There should be a somewhat organized way to do this
This is a thread where you can post requests for modifications to the map or territorial expansions and etc...
Territorial expansions should probably be approved by Izixs.
In general, I won't make modifications to the map reflecting these expansions until Izixs has approved it.
Advice on how to submit a proposed map
If you want your map to match the pixel-level look of most of the rest of the map, then I highly recommend you download the current Federation map, open it in a pixel-level raster editor (like paint) and draw your proposal on the map. This makes it simultaneously both easier for you (to show what you want) and us (either Izixs or me) to incorporate it into the Main Map.
PROTIP: when saving a file like this in Paint, save it as a gif.
DO NOT SAVE IT AS A JPEG
In general: the jpeg compressor in Paint can massively distort lines, especially if there is any red in the image.
My recommendation is to limit the image area to what is necessary to show your country and the nearest land contour so I or Izixs can place it.

Good thing is: In FurFed, we DO still make land. So that previous quotation does not apply to us.
Anyone can expand. Some of us tend to more than others.
There is a LOT of empty space all over the Federation so there is no reason for there to be land conflicts.
Expansions have to be approved by Izixs.
Even mine. Which I've had a few.
Geographical Continuity
In an effort to preserve the in-character historical continuities, before placing some kind of expansion or NPC within proximity to other players, ask those players first.
Izixs: feel free to add more rules or what not to this if you think such is needed.
