The Union of Tinis was one of the earliest memebers of the Furry Federation. The Union of Tinis was formed out of the Federation of Tinis after a bloody civil war. Populated mainly by anthropomorphic animals, and similar life forms, the Union hosts a diverse set of cultures and customs.
Government The government of Tinis is split into four branches; The Chamber of Speakers, The Supreme Court, The National Auditor, and The Council of Commanders. The Chamber of Speakers proposes most legislation which is then either passed to the people for popular referendum or, in the case of financial related bills, is required a super majority vote to pass into law. The Supreme Court hears cases and performs judicial review of laws that come into question during the trials they hear. The National Auditor regularly audits the entire government and reports its findings to the populace of Tinis and occasionally calls for the impeachement of elected officials, provided they have sufficient evidence. The Council of Commanders oversee the military and law enforcement matters for Tinis, with the council also being made up of elected members, unless a vacancy is made, in which case the First Speaker of the Chamber of Speakers is allowed to provide a temporary replacement. The First Speaker is the head of state and only one of eight at large seats in the Chamber of Speakers. The other at large seats make up the upper chamber and are decided by the percentage win of the various political parties in the previous election. The primary focus of the government is Education and the advancement of knowledge. The secondary focuses being social equality, the enviroment, and welfare.
Society Over the years since the creation of the Union, the old house system and its rivalries has slowly dissapeared as a more cosmopolitan atmosphere and unity has grown up to replace it. Education is highly prized and a saught after trait by most of the population, independant of individual culture groups. The citizenry encounter a resonably comfortable life with a strong safety net. Slavery is unheard of. Though private industry does exist, due to the high tax rates it is uncommon beyond family run stores (which get minor tax breaks). Tinis has several religions and religious distinctions. Though the government is not allowed to either recognize or discourage any religion, unoffically 35% of the population belong to well organized religions, and another 40% to loosely banded faith groups. The major religions have come mainly from foreign lands (such as Prism-ta), with the chief exception being Wunitati who worship a pantheon of anchient heros of mythic proportions. The loose faith groups are dominated by Glorvanism which is more of a philosophy of finding one's own religion than an actual religion. This of course leads to some cross over to actual religions, other faith groups, and even non-religion.
History Around 1949, the five houses settled on the lands that make up the current Union of Tinis after their initial migrations across the region of Furry. After some conflicts over land and control of the land of Tinis, the five houses came togeather and formed the Federation of Tinis. The Federation fell apart after two houses allied and nearly destroyed a third, heralding the begining of the civil war. The civil war ended when the fifth house, who had stayed out of the conflict for the most part, intervened. Having not squandered its resorces, warriors, or strength during the civil war, it quickly came to a resounding victory in only a few days, and amazingly enough only minor casualties. Though few who were there or witnessed the battles of the civil war remain, the common knowledge on the final battle depicts a bizare epic battle of which no fur was killed. Today's historians contest this and say that such a flow of battle is unlikely and absurd. The fifth house, lead by Izixs, brought the other four houses togeather and demanded an end to the fighting and the formation of a new government. The new government, the Union of Tinis, has withstood the ending of the infighting, political instability, threats from abroad, and the inflow of refugees over its 41 year history.
Technology In the short history of Tinis, the strive for excellence in education and technology has pushed forward the backward people of Tinis from a late renissance level of advancement to a true 21st century technological paradise. A majority of the enviromental budget is spent on increasing the efficiency of the mega cities, reinforcing their lower levels, and building up from the higher levels, so that the surrounding country side is not spoiled by urban sprawl. One of the major endevors of the last fifteen years was to bring the internet to every home in Tinis. But the crowning achievement of the Tinisian scientists was the creation of the Pattern Defense System (PDS). The origional device was used in an attempt to ward of invaders of the region of Furry before the formation of the Furry Federation. The origional device now resides in the hands of Shikeishuu for protection of the entire Furry Federation against outside threats. A second device has been used to for a time seal off nearly the entirety of the Union of Tinis during the 'reign of terror' of some unknown entities that destroyed the governments of several neighboring nations. The PDS creates a (supposedly) impenitrable barrier around its self with some size determined when it is constructed. The down side is that nothing can get in or out, thus making it useless when either an enemy force is inside the range of the PDS or if somone useing the device wishes to attack others.
Land The lands of Tinis are boardered on the east and southwest by mountain, an inland sea to the south, the ocean on the north, and the Ekilis river on the west and northwest. The cilmate is fairly temperate but the southern coast being more meditranian in nature. The areas between the mountain ranges north of that are weathered by frequent but light rains and feature many natural forests and few people. The capitol of Tinis, Arx is north of that near the center of the nation, and sits atop an anchient mesa left over from previous eons when the grasslands of central Tinis were more arid. The north and west are dominated by farming and the ocasional forest. The northern coast is also fairly wet but much more prone to snow, unlike the southern coast.

