In order to foster cultural understanding between federation members, the Union of Tinis puts forth the following resolution before the council of the Furry Federation.
1. Every year in the last weekend of september, one of the nations of the Furry Federation shall hold an event in one of their major cities. The event shall take place at what ever place that is fitting and capable of handling the demands of the event.
2. The location of the event shall either be rented or owned by the government of the host nation.
3. The event shall allow all federation members to setup an exhibit of reasonable size depicting their nation's cultural heritage(s).
4. Security for the event shall be handled by the host nation. The host nation may request assistance for federation members in handling secuirty and if another member nation wishes to honor the request, they may allow the host nation to borrow personel and equipement for the purpose of providing security.
5. While the event is taking place, the location of the event shall be respected by all participants, exhibiters, and visitors.
6. Visiters from outside the host nation shall not be inprisoned without due cause while the event is taking place. If the host nation violates this rule the host nation shall never again be allowed to host this event and will be notified by the Furry Federation of this and that they will have to answer to the home nation(s) of those they inprison.
7. The host nation shall be selected by a vote of the Furry Federation Council no later than July 1st of each year. Any federation member nation may nominate another for this position, but not their own nation.
8. All representatives to the Furry Federation Council shall be allowed to attend the event and while doing so shall be granted diplomatic immunity for the duration of the event if they are not already granted such.
9. Exhibits do need to be in good taste but the exhibit and its presetners may not be sezied or jailed for violating sensibilities of the host nation. Nor may they be sezied or jailed for violating personal morality laws such as those regulating dress, language, diet, imagry of print, display, or other type, or other culturally linked expressions. Actions that harm another physically may still be grounds for arrest.
