The detonation, when it came, caught just about everyone off guard. A massive fireball blossomed out into the tell-tale shape of a mushroom cloud right on top of one of the larger population centres near the Morskoj side of the border. The blast itself carried all the characteristics of a tactical nuclear warhead going off just above ground level. The shockwave, thermal wave and tunnel collapses caused a significant amount of casualties among the civilian population, the military and even the foreign relief workers who'd been assisting in the hospitals.
Morskoj representatives were quick to blame Erenmor for the escalation, and Erenmor in turn denied the accusation. Nobody was stepping up to take the blame for the blast, and in the meantime both sides once more armed themselves, readying for another face-off.

"First Speaker?"
"Leave me Waldo, please."
Waldo didn't leave. He'd grown frustrated with the First Speaker's lack of desire to deal with the most recent crisis.
"Get your fuzzy bum out of here."
Waldo sighed. "Sir, this can't wait any longer. You have to make a statement."
The dragon turned his head away from the window and towards the raccoon. He was half a frown from bearing his teeth. "I have nothing to say."
"In the interests of stability, we need to say something. There's been a nuclear attack and its being seen as just viciousness of techno-primitives by some, as a call to disband the federation in other quaters. You can't say you're going to sit by and let such madness go unanswered."
Izixs turned back towards the window. The city lights twinked in the october sky.
"The problem with the Erenmor and Morskoj is that they don't mind continuing on the bloody path. If they had other intentions, at least one side would of been happy to come to the negotiating table. But neither did."
Waldo shook his head. "This... this doesn't sound like you sir."
"Stop calling me sir!" yelled the First Speaker. "You're almost as bad as the consultant class."
Waldo's tail was quite tucked but yet he could not move.
After some time like this, Izixs again spoke. "Lenord made a policy speech this morning."
Waldo had heard the NPP front runner had done so but had not bothered to look yet at what the fox had said.
Izixs half laughed. "He's going to push for a North Sphere Alliance. Tieing togeather both traditional allies as well as several other countries. Among those are Pargalo of course, as well as Erenmor. He was this close to saying a nuclear attack on the Morskoj was justified. I almost wished he would of said so. All his supporters were thinking it, and it would of made his insanity more obvious to even the dimmest.
"He used the justification that all our nations were already tied togeather, yet some had decided to form an alternative to the federation mutual defense option with SOTO. And that if other federation nations had done such, why not Tinis?"
Waldo had some intuition about how the NPP would sell this idea to their base, as it would further supplant the power of the federation, and thus remove an obstacle to their goals of dissillusion of both the federation and eventually the Union. For the general populace they'd simply use it to counter the claim that they were anti-internationalists.
"So what do we do?" asked Waldo.
"Bah, send out the usual tripe. Condolences for the lives lost, condemnation of the use of a nuke, ecetera. Then get me someone who gives a damn about ending this decay on the phone."

Onyx was troubled. First the nuclear blast across the border which seemed to make no sense at all... and now the High Council had requested to speak with him. It was not unheard of, but highly unusual and rarely did it bode well.
"Overseer, the council is troubled by the most recent developments up north," representative Casali spoke up as soon as the communication system went active. Onyx cursed silently.
"I'm well aware of the development," Onyx replied. "Don't tell me I have to tell you as well I didn't launch any nuclear weapons against Morskoj. The three warheads we have are practically museum pieces... and they're all still in their exhibit, for that matter."
"No, no, Overseer," representative Rage interrupted in a conciliatory tone. "We've no doubt that the attack was just another attempt at provocation... just like the supposed artillery barrage some months ago. What troubles the council is the fact that whoever is staging these incidents has access to nuclear weaponry and no qualms against using it."
"The council respectfully advises in favour of a more active approach to the Morskoj matter, Overseer," Casali resumed. "We cannot risk waiting longer, lest they decide that the next nuke would be better used against our OWN installations."
"You're actually suggesting we abandon the defensive approach in favour of an offensive one? I shouldn't have to remind you my distaste for such actions..."
"We know, Overseer. But the council still believes that we can no longer wait passively... we should take steps to put a permanent end to the threat Morskoj poses."
"And you realise how that would make us look, attacking right in the aftermath of the nuclear blast?" Onyx asked. Still, he couldn't deny some merit to the suggestion. A defensive strategy had proved successful thus far, but how long could it last? "I will give your suggestion some consideration, but I give no guarantees on the course of action I will take."

