Observing the need for international aid in times of strife and the good work done by the International Red Serpent for the people of the Kingdoms of Cal and other nations of the Furry Federation and for non-federation nations alike, the council of the Furry Federation here by:
1. Grants the International Red Serpent (IRS) recognition as a beneficial and neutral international organization.
2. Condemns previous attacks upon the IRS by all parties.
3. Declares that all nations of the Furry Federation will recognize attacks against the IRS as war crimes so long as the council of the Furry Federation recognizes the continued neutrality of the IRS.
4. The neutrality of the IRS shall only be questioned in the event of a future Furry Federation Resolution or in the event of any IRS personnel taking up arms while flying the banner of the International Red Serpent or acting on behalf of the IRS and such evidence to support these actions being recognized by the Furry Federation council.
5. Asks all nations of the world to support the IRS in its endeavors to heal the sick and wounded financially and by providing lost cost or free porting for the ships of the IRS.

The International Red Serpent is an organization that grew out of the struggles between the kingdoms of cal before their unification. Since then they have sought to be a more global international organization that helps all those in need with medical aid. Feel free to speak with the Cali representative to learn more.

Might it also be pertinent to add, if two nations are involved in conflict, aid to one must be matched for the other? Including, giving zero aid to such warring states.
This of course to keep them neutral.

Tis a tough call on that one. If one side for instance is shooting at the IRS, they wouldn't want to aid that side. And if they are required to aid both sides equally in that case, they would be unable to aid the side not shotting at them, thus such a rule could be manipulated for the detriment of the situation which would be bad. On the other hand, if they show overwhemling preference to one side of a conflict with out such threats, it does call into question their neutrality. However, I would hope in such an instance this council would be willing to recognize the obvious bias and pass a resolution declaring a revokation of the recognition of neutrality. But if you wish to offer up an amendment to the reslution, feel free to do so.

To answer a few questions, The red serpent is vehemently independent of any government control and accepts medics from any nation providing they swore an Oath to the red serpent that supersedes all others. Be they to their nation or religion. They also prefer not to accept government money, preferring to be public funded.
The Red Serpent has never faltered from the belief that you aid anyone. Even when their HQ in Tel was being shelled they still aided injured and dieing rebels that were doing it. It is above all a neutral and civilian organization, no red serpent personnel is allowed to carry a weapon. The only defence they have is their livery other than that they are sitting ducks and will not accept protection.
As for if they are attacked from what I have said it is quite clear they will aid who ever is injured, even if fired upon. This motion is not about the doctors, nurses and aid workers it's about giving them recognition so they can do what they are very likely to do anyway. If some one blatantly fired on the red serpent Cals reaction would be very extreme and I suspect other nation may well react in the same manor, you don't bomb hospitals.
