Shimandu.

"In an effort to control the influx of refugees from Shimandu the Shikeishan Ministry of the Interior has closed all but a few major border crossings and routed all furries arriving from Shimandu who are not in possession of a visa to refugee camps being set up and guarded by the Shikeishan military. The Ministry of Defence has ordered several mobile field hospitals into the area and preliminary reports from uncomfirmed sources indicate the Empire is mobilizing its Rapid Deployment Forces and has placed its contingent of FFDF (Furry Federation Defence Forces) on high alert."

A brief glimpse of an elderly skunk in professional ware saying, "We now go live to the capitol building where the First Speaker is about to make an annocement about 'The Shimandan Question'."
Scene changes to the lavish interior of the Tinisian Chamber of Speakers. The First Speaker, a pure white bipedal dragon stands before the assembly.
"Tonight I speak not only to you, my fellow Tinisians, but also the entire Furry Federation. A great tragedy is in progress as we speak. As I spoke last night about the plight of the furs of Shimandu, our forces, and those of other nations, were begining to bringing relief to Shimandu's populace.
"However, since then, the level of violence has only escalated. As international relief forces and policing units entered Shimandan territory, nationalistic, rebellious, and rouge forces inside the Shimandan boarders began to not only increase their combat with each other, but to assult some of the relief efforts. Some trying to take the supplies for themselves. Others attempting to expel who they saw as invaders.
"At the same time, the flow of refugees was increasing. Special refugee camps are being set up in the southern reaches of Tinis where the furs arriving will be given medical care, food, and water.
"But there is hope. Thanks to quick action on the part of Shikeishuu, Ciata, Coral Zone and our own military, most of the boarder regions have been secured. Several thousand Shimadan loyalist troops have accepted truce with relief forces and have volunteered loyalty to the Furry Federation Defense Forces. With aid from those nations and K IX and independant relief organizations, the starvation of the Shimadan people has been postponed.
"But this is not enough.
"I know ask for an emergency meeting of the Furry Federation council in order to address the question of Shimadan, the care of its populace, and the brining of justice to the criminals that have destroyed one of the Furry Federation's oldest members. Relief supplies need to continue. More troops are needed. Intelligence on the criminals must be combined so that they may be caught.
"And to the people of Tinis. Fourty years ago at my first inaguration, I asked 'Don't ask what the Union can do for you, but what you can do for the Union'. Now I ask, 'Don't ask what the Federation can do for you, but what you can do for the Federation'. This past year I have pushed for a boosting of the military budget, and you friend citizens, have granted it. I have pushed for an expanded armed forces, and you friend citizens, have granted it. But I must ask one more thing of you.
"Your country, no, your federation needs you. The Furry Federation was founded to provide for the common defense of all member nations. Not only is there the possibility, that if we stand up today and help our brothers and sisters, that when it is our turn to be down on our luck as a people, they will return the favor, but helping the Shimadu furs is also the right thing to do. Be it donating food, money, or time to the relief efforts or voluntering for the armed forces, do what you can to help those who need your help. You have never let me down before, I know you can show your grand kindness again.
"Supreme Commander Epshrin contacted me shortly before I came before you today to inform me that any new recruits to the Tinisian army will be assigned to the Tinisian contigent of the FFDF. These assignments will make it easier for you who sign up to help out in the efforts to bring stability back to the federation.
"We can not let this happen again. Already our agents and others, including Ciata's Raja Borah are moving to find the assasins of the Shimadu government. Mark my words, the criminals will be brought to justice.
"I appologize now, that I must go. I will be heading to the new federation council hall in order to act as your voice directly to the federation.
"And may we all have the strength in this dark time."
The First Speaker steps down and hurrily leaves the chamber, as he begins his exit several body guards appear to surround him as he exits. A voice over of Simon Skunk begins:
"That was the First Speaker delivering powerful words. Calling for an emergency meeting of the entire federation council for an emergency meeting to tackle the Shimadu question. Also calling upon greater civil and military service for the Tinisian people. Notice the body guards as he leaves. Though no official annocement has been made, it is highly likely that security has been increased throughout the Union..."

Copied from the forum, < 1 hour after the initial report: Responding quickly to the reports of Shimandu's plight, the floating colony of Coral Zone pledged immediate aid to the coastal regions of the afflicted area, with "an expanding presence in the days to come." A cargo ship loaded with kelp-based rations was launched almost immediately by the colony's elite, and many strange-looking private vessels set sail, wing, or flipper for Shimandu, presumably carrying additional supplies.
Pop star/blitzball champion/otter-morph Reg Lutra announced a Concert for Shimandu, and the government has tapped Dr. Armic Lodge of CZ's Corps of Engineers to lead relief efforts.