Then came the call from Tinis. It served as a welcome distraction from analysing the resources that would be required for a full invasion of Morskoj.
"This is the Overseer of Erenmor speaking," Onyx said. "I really do hope you're calling with an idea on how to get the Morskoj to see some sense while I can still justify our purely reactive approach to their constant harassment... Right now I'll welcome any suggestions that don't involve us having to actually go in there and put them in their place."

"I am actually kind of happy for you to say such. Because I've been mulling over the situation. You see, there are three things that could of happened with the blast. The first is that you dropped a rather large bomb and killed a lot of people in order to escalate this battle. The second is that the Morskies did it, either by accident which means they are incompetant with using such weaponry, or because they wanted to make it look like you were trying to exterminate them finally. Which of course would raise lots of flags internationally and all that. The third option is of course that a third party did it for a variety of reasons to numerous to count.
"I'm presently leaning towards the Morskoj being incompetant. But as you can probably guess, no matter what happened in reality, until there is solid evidence people can and will assume the worst depending on their starting point of view."
Onyx seemed to sigh. "Don't tell me you're only calling because of local politics."
"Hardly. Ok, so my secretary of state is good at being annoying when appropriate, but that's not what I want to talk to you about. The politics of Tinis might make any role I have to play easier or harder but if its the right thing to do, I must proceed.
"The trouble is the international stage. I have an idea for a solution that may not sit well with some countries, but we'd need at least some international support for it to work."
"Go on," said Onyx curious as to what he was getting at.
"You see, Morskoj is not a member of the Furry Federation. Ergo, any attack they have made against your nation, is an attack against a federation member nation. So, invoke Furry Federation Resolution 103, section 7, subsection d. You may have to provide evidence that the Morskoj have entered your territory. Hell, if it doesn't hurt your pride, intentionally pull back some lines and let them wander in."
Onyx understood what the dragon was suggesting. The Overseer said, "You're suggesting that we pass a federation resolution to have federation forces invade Morskoj. But to what effect?"
"To the effect of saving Erenmor some bad rep, provided they were the one's that dropped their own bomb. If you and your nation are innocent of this attrocity, having an international force soundly defeating them would both provide untainted evidence of such and would disable the Morskoj as a threat to you or anyone. But for it to work right, we'd need enough support for such a resolution to pass. Which is the hard part."

The RSS (red serpent ship) the mercy was taking on more injured than even the mile long hospital ship could take. It's escorting RSS escort carriers were ferrying the viable as fast as they could. A nuclear blast over a population centre was more than most nations could stand, let alone the decimated red serpent in the area.
A message was sent to tinis:
"We are over loaded please allow us to use your ports and air ports to send the injured south and with them the refugees. The first snows of winter will be here soon and those displaced will die in the open.
We can not expect you to take them all, there are too many, but Cal will take what she can and the other nation of SOTO will, with luck do like wise."
--- Salato was on the phone to the other SOTO nations, this was one of the major purposes of the SOTO treaty, to be able to work fast with out politics getting in the way.
--- Salato also sent a message to the tinisian authorities: "We were keeping out of this mess, but now they are throwing nukes about. We have to get involved.
I, as a personal farvour ask that you formally hand over the near complete naval base. It has a runway designed for wide bodied aircraft carrying naval parts that can be used for out angle 2 surveillance aircraft.
As you are no doubt aware satellites at the latitudes required are next to useless.So our surveillance aircraft are possibly the best solution to find out exactly what is going on up there.
As long range as they are, sending them the distance required is, shall we say, no optimal. Thus we had nothing there when the strike happened,, though none of our naval force detected a launch.
To be honest we wouldn't mind if they wiped each other out, but when nukes get involved.