Is often seen as compassionate politician by the younger generation, Izixs is in fact the last remaining house leader from the old ways and one of only a dozen house warriors still alive. The younger generations, who have only seen his peaceful and cautious side often find it hard to believe that this war hating dragon was one of the greatest fighters in Tinis. Izixs' political carier has had its ups and downs but is generally well liked by the citizens of Tinis overall. He's survived several close elections but has come out on top each time. He has declared this his last term as First Speaker.

Primarily because of the level of interest the First Speaker has in international affairs, but the position of chief diplomat does exist as such in Tinis. Waldo was appointed to the position by the First Speaker shortly after Izixs' reelection. Formerly only being a meak mid level diplomat who was more often filling reports on agricultural production from trade partners than actually talking to foreign leaders. So his sudden appointment and assignement to the Furry Federation council has kept poor Waldo on his toes.

Modern excavations have unearthed a number of anchient settlements that show evidence of several civilizations having lived on the land long before modern times. Parts of the southern edge of Tinis along the Sea of Prefectures was controlled by the the nation of Venerable Prefectures. Prefectures extended well beyond the current boarders of Tinis but up until the Tinisian civil war claimed only the areas around modern Altzan and along the coast to Illista as theirs. During the civil war, Prefectures extended their holdings along the rest of the Tinisan coast. The Houses of Tinis - Official records about the origions of the five houses are sketchy at best. But evidence collected from from the few witnesses who were there, diaries, and reports from other countries suggest the following early history of the five houses. By 1800, a land in the north eastern areas of the continent became home to a diverse society of furs. This area, usually referred to as Pargalo was rulled by a constutitional monarchy until approximatly 1930. Up until that point, the small isolated country became highly industrialized. But around 1900, the pollution began to overwhelm the small nation. Civil strife followed which lead to a que-de-ta against the monarch and the elected government. The 1932 revolution installed a brutal dictator who tried his best to reshape Pargalo in his own image. Another revolt followed, but after this one, government could not be reestablished. Anarchy reigned. Out of the anarchy arrose seven leaders, each with a large following loosely based on a mix of species and ideology. Two of the groups, lead by unknowns usually referred to Jirie and Wune, managed to gain some control over Pargalo, but in the process made life unlivable for the other five. The other five, taking what ever wasn't strapped down, left Pargalo by sea and traveled down the coast until they found the island of Forr off the coast of modern Tinis. But as with the situation in Pargalo, infighting threatened to destablizalie the new settlements. By this point the origional leaders of all but the first and fifth house had died or dissapeared. The leadere of the first house, Dykon, met with the leaders of the other houses and proposed that they leave the island and move to the unihabited continent. Those from each house who had tired of the fighting would remain on the island while those who still believed in the cause would settle to the south. At first most of the other houses balked at the idea. The exception to this was Izixs who tried his best to get the others to go along with it. Finally a compromise was had that Dykon would abandon leadership of the first house in exchange for the move. The five houses, leaving a number of their citizens on Forr, moved to the continent again. After leading his house deep into the forests of Butin, Dykon bowed down and traveled west, never to be seen again. Izixs took his followers east, into the mountains. The second house, the house of Toson, settled near Forr. The third, the house of Genius, in the mid south, south of modern Arx. And the fourth, the house of Epshar, settled in the north west. The Federation of TinisHaving worked togeather in the resettling and now having physical distance between five houses, conflicts subsided. Several house leaders came togeather and decided to form an non-aggression agreement. Over the course of the year, 1944, this agreement was modified as the other houses joined, and became the basis of the Federation of Tinis. The Federation of Tinis had only the briefest outline of a constitution establishing a council of the houses to settle matters that affected all of them and to govern the non-house areas and a senate, also closely alligned with the houses, to establish general law. The first project the Federation of Tinis embarked on was the establishment of rules of war between the houses, in the event that another one started. The second project was the creation of the city of Pargalo, named after the origional homeland. The capitol project resulted in the first non-house settlements on the mainland. But overall, the Federation of Tinis resembled a neo-classical republic in certain ways where participation in public life was encouraged. This comitment to participatory government became critical for the esablishment and workings of the Union government that came later. The Federation government also began to keep careful records of events instead of relying on word of mouth. At this point, the boarders of the Federation were fairly vauge. The boarders of each house were agreed upon after much deliberations, yet a full establishement of the Federation's boarders was never completed. However, a number of settlements made up of non-house Tinisians began to pop up, swearing allegance only to the Federation. These new settlements began to form the implied region controlled by the Federation. Industrially, the Federation was quite behind its neighbors. For most of the period of the Federation, literally millions of young Tinisians went to foreign lands to work, sending the fruits of their labor home. These temporary ex-patriots managed to avoid much of the strife that occompanied the civil war that was to follow, but also allowed for the education of a large workforce that would later return to Tinis and help in the early developement plans of the Union.

The Civil War/Final House War
In 1959, an attempt was made by the fourth house to take control of the first using less than honorable tactics. When the fourth house's plan was revealed and crushed, the civil war was on. In order to regain her houses honor, Epolcia Zirin of the fourth house dueled with Dizmrad Chamblak of the first house on the floor of the federation senate and was killed after a long battle. Dizmrad left and lead the warriors of his house, along with ten thousand conscripts, against the fourth house, seeking to strike while they were still in disorder. The second and third houses, seeing an opportunity to gain power over the other houses, attacked Dizmrad's forces as they were begining to win their battle with the warriors of the fourth house. Dizmrad retreated while the second and third houses seized the fourth one's assets, lands, and citizenry.
