Just an idea I had. Since the Emperor's Legion would be opening recruitment to everyone, the semi-secret unit would also allow joint training operations with people from any nation. Of course, the unit would also accept any foreign soldiers provided they can make it through the training. All training would be on the New Gracaria island.
