The UBC as a public service broadcaster is looking for partner organisations to a greater or lesser degree. To it's knowledge no such similar organisation exists, as it is independent of the Calie government and not dependent on commercial organisations or government funding.
The UBC is paid for by a small levy on bandwidth with in the commonwealth, so small as to appear non-existent and this levy is gathered by an independent body. These fractions of pennies add up and fund the organisation with out the need for government interference.
The UBC has proven it self to be unflappable by civil war and willing to and able to keep broadcasting, via hook or crock, thru these situations. Their journalists will and have taken a bullet in some cases, and still they are very willing to risk it all, even with their history*.
Being with out the need for charity, wealthy donors, commercial backing or government payment it has no need to do anything but meet it's charter. To inform, educate and entertain (the last is never their main concern, though they do commission some very controversial work, and really cool shows.).
The UBC is looking for help in news gathering, primarily, and what is required to maintain it's charter as the commonwealth gets used to the fed. They are also willing to aid in creating similar organisations in willing nations, as having a local person on the scene paid by the local trusted organisation is far more truthful, and to say the least more economic than having their own.
The level of partnership is dependent on how trustworthy the organisation is.

OOC: Look at what the UBC actually broadcasts, not what the papers say. Cals media is free after all, thus the independent sector is corrupted, toadying and basically for sale in places. But what do you expect from the press and commercial media in a free country?