"Ah have had some of mah suspicions an fears confirmed rcently. One of our pairs of Raja Borah has detected the presence of Sicarii the outcast in the region of fallen Shimandu. While we have not yet found out if he is behind this event er not, we do know he is invloved, which is no suprise, since his very name means assassin. Also his specialy trained renegade forces called the Clawsin have been spotted in the area.
Sicarii is not to be dealt with lightly, he is a former Raja Borah, an in fact a descendant of one of our Diacanoses, Dinarii the strengthener. Ah would advise against any attempt to deal with Sicarii directly, as he is a former Raja Borah, he is extremely dangerous and an expert in information gathering an stealth an cunning. Leave Sicarii to us, but beware of his pressence and his Clawsin."

"Number ones and threes: get ready!" the sergeant called as the gunship's yaw and pitch slowed, the blacked out chopper along with the half dozen others following it stabilizing into a hover over the treetops, the steady <thwapthwapthwap> of the rotors and the rustling of the forest canopy a scant thirty feet below the only indication anything in the area was amiss. Pathfinder units waiting below had already arrived on the ground much earlier, scouted out the drop zones and marked them with IR beacons, these 'forward elements' lying in wait for their comrades-in-arms to arrive from above. "Drop ropes!" the sergeant in the lead helicopter called out in a low growl, the soldiers under his command flinging two ropes from each side of the gunship before swinging outboard to balance with their feet upon the chopper's skids, the door gunners keeping vigil over the ground below. "Go go go!" After ensuring the 'ones' and 'threes' were safely rapelling away, the sergeant snarled "Number twos and fours, stand ready ..."

"How sure are you that we've pinpointed command elements of the rouge forces operating in the northern territories?" Feld Marshal St. Bernard Montgomery, Chief of Defence Staff, asked the colonel, the commanding general's trademark scowl upon his large jowls.
"Two of the self-proclaimed warlords are former high-level militia officers who deployed with their units shortly after the fall, sir" the colonel explained. "We were able to track the units involved and differentiate between them through analysis of their usual encampment, command post, and vehicular placement habits. "A summary of rules of engagement, colonel?" the Field Marshall asked of another officer, this one in highly polished jump boots, a maroon beret perched upon the vulpine's head at an appropriately jaunty angle.
"Yes sir," the airborne colonel answered. "My men are to approach and set up a firebase near each encampment. Orders are to enter the hostile area by stealth if possible or by force if not, engage the enemy as the discretion of the field commanders. Mortar, fifty cal., and rocket-propelled grenade fire from the firebases will in the event of an emergency provide covering fire for the airborne units in the field, with SH-101 squadrons standing by for further interdiction via 'fast air' if required. Secure the targets, these being the senior officers of each unit, and if possible return with them for handover to the Federation Council. In the event this is not possible, the targets' command is to be terminated."
"Terminated ..." the Field Marshal murmured.
"Our airborne elements are by direct order from the Lady herself wearing only Shikeishan Airborne insignia," the intelligence colonel interjected. "Her Grace wishes that in the event of complications we and not the Federation are blamed. These are trying times indeed: the Empire is better able to weather such controversy in a 'worst case' scenario than the Federation Council."
"Very well then, gentlemen," the Field Marshal gruffed. I have the following message from Her Grace the Lady Mariko with instructions to share it with you once operations are underway. Our men in the field were read the same communique while en route to their drop zones: "Our special operations forces are on the ground in the former Shimandu. Whether or not its people - our former friends - continue their decent into darkness may well depend upon the deeds of 'a pawful of furs in the right place at the right time.' It is no accident this daunting task has been assigned you: a finer fighting force more fit for this mission does not exist. To your capable paws we entrust the fate of a former nation: may your endeavors write a new chapter in the annals of a free, secure, and sovereign state."

OOC: Sorry I'm so late I've been sick the last couple of days.
Llewellynlland is deploying medical corps. into the reigon as well as supplying intelegence from observing satalites. Refugee camps and aid stations have been set up along the border. Untill full status of any possible WMDs is made known all cities will be kept on full alert and defencive fields on at all times.

Dispatch from Ciata to all friendly nations:
This morning I received the corpses of two of our Raja Borah, Braten and Nicholie. We staggar at these losses, as they are the first in nearly 30 years to our high guard. There is no dought to as who is tah blame, the gashes across their chests leave no room fer any. We now know that Sicarii the demon did indeed steal some of our most secret research as ta the Raja Borah. The warnin he sent back in de form ah two torn corpses has been recieved with great fear ah must admit. Though ah still cannot release the reason fer this openly yet, the time may come where ah must if we cannot defeat him ourselves.
On a more victorious note, four of our other Raja Borah, discovered, infultrated, an eliminated a mountain base of a warlord in de north-western region ah Shimandu. Hopefully dis shall help the efforts ta secure that region from warring forces.
May the Lord our God forgive us fer the blood we spill an the lives we kill in these time of trials an sin.

