Pargalo is a shattered nation that is trying to find its way in an unfamiliar world. The government is ambivalent, isolationist, and ineffectual. The only strong effort it makes are those that keep down the remaining elements of the old regime.
Typically Pargalo will just be a backdrop location for scenes. It is not interested in being an international player in the least. Though they are thankful for external intervention in their liberation, decades of being under the thumb of fascists has made the populace very paranoid of outsiders, and they barely get along with Tinisians as is.
Ask permission of Tinis' player if you wish to use Pargalo in an RP.
Pargalo is not up for invasion. If you wish to encounter Pargalo in any military manner, the end result must be discussed with Tinis' player before hand no matter big or small. Pargalo is supposed to be a weak shadow of Tinis that is more to be pitied then battled. It is also effectively under the unofficial protection of Tinis due to the cultural bonds, so any conflict involving Pargalo would mean a conflict involving Tinis.
Any future neighbors of Pargalo are invited to view them as wacky neighbors whom are best to ignore. I am also interested in making sure there is cultural blending between neighbors. No boarder is an infinite barrier to such things.

In the 1940s and 1950s, the House System of Pargalo collapsed as all but two houses were forced out. The remaining two houses divided up the nation and began to rule the nation in a totalitarian fashion. The duel dictators, Wune and Jirie, retained control until 2006 when they were liberated by a multinational force lead by Tinis and Miokalia. The liberation battles were quick but bloody. The anti-regime forces observed remote control massacres as 'kill switch' devices were used to murder entire towns that had been liberated. The kill switch devices had been made mandatory in every citizen in Pargalo whom was not currently enrolled in the military (and often left in despite claims of them being removed for low level soldiers) and was radio activated. A crime against sentience for sure, and just one of many reasons for the intervention.
Since the short war, an interim government has been established with the blessing of the liberators and a council of elders that for a while represented the interests of the Pargalonians. However, this transitional government has been ineffective in moving the country forward and still years after the liberation much of the nation is still beset with problems of crippling poverty, crime, rouge splinter groups, and disease.
In short, it still sucks to live in Pargalo.
