Greetings As a Union of multiple telecoms providers it has come to our attention that there is nobody who organises the basic infrastructure of the federation. Thus we ask that you join a simple union of telecoms providers so that we can organise communication, but please organise only one per nation. Those that wish to join we ask only this data Name of company/organisation/etc: Nature of organisation: Government owned/Alliance of orgs/etc Main backbone tech: Copper/fibre/...cant thing of anything else. Exchanges: VOIP/PSTN/Mechanically switched/manually connected (operators)/etc (transitioning and other techs welcome) Mobile Networks: GSM (G3/G4/Gn/GMS/some thing invented there) Phone ownership: (more than one to one is allowed) Requested Federation Dialling Code: There are only a small number of conditions on joining the union, they are: 1) If there is no clash between you current numbers for international dialling that the new ones are added. 2) If there is a clash that you migrate to the new number within a year. 3) That the emergency number on any and all handsets mobile or landlines be the top left twice and the number next to it once or the first number on a dial twice and the second once. How ever this dose not mean that you must remove your own emergency numbers. We believe these conditions sane and logical and the third might save lives. Note: 999 is the local emergency number, though the FFTU code will still get you to the same place.

Emergency numbers are (depending on phone) the four numbers colored in red on the left side. With the proper funding systems owned by AIV can be modified to reroute the first two numbers dialed twice to this number.
The red numbers follow this pattern AA-BB, where the specific number in AA corresponds with the emergency military hardline and the BB number connects directly with an EMS operator in the area.
The military and technocratic comm organizations respectfully decline, and will continue to hold the national phone services to themselves.

Your failure to accept a perfectly reasonable request that an additional number be added to you emergency response system has me left aghast. For you to refuse to accept this as a means for people in danger to know that they may find assistance via the same use of buttons on any hand set of a member nation of the FFTU makes little or no sense.
We made it clear that you may and I know of networks that do, keep your own methods of calling for help. You needn't have even told your own people of the other number, many people do not know of it in other nations and many only believe it works in other nations.
How ever I see no other option but to refuse you entry to the FFTU.

(Do note that Anean phones keep track of the planets most called, so A, B, and C may not even be dialed in manually at times. As for calls within the Federation, the last 7 numbers, plus international code, would suffice.)
As for the 3rd condition, doing this would be ridiculously expensive because a change in one sector of coverage, despite our technology, would require a change in all sectors of the Empire. Now, while you can have it, we would have to change the whole system that serves trillions of people on all our planets. For that reason, adding this would be pointless.

It appears there have been issues with the instigation of the third condition, thus we wish to amend the agreement. We do believe the existence of an international help number or pattern is important. However due to infrastructure concerns we will amend this.
Rather than it being enforced as a stipulation the third item will only be a commitment to move towards implementation of said code when updating and re-organization of numbers take place as is required over time.
We believe this should alleviate current objections on the grounds of infrastructure.

After 7 numbers are entered, the system wait time is reduced, so the need for # diminishes. "4368 #" [Same area] I dial the local Exchange I want to call, and the number of the person being called. "362-4368" [Same zone] I dial the Area Code, Exchange, and Number of the person I want to call. "565-362-4368" [Anywhere in KZ] I dail the Zone, Area Code, Exchange, and number. "001-565-362-4368" [Dialing a number in Miokalia or int'l] 1 indicates you are calling internationally and the next set of digits specifies a country code, and then that nation's number. 1-76-AA-BBBB-CCCC [Emergency/911] On any mobile device or land-line phone, dialing 911 will connect you to local emergency management.