My personal condolences to the loss of your Raja Borah. I have come to respect and admire the skill of these elite individuals. They remind me greatly of the old ways of Tinis in certain respects when a large standing army was not the rule and battle was between two champions of great ability.
But I too have news. The north-east along the Tinis-Shimandu boarder, is stabilizing. Though several warlords still defy federation forces in the area, they are out numbered and unable to strike effectively at this point. Food and supplies are flowing quite easily through out the area and a number of Shimandu nationalists have submitted to federation commanders in the area.
However not all is well in the north east of Shimandu. Yesterday a small group crossed the boarder into Tinis via the Ekmison pass, entered the Lant forest and setup an ambush. They had accurate intelligence of my route from Arx (the capitol of Tinis) to the Council Hall, where I currently reside. I was flying my personal aircraft, escorted by five Grentalian fighter craft. This group fired upon my craft. Despite attempts at evasion, they managed to hit my left engine, destroying it, and making it impossible to continue in flight. The fighter escorts reacted quickly and destroyed the potential assasins while I pointed my craft towards a safe impact zone. Loosing altitude, I bailed out and began the last thirty miles under my own power, escorted skill by the fighters. Sometimes its convienet to have wings.
This incident tells me two things. First of all, this tells me that the criminals involved, be it this Sicarii or others, are actively attempting to expand their actions to neighboring nations. I highly recommend that all nations who boarder Shimandu insure their boarder security is top notch. Check refugees for weapons as well. Though the Tinis boarder guards do as such and have since the news came of the collapse, it makes it more difficult for terrorists to smuggle in their weaponry. I doubt this particular group came through a check point with their weaponry however, due to it being a rocket launcher. That's a bit difficult to hide.
The second thing that this incident signals to me is that my own government has been compromised. Until furthur notice Tinis is on highest alert. We are engaging in active mole testing to determine the leak. However, to reach the level needed to know information on my flight plan would of required a long term investment of time. Thus whom ever it is, has been in Tinis for quite some time...or perhaps someone has betrayed their Union...
But as federation forces continue to eliminate hostile forces in Shimandu, passicify non-hostiles, and distrubte aid, we need to begin to find out about and secure Shimandan high end weaponry. Unfortunatly Tinisian intelligence on the matter is rather vauge, it is unadvisable for a repeate of the theft of nuclear weapons from The Yiffy. We need to begin securing the Shimandan nuclear arsenal. My nation's military has yet to locate any siloes, bunkers, or mobile weapon platforms for such, but perhaps others have had better luck.
Finally, I would also like to honor the fallen from all nations who are assisting in the aiding of our neighbor. A moment of silence please...

I, King Aquinas, will readily devote the forces of my country to stabalizing this region and eliminating any threats that exist, or might come to exist, due to the presence of rouge WMDs. I am a strong proponent of order and progress, and neither can be achived with this type of situation in our Federation. My dragon units are now ready for action with our new bionic-war armour. With our natural aize and strength, improved by bionic armour and with the addition of a vast array of weapons to each suit, each member of my army is a flying or crawling, living tank ready for action.
All I need to know now is where to send them in to route out the enemy and insurgents.

URGENT!
Mah Raja Borah have detected a large force of rouge troops heading for our southern border. It is the most easily traveled area of our lands an is highly valnurable to attack, it bein largely open desert. We kin not deffend such an area with our Raja Borah, they sein this, have taken advantage of our lack of mechanized military an are attemptin to move into our lands an the newly added areas of the Chit-Raka clan.
We believe that this group is acting apart from the main group, including Sicarii, sein' as we did not get any intelligance on this sudden move untill it happened.
Again, I am sending out an urgent plea for assistance at our southern border.

