With the ultimate failure of the original Nuclear Accords comes the Revision of the aforementioned Nuclear Accords. The contents of this new resolution includes the following:
• Limiting of nuclear missiles a nation could store in their arsenal. That limit would be no greater than twenty-five (25) nuclear missiles ranging from twenty (20) megatons to seventy-five (75) megatons. If these nuclear missiles currently over the aforementioned limits, than these nuclear missiles must be dismantled and stored in a secure location guarded by Federation troops.
• A serious reduction on weapon's grade uranium and plutonium for the production of droppable and 'detonate-able' bombs. These bombs are encompassed by the twenty (20) to seventy-five (75) megaton limit.
• A halt on the production of new nuclear technology in regards of exceeding the aforementioned seventy-five (75) megaton limit.
• The creation of a Federation-wide Nuclear Regulation Committee in charge of enforcing aforementioned requirements and the regulation of civilian and military uranium and plutonium. The NRC would work in a joint effort with national nuclear associations, but would serve independent from the Furry Federation and/or any national governments. The NRC would work in the interests of people as opposed to the interest of a singular nation, corporation(s) and/or the Furry Federation. To make sure these interests are met, two (2) fursons from each nation will be elected by the people of said nation. These elected members would serve a term of twelve (12) years with the option to be re-elected two additional terms. An elected member cannot serve more than three terms under any circumstance.
When a nuclear weapon is used by a particular nation without a justifiable reason, it would be considered genocide by the Furry Federation. Retaliatory actions would then be considered by each nation, ranging from blockades to a declaration of war with the option of a Federation-approved retaliatory nuclear strike.
When a nation intentionally creates more missiles than the purposed limit of twenty-five (25) and/or exceeds the seventy-five (75) megaton limit and/or brakes any other of the aformentioned rules, then that nation would be subjected to whims of the rest of the Federation.

These nukes can only range in size from the first nuke ever dropped in Japan to the modern standard. IRL, there is missiles bigger than 75 megatons, but the possiblity of oblivion would be at hand if they was ever actually used. It would also be impractial to create a nuke smaller than 20 megatons.l If these nuclear missiles currently over the aforementioned limits at the passing of this bill, than these nuclear missiles must be dismantled and stored in a secure location guarded by Federation troops. If you have more than 25 nukes or nukes bigger than 75 megatons after this law is passed, they're going to be taken apart and stored in a secure location by guards employed by Federation government. The reason a nation's army cannot store it themselves is because there's too much temptation to put it back together and use it.

This EU of nuclear-dom would obviously get the help of other nuclear associations within the individual nations but cannot be bossed around by any nation's government or the Federational government itself. The NRC would work in the interests of people as opposed to the interest of a singular nation, corporation(s) and/or the Furry Federation. The NRC is doing the good of the people and not the good of any national government, big business or the Federational government itself. A Committee of the people! To make sure these interests are met, two (2) fursons from each nation will be elected by the people of said nation. To make sure that they aren't working in the interests of any government or business, they're voted directly by the people themselves. Each nation would vote in two people to be apart of this Federation-wide committee. These elected members would serve a term of twelve (12) years with the option to be re-elected two additional terms. If voted, they can serve for 12 years each term... up to 36 years if they're lucky. An elected member cannot serve more than three terms under any circumstance. No matter what happens, after three terms (36 years!) this member cannot be apart of the committee anymore.
[Additional Explaination Regarding the NRC: Since this committee isn't being bossed around by anyone but the people, they're obviously going to have to be the one's to create any additional laws in regards to anything nuclear. A con of this is that the people of your nation may or may not come up with some assinine rules depending on how their attitudes toward anything nuclear is. It may also create 'nuclear parties' that are paralell to your existing poltical parties. One may be pro-power plant, the other anti-power plant. The only way this may be controlled is proposing an amendment to this Resolution. If voted, Lemuriania may or may not create an amendment that gives the Federation and the Committee the power to 'check' each other through vetos. The pro side to all this woosy thinking, is that most people don't like nuclear weapons. People usually don't like nukes, governments do. ]
