I was thinking, perhaps building the space station at L1 (moon-earth) would exclude a lot of people as you piety much need a super heavy, or similar, to get anything of any size up there. So I was thinking perhaps a reboot, but we selvage what we can and make the station at Leo, perhaps a little higher. This would mean more peoples launch systems could be used and more modules deployed with out bottlenecking due to the need for a super heavy (you don't just knock them together over the weekend).
It would also allow for more people who have furred/feathered/manned space programs or develop one working with others to get people to it so removing dependency one or two nations.
Not to mention you can put some really big awesome things up there if you lob them up with a super heavy (and I quiet like the idea of the biggest modules being built in ship yards as none of the aero space companies know how to build something quite to big);D
Just an idea to get more people involved rather than only the people with a large space agency and very advanced tech (might also help the poorer nations get involved).