Izixs called the representatives of the houses togeather at the senate in Arx. The second house put forth a representative of the fourth house, Venessa West, the one who had betrayed the efforts of the fourth house in their bid to take control of the first house that started the whole war. The second house believed they could control her due to her earlier betrayal, but it was not to be. Venessa West was a true patriot and had honestly disliked what her house was doing to the first. During the meeting, Dizmrad spoke with West and they agreed that Dizmrad would liberate the fourth house so that they could unite against the second and third. The negotiations between them and the other houses broke down shortly there after. Before everyone left, Izixs came before them and annonced to the nation that if any Tinisian shed the blood of another ever again, then the Federation of Tinis would be no more. The next day Izixs came before the people of Tinis again, and annonced that it was so ended.
Dizmrad did liberate the fourth house and they joined forces against the second and third. The first four houses began to rely less and less on their elite warriors as one by one each fell on the field of battle. Instead, poorly trained recruits replaced them with a hundred soldiers for every warior dead.
After a few more months of fighting, Izixs finally lead his house into battle. He and fifteen of the fifth house's elite warriors attacked the forces of both sides and disarmed them, killing no one in the process. Once again, Izixs called the leaders togeather and forced them to sign a peace treaty. Five days later another meeting was held and Izixs called upon them to dissolve their houses forever and form a new government or else he would personally destroy them all with not just the fifteen, but all ten thousand soldiers and fifty elite warriors under his command. After five months of negotiations, the Union of Tinis was born.
The Birth of a Union
It was january, 1960, when the leaders of the five houses each signed away their power and established the Union of Tinis. The first election campaign of the Union government was quick and the counting of the votes was almost not finished by inaguration day (now also called Union day because that was the day the Union went into effect).
The year zere election had a number of big players from the civil war vying for positions in the new government. The positions of First Speaker and Supreme Commander of the Council of Commanders were the most competative races. Izixs was elected as First Speaker with only 36% of the vote, the rest being split between five other candidates, three of which represented other defunct houses. Dizmrad Chamblak and Venessa West were the top competators for the position of Supreme Commander. West squeaked by in that election and won the post. The rest of the government was a splattering of random big wigs, ex-senators, and local heros.
In an unexpectant show of political action, Izixs proposed over a hundred bills to the Chamber of Speakers within the first week after Union day. Still unorganized and uncertain, almost all the bills were passed on to the first public referendum that was held in the spring of 1961. Again, almost all the bills were approved by the citizens in their second excersise in democracy. These bills established public education, a national currency, and literally thousands of public works projects. The former soldiers of the various houses were quickly employed in construction of roads and water ways.
Scholars often debate weather these works resembled a New Deal type of policy or the more demanding soviet style five year plans. But in either case, for a number of years, near full employement was achieved and Tinis flourished. By 1964 electricity and running water reached 90% of Tinisians and by 1966 every child was enrolled in a local school. But it was never that easy. Despite careful management, accidents did happen in the rush to develope Tinis and catch up with the rest of the world and thousands died on these projects every year from 1963 to 1977.
But in either case, Tinis had taken on a very democratic socialist bent. Internationally Tinis became the poster child for anti-communist campagins which quickly lead to a short cold war with the Democractic States of Lemuriania. Tensions reached a fevered pitch around the mid 70s but as more open talks were established and moderation from third parites kept both parties at the negotiation table, the fear of total war declined. Internally, the socialist turn prompted a campagin from former members of the first and second house to form the first political party of Tinis, the Anti-Union party, with the intent of undoing everything the Union had become and return to a Federation style of government. In response, the rest of the government, including First Speaker Izixs, formed the Union party to preserve and advance the Union. But despite a near success in the race for First Speaker, the Anti-Union party failed to gain control of the government.
The Middle Years (1968-199)
In Union year 8 (1968), seeing the Union party as ineffective in manageing the socialist instutitions it had established, a number of promienent Union party members broke off and formed the Socialist Party of Tinis. However they won only marginal success until 1976 during the 'realignment campaign'. The 1976 election had both the Union and Anti-Union party putting forth dissenting candidates for many offices. Once again, the Union party won out and retained control of the government and Izixs remained First Speaker, but soon after a number of Union Party speakers changed over to the Socialist party, forcing Izixs to form Tinis' first coalition government. Government policy accelerated the socialization of Tinis. Major industries were regulated and then bought out by the government. Enviormentalism took hold as the new government, many of which's members still remember the pollution of the old country, took a central part in policy. Sallery caps were place on both public and private work. And work began on the new capitol city, Arx.
