The Red Serpent has made public it's open door policy to all people. Anyone willing to work as a volinteer is welcome, be they doctors, medics or just normal aid workers. It is a strictly non governmental organisation, though it will accept donation form governments, they must understand that they have no control over it's actions.
Like the Red Cross it is apolitical and renders aid where it is needed, ideally by request. Government are also welcome to send observers and ensure that it keeps to it's remit of offering aid to all, facilitating good treatment of POWs and not involving itself in international politics.
Though based in Tel, the Red Serpent is not a commonwealth organisation as it pre-dates unification by many decades going on centuries. It is not controlled by any government and is fearlessly independent of any and all.
Those governments that wish to join the charter, that is dependent on no political organisation or international body must agree to a small number of common rules:
1) Red Serpent personnel, no matter which nation they are from, are to be treated as people from a neutral nation. What ever the status of there nation of origin is with the other nation.
2) Those carrying the symbol of the Red Serpent will not be fired upon intentionally.
3) The symbol of the red serpent will not be used by military personnel when not carrying out acts of mercy.
4) Field medics my carry the symbol, but must treat friend or foe on a needs based basis.
5) The neutral nature of the red serpent must be respected by said nation.
6) Any person, organisation or government giving to the red serpent must understand that they will not receive any preference or favour.
Other than these rules the Red Serpent is modernising and asks for people from similar organisations to join it in creating a truly international body.
