In order to establish rules for the operation of the Furry Federation Council, the Furry Federation Council hereby establishes the following rules:
1. Any full member of the Furry Federation may propose legislation for consideration by all member nations. This legislation shall be called a Furry Federation resolution and shall upon immediate submission, shall be put up to a vote by all member nations. The vote, unless stated in the proposed resolution, shall last for five days.
2. The chair of the Furry Federation council shall maintain order over the council while the council is in session. The chair also has the following responsibilities:
a. To insure that while a vote for a resolution is in progress, any and all nations whom wish to speak for or against the bill are allowed to do so.
b. To insure the personal safety of the various representatives at council by maintaining an adequate level of security in and around the council chambers.
c. To encourage an enlightened tone in all council proceedings.
d. To prevent violent actions between representatives in the council chamber.
e. To bring to order the Council and to protect the integrity of all voting by the representatives at council.
3. A resolution may be amended by the following process. While the resolution is up for vote, an amendment shall be submitted in a separate vote.
a. The vote for the amendment shall run until the end of the vote for the resolution.
b. If the amendment receives fifty percent or more yes votes when the resolution is passed, then the amendment shall be included in the resolution. If the resolution fails to pass, the amendment is null and void. If the amendment receives less than fifty percent yes votes when the resolution is passed, then the amendment is rejected and not implemented.
c. No amendment shall be considered that is submitted in the final twenty four hours of voting on the origional resolution so that all members of the Furry Federation have a chance to view and vote on all amendments.
4. If a resolution, at the completion of its vote, has received more than fifty percent of yes votes, then the resolution is considered passed and goes into effect immediately unless stated otherwise in the resolution. If it does not reach this percentage of yes votes, the resolution is defeated and does not go into effect.
a. If a resolution directs Furry Federation Defense Forces to take military actions against a sovereign government or governments of the Furry Federation, it would require support of at least three fourths of all federation members to pass.
5. Unless modified by further resolutions, the Furry Federation shall only recognize the sovereign government of a member nation to be the sovereign government recognized by the United Nations.
6. The Furry Federation Council shall make no resolution:
a. That undermines the ability of member nations to self determine their internal laws, political structure, economy, or choice of leaders.
b. That forces two member nations to enter into a state of war against each other unless one of the member nations involved is in a state of war with another Furry Federation member nation or nations.
c. That prevents any member nation from carrying out its duties to the Furry Federation.
d. That arbitrarily changes the boarders or region of control of a member nation unless that member nation has entered into a state of war with another member nation.
e. That establishes titles of nobility.
f. That establishes a condition of international slavery or involuntary servitude among the many nations.
g. That establishes other levels of governance in side the Furry Federation except in areas where a Federation member's government has collapsed.
h. That establishes a unified currency.
7. The Furry Federation Council shall have the power to make resolutions that:
a. Create, maintain, and perfect the Furry Federation's armed forces known as the Furry Federation Defense Forces.
b. Regulate lands that were previously in the possession of a Furry Federation member nation but have become unclaimed.
c. Regulate the seat of the Furry Federation, including the Furry Federation Council Hall and its surrounding lands.
d. Direct the Furry Federation Defense Forces into military action against outside invaders and terrorist forces or to maintain order in situations where the sovereign government of a Federation member nation has collapsed and no sovereign entity is recognized.
e. To request funds for Furry Federation activities, the Furry Federation Defense Forces, and regulation of territories the Council has jurisdiction over from the many member nations.
f. To create international laws the regulate activities between member nations.
8. The Military Empire of Shikeishuu shall maintain veto power over all Furry Federation resolution. If The Military Empire of Shikeishuu veto's a resolution, the resolution shall no longer be in effect.
9. The Union of Tinis shall cede the already established territory immediately surrounding the Furry Federation Council Hall to the jurisdiction of the Furry Federation Council to become the seat of the Furry Federation. This territory shall be called Altzan. Until the Furry Federation Council wishes to make otherwise through resolutions, all laws in Altzan shall be those of the Union of Tinis with the exception that no taxes shall be collected from the people of Altzan by Tinis. The people of Altzan who are citizens of Tinis shall remain as so.
10. All Furry Federation member nations shall have room provided form them for one representative to have an office in the Furry Federation Council Hall building, in addition to living quarters for the representative and their family if the representative so wishes it. Additional office space may be requested and unless room is limited, shall be awarded on a first come first come basis provided the representative can establish a satisfactory reason to have additional office space.
11. The Furry Federation Council will allow each member nation one vote in all matters and resolutions.
12. The Furry Federation Council shall allow recording and broadcasting of its proceedings by any member nation who wishes such.
13. The Furry Federation Council shall look down upon personal insults and slander by representatives while in council.
14. No representative of any member nation shall be held legally responsible in any fashion for any words they say or ideas expressed while in the Council Hall by any member nation.
15. Each member nation shall determine as they see fit whom they select to be their representative.
16. With the exception of Council Hall security personnel, no weapons shall be allowed into the Furry Federation Council Hall under any circumstances.
17. Any resolution may be repealed by another resolution provided the repealing resolution receives two thirds of the vote.
Let it be Furry Federation policy that these rules be used to regulate Council business. The vote for this bill will follow the rules established in this resolution.