Arx quickly became the new symbol of the new Tinis. Architects from around the continent were hired; and along with home grown hard work, the foundations were layed for the new city. The origional plan was ambitious and was designed to be the urban home of the entire population of Tinis. However it was determined it would take a century to complete that plan, and it was scaled back to only a basic frame work for what may one day become the super city that was origionally invisioned. But it took until 1995 before the simplified plan was completed. In 1986, the Chamber of Speakers was moved into the lower level of the Arx Spire. In 1989 the Protection Banch moved its military operations into the sunken instillation below the city refered to as 'The Tower'. The National Auditor moved into Arx Spire in 1993 as the building neared completion and the Supreme Court took up residence in a near by location.
During the middle years other changes were happening in Tinis. Encouraged by law and presentation, the culture began to change quickly from a militant patriarchy to a egalitarian eutopia. As the threat of war decreased and Tinis pulled away from international affairs from 1982 to 1999, an entire generation was born and raised in a culture of peace and prosperity. Immigrents who were lucky enough to know of conditions in Tinis found their way to Tinis and bolstered the new enlightenment. Education became priority number one of even the staunchest anti-unionists.

Recent History (1999-2005)
In 1999 several important constitutional amendments to the Union constitution. The first was an amendment requiring those running for the Council of Commanders to have had relavent military experience to the post they sought. The second was the enumeration of the government to officially create state owned and opperated a farm consortium. The third was the creation of term limits for the lower members of the Chamber of Speakers (10 terms) and the National Auditor (3 terms).
Turn over in the 2000 election was high. A new political party emphasizing the republic elements of the old Federation failed to gain any seats and soon after collapsed. Despite high reelection numbers for the juggernought that is First Speaker Izixs, his party reached a near historic low in its number of seats in the lower chamber and on the council of commanders. Taking up much of the slack was the Socialist party, which concentrated on taking the seats of term limited speakers instead of running a national campagin against the First Speaker.
As the new chamber nationalised the farm industry to meet the demand of the quickly expanding populace, it also managed to put on referendum a measure to bring the internet to all parts of Tinis. Similar in scope to the electricity and water utilty work of the 60s, the internet bill soon took up the slack in workers that were coming out of school with fewer and fewer options due to the near erradication of major corporations in Tinis (the exceptions exist but very percariously).
However, by 2002 when the new network was completed, a new way to keep the growing youth population occupied was needed. Forseeing the completion of the network even before the passing of the internet bill, the Tinisian government went into action laying the foundation for the next great leap forward. Previous socalist states of various government systems had all stumbled at the completion of the production push. Industrialization can only be pushed so far, and not nearly so far in an eco-friendly nation such as Tinis. So an alternative was found, high technology.
As early as the early 90s Tinis had begun overhauling its education system to allow for the best and the brightests to get the education they needed to push the technological envelope. In 2001, when these youngsters began to graduate from public university, the government soon had them pursuing literally thousands of unusual approches to science, technology, social engineering, and meta-physics in a new breed of high tech labs.
In 2004, the government of Tinis' immediate southern neighbor, Venerable Prefectures, collapsed. After a petition from the citizens of several cities near Tinis, Tinis agreed to anex portions of Venerable Prefectures while other areas of V.P. were anexed by Shimandu and others. Also at this time Tinis anexed the nearly unihabited mountains between them and the newly settled Prismwind. However, a portion of V.P. was plunged into chaos. Human invaders from beyond the sea found their way to the chaotic zone and seized control of the contients UN headquarters, naming themselves delegates to the UN. They then began threatening untold destruction.
This didn't go down well of course with Tinis, nor any of the nations in the immediate vacinity. Thankfully with guile and the aid of another tribe of humans who appeared to hunt the first terrorist group, most of the miscrients were removed from the land of furs.
Tinis seized control of Altzan and quickly activated the fruits of their high tech push, the Pattern Defense System (PDS). The entire continent was suddenly shielded in a bizare barrier that prevented movement or weapons fire to penetrate. Unfortunatly, not all the human terrorists had left the zone protected by the barrier. They returned to an undefended Altzan (various militaries were else where doing mop up work at the time) and seized the PDS. The fighting flared up until finally the humans were repulsed and the PDS resecured.
Seeing first hand the potential of destruction from outsiders, Izixs approched Shikeishuu and other nations about the formation of a new alliance of sorts, to protect member nations from outside attack. The most wise emperor of Shikeishuu did one better, and soon the Furry Federation was born. Using emergency powers granted him by the Union constitution (since both the Supreme commander and National Auditor had both perished in the recent fighting), Izixs immediatly had the Union of Tinis join the Furry Federation. Tinis soon donated the origional PDS to Shikeishuu to better protect the entire federation.
This of course didn't make the Anti-Union elements of Tinis happy at all. Seeing the Furry Federation as another way to counter their efforts to reestablish more localized control over their favorite areas, they began the 2004 campaign with a very anti-Furry Federation message.
Then the collapse of The Yiffy occured. Tinisian forces were called up, some of which had been reclassified as Furry Federation Defense Forces, to enter The Yiffy and restore order. During the chaos, several nuclear devices were stolen, all but one was soon recovered as the chaos spread into Outlandish.
