Miokalian representative Yaro Fourier addresses the council:
"It is no secret that nuclear weapons, reagrdless of who makes them, and who owns them, can be used against anyone no matter how many safety precautions we take.
We've seen this happen too many times here in the Federation. Too many times for us to allow it to happen again.
The age of atomic warfare should be drawing to a close anyway, with Ciata's anti-nuclear device concept having been proven and tested in the form of Miokalia's stategic launch and anti-fission system... there are now two nations which have taken the steps towards ending the threat of nuclear warfare against life on this world.
Or perhaps, I should say organic life on this world.
You see, if there were a nuclear holocaust in the Federation, the only survivors would most likely be us Malych, the Calie AIs and Erenmor. And we would all be very, very lonely. So we would rather not see this happen.
To put it simply, there is no practical purpose for an ordinance or missile which has the capability of instantly incinerating millions of people at a time. There is no way to morally justify such indiscriminate and imprecise killing.
Additionally, the environmental impact of these weapons adds up and is altering the biospheric properties of this world.
Let's take a look and this, shall we?
This is a comparison chart of the weight and yield of some of the nuclear weapons involved in conflicts recently."
The chart shows this:
"To give you a sense of scale, the orange indicator on there is for the Coleotam HCPC device we used against Pargalo. The particle beam produces no fallout or lasting radiation, and is precise within 5 meters...
Foretunately the Pargalonian Ultimate Killswitch was not detonated, but if it were, we estimate that the fireball would have extended as high as 80,000 feet into the air... The fireball would have touched space.
The resultant dispersal of fallout would have been devastating to almost the entire northern hemisphere... and would have eventually worked it's way down to the southern one as well.
Our estimate is that the fallout from the bomb alone would have killed approxiamately 1.4 billion people in the north alone.
Now, here is another chart to give you an idea of the environmental impact all of these detonations have had on our world.
This is a chart of the increase in global background radiation over the past 3 years."
"To give you an idea, in 2004, background radiation was about average... About .1 micro roentgens per hour.
(1 Roentgen per hour is immediately harmful or leathal to organics)"
He finishes up,
"I think the charts pretty much show us that we do not need to be manufacturing these weapons anymore. I present you with the resolution:"
R119 Nuclear Anti-Proliforation Act
Whereas: Nuclear weapons have proven to be a threat to the existence of life and the ability for the environment to sustain that life.
Whereas: There has already been far too much usage of this technology in the Federation and that usage has resulted in inexcusable quantities of civilian deaths
Whereas: There simply are far less environmentally destrcutive and civilian-endangering ways to arm a nation.
Whereas: The mere existence of these weapons is a threat to all, since these weapons can be stolen and used against any country by terrorists and radicals.
Be It Resolved: That all manufacture of nuclear weapons in the Furry Federation be stopped immediately and efforts to disarm and reuse the materials from existing weapons for non-destructive purposes begin starting immediately.