"Captain!" cries the grey squirl sitting before scanner board on the left. "We're getting rf noise from near the Ciata boarder. It may be one of the advancing columns."
"Have they spotted us?" asks the red fox in the chair in the center of the cramped command chamber. In front of him sits an eagle controling the sky ship, and to his right sits a beaver furiously adjusting controls and watching screens of information fly before her eyes.
"There has been no active radar detected from the signal point. They may be using passive detection. There is a radar signal coming from the south from a Shimandan army base."
"Zimol, is the base friend or foe?"
"Unknown," replies the beaver. "Last report marked it as abandoned. Probability estimates indicate that is has fallen into hositle control. Not dominate probabilities for which faction of hositles."
"Then we are to assume the worst and it belongs to the advancing troops. Take us up beyond anti-air craft range."
The occupants of the chamber adjust as their center of gravity shifts and then shifts again.
Captain Melizar asks, "Are we at a safe altitude?"
"Yes," replies the eagle.
"Take us over the advancing troops. We might be the first one's here, but if we are succesful, we might be the only ones needed. Let's hope so everyone. Any more determination of the troops make up, identity, or capabilities Vron?"
The squirl responds, "They appear to be a mechanized collection of units. Juding by the infered camera the odd heat signatures of their heavier units indicate they've seen some action I believe. A good number of ground troops marching amungst the tanks. Variety of weaponry. Mixed species but primarily wolves from the look of it. I've spotted a mobile missle launching platform and what appears to be a misslie interception laser. The insignia recognition program is having trouble finding any clear indication of troop affiliation but implications are that the hardware is primarily of Shimandan origion."
"I was unaware they had interception lasers. Very well. Our main target will be the missle launcher. Its the greatest threat to us and any air borns. Take them out and we can deal with these miscreints from up here. Zimol, calculate a missle assault, strife, or a big drop manuever."
The beaver nods and goes to work manipulating the controls. "Highest probability of success for destroying missile launcher is big drop. Highest probability of survival is for missle assault. Probability of success for missile assault increased to level of big drop if used in conjuncture with strife manuever but probability of survival at that point is only 35%. Probability of big dropr is 54%."
"Very well then, buckle up everyone." The Captain activates a ship wide com. "Prepair for big drop. I repeate, prepair for big drop. Secure all non-esential materials. Ready all weapons. Two minutes till silent signal. Five minutes till drop." The fox grins, "Let's make 'em proud."
The control chamber crew double checks their restraints and begin furiously working their control panels and consoles with the exception of the eagle at the helm. He speaks to himself in a wisper and his words can not be made out. But between his left talons can be seen a small shiny circular object. Shortly, the lights dim and most of the control panels darken. The chamber is only lit by the readouts of the pilot, the occasional blip on the radar screen before Vron, and the stars in the sky before them.
The Captain's eyes narrow after a few minutes. "Engage big drop. Primary target, missile platform. Secondary target, interception laser. Thiertary targts, everything else. Go."
The pilot pushes a series of buttons. The occupants of the chamber appear suddenly to be floating within their restraints. The pilot manipulates the controls with all his might. From the windows clouds can be seen moving upwards. Seconds pass. The clouds pass the widows.
"Incoming!" yells the squirl. The crew begins to obviously lurch back and forth. Streaks of light begin to pass before the windows.
"All systems back to full!" yells the Captain. "Begin precision targeting. Double check weapon readyness and open fire when ready. Prepair for lift imediatly after weapon depleation or on my order."
Moments later, the sounds of an explosion deafen the ears of the crew.
"A rocket has hit our right wing," yells Lieutant Zimol. "Both right engines are off line. Survival chance has dropped to 28%. Recommend full thrust into Ciata territory and emergency landing immediatly."
"We can't crash in front of an invading army and hope to surive Zimol," says the Captain quickly.
"Correction, surival chance is 15%."
"I thought so. Dyn, keep on course to the missle launcher. Fire all weapons!"
An indicator shows the quick depleation of missiles and bombs, and a slower depletation of machine gun ammunition. When the bombs and missile are empty, the Captain asks, "Dyn, can you pull out?"
"Not likely Captain."
"Status of the missile launcher."
Vron yells out over more explosions, "Heavily damaged but potentially opera..."
Fire engulfs the left side of the chamber.
"Dyn!" yells the Captain. "Direct us towards the missle launcher. Prepair for impact, eject black box at fifty meters."
As the fire and the smoke fissel out the opening in the side of the sky ship, the eagle slowly nods.
"Aye Captain."

an un-named Major/yes man "Considering the wind, weather, possible technical difficulties with the new packs, the adjusted flight path with the hostile areas, and stopping to refuel...."
Angrily "Just tell me the time already!"
The scittering, small, green dragon replies "Ummm.........considering it is across two countires, around 14 hours...sir, uh sire"
"Damn! Wont get there in time before they are far across the border. What about missles?"
Edging away from the maddened king "Um, by the time the missles get there, in around 2 hours from launch, the forces could be well within Ciata's borders, and possibly in cities. Also they would not be able to stop them all.....sir"
Now enraged king "GRRRRR.....enemies on the loose, invading allied countries, and nothing we can do about it!"
Now cowering Major, "We can go ahead and launch forces and cut the losses they might recieve, sir."
A Slightly calmed king, very slighty, "Then deploy them, and warn them that help is on the way but coming, coming."