The missing device was denoated in the center of the nation of Prismwind, utterly destroying that nation and most of its inhabitants. Many refugees came to Tinis and took up residence in the far east state of West Prismwind. Tinis took the opportunity of possible nuclear threat to show off the new PDS. The new Pattern Defense System was built with a constraint that caused it to create a barrier roughtly the size of Tinis, encompasing 95% of the country in its field. PDSs are all unique and each one creats a field of a certain size and shape. The origional PDS was the simplest and created a very large field. The Tinisian sized PDS was much more advanced and thus had a smaller field (one of the tricks of the technology is that to get a smaller field you have to increase certain technical parameters).
But nuclear armagedon never came.
After a split in the Anti-Union party that resulted in the creation of the Nationalist Union Party of Tinis, Izixs coasted to reelection for an 11th term. He soon acquired his first completely new cabinent in twenty years and sent Waldo Frixmatagin, his new Secretary of State, to be Tinis' representative to the Furry Federation. Soon Tinis ceeded the land of Altzan to the Furry Federation semi-officially and constructed a council hall on the site of the old UN building.

The Council of Commanders
The Council of Commanders is headed by the Supreme Commander and 8 other council members. The Supreme Commander is the Commander and Cheif of the armed forces, the police, and intelligence agencies of Tinis. The 8 other commanders each act as his deputies and control a seperate military branch, the police, or intelligence. The branches are: Army, Navy, Airforce, Spaceforce, Special Forces, Coast Guard, Law Enforcement, and Intelligence.

In that capacity, he is commander and chief of all Tinis' armed forces and reserves and shared control over the police forces with the national auditor. Of course, all branches of the military and the police forces have lower level Commanders who, like the Supreme Commander, are elected to their positions. The position of Supreme Commander requires the candidate to have served as a Commander for at least five years, where Epshrin served as head of the Army. A Commander on the other hand, requires at least ten years of service in the appropriate branch of the armed forces or police. Epshrin spent tewnty years in the Army and rose to the rank of three star general before running for Commander. Epshrin is a member of the Nationalist Party of Tinis.

Its casualty rate are the highest in the Special Forces as compared to all other branches of the Tinis military. That also explains how Vinlia rose through the lower ranks so quickly. She spent thirteen years in the Special Forces before running for Commander and is a member of the Union party.

Law Enforcement- Name: Commander "Big Chief" Mary Delbrook Age: 39 Gender: Female Species: Iguana Height: 5'9 Weight: 243 Married: Yes Eye color: Black Build: Muscularly heavy Scale type: Green Other Charicteristics: Wears office attire in almost all circumstances except when formal attire is demanded. Party: Socalist General: Commander Delbrook's father was the chief warrior of the 3rd house before the Union. After her father was crippled at the end of the civil war she promissed him that she would do all she could to prevent a repeate of the civil war. So logically she joined the internal security forces during the transition period which turned into the Police Forces of Tinis. Delbrook heads the Police Forces as well as well as fire and emergency services. Her primary duties often have her settiling disputes over jurisdiction and information sharing. Is occasionally at odds with Commander Yerzok of Intelligence over the same.
Coast Guard- Name: (Commander) Admiral Disadan Umfaro Age: 48 Gender: Male Species: Goat Height: 5'11 Weight: 184 Married: Yes Eye color: Yellow Build: Medium Fur type: Black with white splotches Other Charicteristics: Spends most of his time at the Tower, often keeping out of everyone elses way and managing the Tinis sea perimiters. Party: Nationalist General: Commander Umfaro heads up the Coast Guard of Tinis. Nothing really spectacular really. Is often seen as the meekest of the commanders and actively avoids contact with them. But his influence is sometimes subtle and unseen. Is in his 2nd term.
Intelligence- Name: Commander Julia Yerzok Age: 58 Gender: Female Species: Horse Height: 6'5'' Weight: 251 Married: No Eye color: Brown Build: Heavy Fur type: Brown Other Charicteristics: Is missing her left ear. Has several large body scars. Party: Nationalist General: Little is known besides her public profile. Was a field agent in the early Tinis Intelligence Patrol (TIP) and is rumored to have spent several years in Lemuriania during the tensions. Is rarely at the Tower, prefering to do her work from current Tinisian intelligence headquarters on the island of Forr. Like her predecessor, the only time she is ever on television is when she is running for her seat on the council. She heads Tinis' Intelligence branch which is dominated by the Information Gathering and Analysis Group (IGAG) which handles most of Tinis' current Intelligence opperations and trains the Analyisists that keep popping up everywhere.
National Auditor The National Auditor's primary duty is to act as an accountability check for the rest of the government. It has nearly unlimited ability to investigate the actions of the rest of the government branches, offices, and institutions so that no corruption may be hidden and no law broken with out charges being filled. However, in the event that the National Auditor's office either leaks or publically reveals information that is of a classified nature as defined in the Union's constitution, the National Auditor may, by an immediate decision of the supreme court, be brought up for impeachment, of which the final decision is made by a simple 50% + 1 vote of the entire chamber of speakers.

The Workings of Tinis An introduction to Tinisian style socialism
Tinisian Socialism (Tinisazil as its usually refereed to by the locals) has its roots in several sources. The contribution of the absorption of over half the population of the leftist nation of Venerable Prefectures at the start of the 21st century is the most recent of these, while the political movements in the distant land of Pargalo that lead to the migration to modern Tinis are really the start of Tinisazil.
