-The following bill is presented before the Council of the Furry Federation for consideration, by First Speaker Izixs of the Union of Tinis-
OBSERVING that the Incorporated States of Shimandu has fallen victim to the criminal act of mass assassination of their political class;
OBSERVING that the Incorporated States of Shimandu has since then fallen into anarchy and its military splintered into rival factions, some of which may have been infiltrated by foreign forces and or the perpetrators of the mass assassination;
and
OBSERVING that several nations of the Furry Federation have already deployed relief and security forces to Shimandu in order to reassert the rule of law, feed and protect the populace, and to end the violence taking place within the Shimandan boarders;
This council here by enacts the following guidelines, general rules of engagement, and distribution plan for the re-stabilization of the Incorporated States of Shimandu.
1. The non-combatant populace of Shimandu shall be afforded the highest level of respect and shall not be forced from their nation, forced into citizenship of another nation, nor forced into long term servitude for the benefit of non-Shimandan forces, citizens, or allies. The citizens of Shimandu shall remain a such until such time they individually apply for citizen ship of another nation free from coercion or else the Furry Federation council chooses to transferee governorship of Shimandu's territories and peoples.
2. Shimandan military units who declare themselves as friend and surrender their command to Furry Federation Defense Forces authority shall be allowed to retain their position as military units of Shimandu but must comply with Furry Federation Defense Forces orders as directed and presented by the field commanders or the Furry Federation Council. These units may be declared unfriendly if they fail to follow orders or engage in activities enumerated in part three.
3. Shimandan military units or other groupings that declare themselves as friend shall be given limited leeway with regards to their activities. They will be considered friendly unless they:
a. Attack or destroy civilians.
b. Attack other units that have declared friendship after declaring their own friendly status. If they are attacked however by a declared friendly unit, they will be allowed the right to defend themselves and destroy the attacking forces.
c. Attack Furry Federation Defense Forces of any type.
d. Prevent the distribution of aid to civilians either directly or through the sabotage of infrastructure.
e. Are found to be actively plotting any of the above conditions or performing maneuvers that imply they will attempt such.
Once a friendly unit looses its friendly status in the above manner it will be declared hostile and can and shall be treated as an enemy and a threat to the Furry Federation. A hostile unit may gain or regain friendly status by surrendering themselves and their weapons to a Furry Federation Defense Forces unit.
4. Any unit that engages in purely passive behavior as in does not attack any military or civilian targets, does not disrupt the flow of aid, does not harbor foreign combatants, criminals, or assassins, and chooses not to communicate shall be treated as provisionally friendly. However non-Shimandan field commanders shall have the right to evaluate the actions of provisionally friendly units in determining if they are acting in a threatening manner. If the field commander evaluates and finds the unit is acting in a threatening manner, they have the right to declare the provisionally friendly unit as hostile.
5. Any unit that does not declare friendship and does not act in a passive manner shall be considered hostile and shall be dealt with as seen fit by the field commanders.
6. High priority shall be given to the distribution of aid supplies to the Shimandan populace. Any territory that is secured by either a federation member or else the Furry Federation Defense Forces shall be responsible for protecting the distribution of supplies to the areas they have secured.
7. If possible, care shall be given to historical sites and centers of Shimandu culture, but not at the expense of the citizenry or military security.
8. No territory in Shimandu shall be claimed by any nation until approved of by the Furry Federation Council.
9. Information on the purpose of the aid and use of stabilization forces shall be readily available to the media centers of Shimandu so that the citizens of Shimandu shall understand that the foreign military involvement in their situation is for their benefit.
10. Administration of aid shall be handled for the first month by the various governments who have offered it. After one month of this bill passing, administration of aid shall be handled through a federation office that shall be called 'The Emergency Aid Office', which shall insure that aid is distributed fairly to all those in need of it until Shimandu is stabilized.
11. An official end of hostilities and major military action may be declared only after all of the following conditions have been met:
a. No more hostile units are operating in Shimandu territory.
b. Aid supplies and or local distribution networks are able to reach all required areas of Shimandu.
c. At least five council members declare that the first two conditions have been met.
Let it be Furry Federation policy that these enumerated rules be used by all member nations and Furry Federation agents and militaries. The vote on this bill shall be last one week from the day that it is submitted. If the bill does not achieve 50% of the vote, it shall not be passed. But if it achieves 50% of the vote, it shall be made Furry Federation policy until either repealed or stricken by further federation policy.
