"I'm telling you this is preposterous! Aatuylva has never needed, and will never need to go out into the void! It's a colossal waste of money and time when we could be expanding outwards! We have all that jungle out there, and for what, a few crazy religions and old laws?!"
"Those 'crazy religions' are the foundation for almost everything built in this city, including the bloody machines in your foundries! We need to secure the void before someone else does, or, as is more likely, another alien invasion happens!"
"Enough!"
Arkus looked at the the men gathered in the room and sighed.
A representative from the Railway Authority was here, arguing against...they needed the funding for other projects, expanding on the underground tertiary network...
The other was from Majiin, from the University...
"What matters is what good this proposal could do for Aatuylva, not your ethical concerns. Before we go to the council, w-"
"You don't have to go to the council."
Arkus whipped his head around, seeing the War Minister there, leaning against the wall, smug. He was wearing one of his garish uniforms again.
"Don't you have children to wave at and people to extort, Lord Commander?"
"Oh don't be rude, anything of the sort would have become a military matter by the end of the day, anyway.."
"Then out with it."
"I have in my possession, information concerning a Centurion Ar'oli Rranpah. He is, as of this moment, assigned to the long-distance artillery programs that have given us our rockets and who are responsible for our high-powered cannons. He was assigned to the Vindervakon program, which was thrown to the side when our first rocket artillery came into existence."
"Get to th-"
"Have you heard of HARP?"
"That's that American program if the Tinisian books are right..."
"Well, they had the idea to build a cannon to launch things into space."
Arkus slumped back into his chair and stared.
It was well known that Stidham was quite mad, but this was the first time the madness ever presented itself in an official capacity.
"You can't be serious."
"I'm perfectly serious, in fact, our friend mister Rranpah had already thought of it, well, a similar idea anyway. He's convinced he can build...check that, that he can finish building a cannon capable of hitting targets across the continent. He started pulling from his daily stipend about ten years ago and has been near-anorexic since, trying to finish the thing. From what I remember, he's got it under construction using various false company names, and intends to begin constructing it near Chromi. I'm sure it wouldn't be too much trouble to convince him to point it towards space, now would it?"
"...the name sounds Ryvuuli, the idea sounds Ai'lupan....he's human isn't he."
"Would you find any other race where this is considered sane?"
Arkus rubbed his temples, letting out a heavy sigh.
"Fine. But the funding comes from the military, and no, you are not getting a budget increase. If you want to formalize a space program then prove to us that this insanity of yours will work, and maybe I'll convince the Governor to increase your funding for it. Pull from whatever crock you've got planned if you want to push this Stidham."
"Fair enough."
The human bowed out, still smirking as the Railway Authority rep and the Majiini began yelling again.
This is going to be a very long day...