The five houses that left Pargalo contained a variety of different political backgrounds. Due to the dictatorship of the 1930s in Pargalo and the reign of Jirie and Wune after that, almost all the houses started out with a strong anti-authoritarian bent. But beyond that, due to having no real economic structure during the rebellion period of Pargalo, each house developed different thoughts on economic policy.
The first house was quite laissez fair in its thinking. An almost Darwinian approach to economics. Make your money any way you can so you can support the cause. The second house's system of thought could be described as a Keynesian in nature, governments should help stabilize the government but otherwise let capitalism do its thing. The other three houses on the other hand took a much more socialist approach to things. The third house was a firm believer in using government regulation to construct the perfect economic, food, water, and service distribution system. The third house also pushed its members to be well educated so that if they were ever able to construct their system they would be able to do it, and of course, this perfect system would benefit their house the most. The fourth house embraced the idea of creating a classless society but was still interested in the benefits of capitalism. How to average it all out that as long as you participate you'll benefit? is the question they'd ask. The fifth house's main focus was social justice. They concentrated less on building the capitalistic aspect, as the fourth house tried, but to create a system that was equitable as possible but encourages growth independent of the existence of capitalism.
The next major contribution to Tinisazil came in the process that resulted in the Union of Tinis. In the early days of the houses, as they made their journey from Pargalo to Forr, and eventually Tinis, a system of champions was developed. Each house relied on its members living and being productive to their cause, but when conflicts were to occur, something had to be done. And since most of those in the houses were fleeing a violent and rebellious situation, often times it meant violence. So challenges between champions would occur to settle disagreements, and few would die, if any at all because the conflict was limited in scope.
This changed as the early Federation of Tinis saw a population boom as the first generation of native Tinisians came of age. Suddenly the population had basically tripled in the course of a decade, and every member was no longer quite as necessary to the groups survival. Suddenly the houses could have armies. This lead to the civil war as instead of settling the battle in a small arena, the battles could take place in the homes of the enemy.
But after the civil war, what to do with a highly mobilized, regimented, army? Ask the question three more times and a few million soldiers are at the new Union's doorstep waiting for orders. The early initiatives by First Speaker Izixs to basically move almost the entirety of the house armies into construction work prevented a second civil war from cropping up and lead to cooperation between former enemies as the city of Arx began to take shape.
The program of Union sponsored work grew. At this point a semi-functional free market had developed, bringing food and supplies to far flung parts of Tinis. The Chamber of Speakers soon devised a plan to compete with these new markets to encourage them to grow faster. The markets that didn't grow fast enough would be eaten by the growing command economic system. This darwinian approach clamored ideas mainly from the first and third houses with a dash of bits from the others. The Union Economic Expansion Project began to consume businesses large and small and as it became obvious that if it were to continue, an economic collapse was imminent, the chamber began to rethink its plan. One one had the Union had become the nation's largest employer so they couldn't strip it down entirely, but at the same time they had to limit its growth so that a total rejection of private enterprise was not had.
The solution came from those that preached equitably, the fourth and fifth houses of thought. Why not allow the UEEP consume some businesses while sparing others? This idea was quickly accepted in the late 60s and combined with the Tinisian environmental push to start the second phase of the UEEP.
Large corporations were bought out by the government, reorganized, and incorporated into the growing mass of the socialized system. Smaller business, especially those in small or unique industries, were allowed to continue and were not competed against. By 1975 80% of Tinis was employed by the Union and it handled 75% of the Union's production. But the equitable push had a second affect, it required the creation of minimum wage laws. For some businesses who relied on super cheap labor, this meant doom. Another mass culling occurred in the mid 70s as the incremental increase of the minimum wage reached the critical point for many businesses. But the minimum wage also had a devastating affect on the government. In order to pay the massive work force, taxes had to be raised, which not only affected business, but also the workers who were payed more, but now had to give up most of their wage increases to taxes. Even installing a progressive tax structure didn't help, as fewer and fewer Tinisians were wealthy.
Once again, the strong and growing education ethic started in the third house payed off. Economists found the situation grim, but a few saw potential for the current state of the system. Instead of forecasting gloom and doom like most, a small but growing segment of the economic profession began to see a creation of a new type of economy. It called for the phasing out of pure capitalism in its entirety, the abolition of wages, the free distribution of general necessities, and the creation of a bonus system.
The bonus system would be the back bone of the small businesses that had survived up until this point. Independent craftspersons creating unique or exceptionally high quality goods could continue to charge customers for purchasing their goods. But in order for customers to have the money to buy these goods, they would have to have either sold their own goods in a similar fashion, or else, if they were employed by the government, to have received a bonus. A person would receive a bonus if they were either very productive at their work beyond what is expected, had created a useful innovation, saved the life of a co-worker in a meaningful way (beyond basic safety procedures), or have done outstanding work to create excellence for Tinis.
The main problems were how to phase in the system and how to sell it to the people. Both problems were solved by adding another part, that of subsidizing the small businesses. The increasingly organized business community was appeased and the dangers of destroying these businesses was removed.
Finally the day arrived. January 1st of 1980 normal money flow ended in Tinis and the bonus system was emplaced.
A flaw of the bonus system was soon realized. Since taxes had been removed in their normal form, the bonus system would slowly leak money from the government into the private sector and leave the government in debt eventually. So in 1984, the bonus system was modified and today's Tinisazil was complete. At the end of the year, any Gerbils (Tinisian currency) that one had in excess of a certain amount were returned to the government. Thus a maximum amount of money was maintained in side and outside the government. Inflation ceased and the system stabilized.

Time for.... top 10 myths about the Union!
1. Tinis is a command economy style communist state.
False. Most nations of the world have governments that influence their economic structures to some degree or another and Tinis is no different. But there is distinct division between the national and state governments of the Union and the organizations that provide the goods and services of the Union. These organizations, known usually as Councils, must follow regulations yes, but are rarely forced to perform at the behest of the government. The biggest exceptions to this are the food and constructions national councils. And even then, there are state and local council organizations that rarely interact directly with the national government. The government influence of the food and construction councils ensures every Tinisian has a place to sleep and food to eat.
And of course how these councils interact economically is different from the standard capitalist mode, but more on that later!
2. The First Speaker is effectively a president for life.
False. First off, the current First Speaker is stepping down at the end of this term, and announced such when his popularity was very strong. In addition to that, in several previous elections he recieved the most votes yes, but not over 50%. That combined with the ever changing diversity of the chamber of speakers results in a First Speaker who must be willing to compromise. And finally, First Speaker Izixs has a record over the last ten years of only voting yes or no on chamber bills 10% of the time. His hands off policy on most day to day activities, instead prefering to simply chair the proceedings of the chamber of speakers if that. Most of his activity has been with dealing with international affairs, acting as a negotiator between national councils and sometimes local and state councils, and touring to give speeches.
3. The Union is a one party state.
False. There are four major parties in the Union presently. That number has changed from time to time but is likely to retain at least four in national signifigance for some time to go. And presently no party holds 50% of the chamber of speakers, though coalitions of parties do effectively on certain issues.
4. The Union is a poor nation.
False. Though not the richest nation is the world, the Union of Tinis is moderatly positioned as far as national wealth is concerned. Of course its hard for most capitalist biased groups to read the nations wealth correctly, insisting on 'dollar amounts' of liquid assets (cash), instead of the much more concrete assets of Tinis, the physical assets (consumer products, buildings, infastructure, ect.) or cultural assets. Despite the low amount of cash flow, the nation boasts an above average standard of living for the federation with excessively low poverty rates. Even those whom refuse to hold jobs are allowed the very basics to survive, but are not given luxury in the least. To make gerbiles and upgrade their living and food arrangements, some of the non-workers partake in the arts or the creation of luxury items which they sell for gerbiles. Thus they are not listed as working, but do contribute to the society, and are hardly starving.
5. The Tinisian military is too strong and could easily take over.
False. First off unlike many other nations, the Tinisian military is not headed by one person. The council of commanders is effectively lead by a supreme commander, with sub commanders, each for each major branch of the military and law enforcement services, but assuming the supreme commander attempted to direct the sub commanders to take over, several difficulties would arrise. First off, the council of commanders has never been of like mind as far as the role of the military goes. This alone would lead to at least some refusing such orders. Second, the security for most military institllations is handled by specialized law enforcement units, not often the branch of the military that runs the institlations. Though the other branches have the military training and man power to over run the law enforcement branch, the law enforcement branch could easily, as is their duty under the law, lock down most of the militarys equipment and facilities. Finally, if the supreme commander were to direct the armed forces to violate the law and overthrow the rest of the government, any other commander could put the supreme commander under house arrest pending a vote of either the chamber of speakers or supreme court of Tinis as to weather the supreme commander had attempted a take over. If they do find such, the supreme commander is removed from duty and the commander whom restrained the supreme commander would be immediatly elevated to the position of supreme commander unless the chamber of speakers explicitly denies them in a second vote.
So there are many checks against such a take over, usually relying on people doing the right thing. But in any government, no matter how peaceful and free, a military take over is possible, and thus it is always the role of citizens of free nations to ensure that those whom desire such power for nefarious purposes are not allowed near it.
6. Tinisians are stogy and boring.
False. Whome ever says that should really come to the west Arx summer festival. It would be almost guaranteed that their friends and family back home wouldn't recognize them when they came home (rampant singing, new fur style/colors, a strong desire to eat encylopedias, wearing pants only over one's head, ect.). Tinisian media is difficult to translate into other languages and thus not much gets beyond the boarders of the Union, instead of the calm and sedate diplomatic corps and similarlly calm and sedate national news broadcasts are what many see. The Union's strong anti-narcotic laws don't help with the image of Tinis not being party friendly. But Tinisians like a good party, a good rollercoaster, a good bar room brawl, and a good movie, just like anyone else. And if you were to come to Tinis, run around downtown Arx waving a sign that said 'Free the bird!', while wearing only hiking boots and yelling at the top of your lungs MacBeth in the Shimandi translation, no one would think it not normal.
7. The talk about councils being seperate from each other is a lie.
False. Each workers council, national, state, or local, is organized democratically, with members, and in some cases, citizen customers, voting to determine whom leads the council. Yes the botteling council relies on the glass and market councils to maintain their resource units (aka, the recognition that the council is legit), but those councils don't control how the botteling council is run in the least. Togeather, the botteling council and the glass council negotiate where the bottles are to be delivered and what kind of glass to use. But if the glass council wanted to send their glass elsewhere they could. But in that event, the bottling council could find a different glass council (as there are several in most areas), or it could break into two councils with one of them being a new glass producing council. But in that case, the new glass council would be required to hold new elections for their leadership and the old bottling council couldn't interfere in that.
So the relationships can be complicated, and this is just a quick sketch, but just like in a fully capitalist nation, argreements don't mean two groups are the same.
8. The Union seeks grand conquests.
False. In fact recently Tinis has withdrawn troops from several theaters, keeping only minimal troops to maintain agreements previously made. The Union is a strong supporter of the Furry Federation Defense Forces with approximatly 30,000 Tinisians troops flying the federation banner in various trust territories, and often taking orders from non-Tinisian commanders.
9. Cars are not allowed in Tinis.
False. They are, but finding a gasoline station is very very difficult. Most vehicles on the road are electric or fuel cell. Large emergency and military vehicles often have different types of motors built in, including gasoline engines, so as to maintain workability in shortages of various fuel sources.
But all the same, cars are not the standard mode of transportation for most. Public transit is very popular and free in Tinis and requires less hassle for most to use. A crowded subway might lack privacy, but if it drops you off next to your destination as opposed to ending at the car ramp three blocks down and an hour later, its a good deal usually.
10. Vacationing or living in Tinis is awesome!
Can't argue with that!

A little bit about the Federal Government of Tinis:
4 branches -Chamber of Speakers (legislative/executive) -Council of Commanders (military/executive) -Supreme Court (judicial) -National Auditor (accounting/executive/other)
Note that the federal government does not directly control any worker council or similar organization. They can create rules and mandate certain organizational structures to them, as well as reserve certain explicitly defined production, but do not manage the economic entities of Tinis, even those closely associated with the government.
Chamber of Speakers:
The Chamber of Speakers is split into 3 parts, the lower chamber with 500 members elected every two years by population based districts, an upper chamber with 7 members elected every four years based on the percentage vote for all parties whom ran candidates for speaker (each party provides a slate of which the first so many get in depending on how well they do that election), and a First Speaker elected every 4 years by national popular vote.
There are particular rules on whom can introduce legislation, and who has first go at speaking, but all that's not really important for most non-Tinisans to know about, so I'll skip it.
The most important differences are with the First Speaker, whom acts almost like a prime minister and whom has a cabinet and runs some executive offices. The First Speaker is also the head of state as well as government, and is the go-to person as far as diplomatic negotiations are concerned.
The Cabinet of the First Speaker: Secretary of State Secretary of the Interior Secretary of Sustainability Secretary of Transportation Secretary of Worker Relations Secretary of Trade Secretary of Construction Secretary of Health Secretary of Military Affairs and Defense Secretary of Science Secretary of the Arts Secretary of Government Efficiency Secretary of the Treasury Secretary of Education Secretary of Civil Rights Secretary of Federalism Secretary of Inter-species Relations
The number of departments under these secretaries are many and to numerous to mention.
Council of Commanders:
The Council of Commanders head up the military, intelligence organizations, and emergency services of Tinis. Generally, there is a Supreme Commander whom is the Commander and Chief of it all, but there are 8 Commanders whom also sit on the council and whom have varying degrees of autonomy. They head up the:
Army Navy Coast Guard Airforce Spaceforce (non-weaponized presently) Special Forces Intelligence (which controls TIPS and a few other small organizations) Public Safety (police, fire rescue, emergency services, and has the most autonomy)
Supreme Court:
The court is the final legal authority in Tinis. It presently has nine members. The justices are nominated by either the First Speaker or the leading opposition party leader. The latter case is allowed if the First Speaker's nominees is voted down twice for any one vacancy. Of the current justices, seven have been nominated by First Speaker Izixs, and as such has a pro-Unionist tilt, but at the same time, three of his nominees are not considered reliable by hard core Unionists. Justices serve either for life or until the rest of the court deems them unable to serve, or unless they are impeached.
National Auditor:
The most unusual part of the government compared to others, the National Auditor is elected every four years by national popular vote. There are tight restriction on whom can run for the position (to prevent career politicians from getting the job) and its one of few that requires partisan differences in subordinates. The National Auditor gets three sub-auditors whom must be of different parties than that of the NA.
The NA basically has cart blanch to go anywhere in Tinis and to get copies of all governmental records. They also have a great deal of access to the operations of the worker's councils and a mandate to ensure they are following the law. Various National Auditors have managed to irk off every single part of the federal government of the Union.