As I speak the First Speaker is speaking to the Erenmor government directly, attempting to find if resolution is possible. If there is signifigant developments we'll be happy to let you and other federation members know.
As for the base, though the official hand off date is still a couple weeks away, we'll be more than happy to forego the ceremony in the interests of safety. This will get the admins and architects upset probably, but use of the air field there shouldn't be a problem for surveillance purposes.
I am interested in what your government believes is going on there. Erenmor and Morskoj are two governments and societies that are hard to infiltrate with intelligence operatives for any use as you are most likely aware, especially with the surveillance measures in place in Erenmor and the cultural modes of their adversaries. Any intelligence we've pulled up so far doesn't answer the primary question of who caused the blast, just the reactions to it.
We are also looking into possible connections to nuclear weapons taken from Shimandu after its collapsed.
Also when things are a little less crazy, we should talk about a certain missing national of yours whom has caused you great mischief. The issue can wait, but I'm not liking what I've heard so far about how that situation has developed since New Years.

The overseer was silent for a time as he considered Izix's proposal.
"There's a few problems I can see with that idea right off," he said finally. "First off, we're not a full member of the Federation ourselves yet, which might make drumming up support even more troublesome," Onyx pointed out.
"The second problem is more of a military one... Morskoj, much like Erenmor, is an environment favouring the defender quite heavily. It would not be like the straightforward operation in Pargalo by any means, I imagine.
"Still, at least acquiring the proof will be a simple matter. We keep the sensor logs archived, I'm sure there'll be plenty there to show that we have been attacked by them numerous times our history," Onyx said. "We can present them at the next council session, if necessary. We can worry about support and the military aspects once that is out of the way, I suppose."

Thank you for allowing us to move forwards the date for the activation of our naval base. Out surveillance air craft are running over the troubled area now as the use of a nuclear weapon is of international importance.
As to what we believe as to what happened, we have no idea we simply detected the detonation of a nuclear device. This does not appear to be the MO of the Erenmorian as they are not known to target civilian targets and well they would probably want any target with a number of survives. Also they have not used there more 'intresting' weapons.
How ever it might be a double bluff.
I and I believe most of the calie populous make no secret of our dislike of both nations involved so are perhaps the least bias. If further atomic weapon strikes can be guaranteed not to occur, I am minded to let them wipe each other out.

The Calie sent a squadron of angle 2 suvalance air craft north to the naval base. The ejection of tinisian personnel was not taken well. It was followed by three super-jumbo freighters taking the air strip active and the HMS Jay taking up position off shore to work as air traffic control . The rest of the base was still under construction and the tinisian personnel were redeployed there.
But the activation of the base was accelerating as most of the workers were picking up, via there bonuses if nothing else.
--- Note to the tinisian authorities: "We will have the opening ceremonious actions as it is good public wise, even if it is after we have taken control of the air field.
The ships will still take at least a week to get here."

"Don't you worry about provisional membership. The Federation isn't worth a hill of cotton unless its willing to do its duty with regards to members or those nations seeking to become full members. As for the tactical situation, I'd hope in the entire federation there'd be at least one military expert able to crack their tunnel system.
"I think I'll send Waldo down to Altzan to call an emergency council session all the same. I know some may attempt to discredit Tinis for doing so, but I think I'll ask Waldo to call for making your nation, and all provisional memberships full memberships."

The purpose of the angles is to prove who is to blame for the problem up there.

Seeing that the Morskoj population in fact enjoys fewer civil liberties under a more vindictive and violent oppressive government than Erenmor, Miokalia issues preferrence towards Erenmor in this conflict. The failure of the MSNADI unit to stop the nuclear incident indicates that the most absolute solution to ending nuclear warfare is the total and global summary dismantling of all nuclear warheads. A study into the failure to prevent the occourance has concluded that it was observation power to that location being compromized presumably due to the conflict, combined with the fact that it was in the northern hemisphere. Solutions to this are being developed at this time."
Official statement of the office of the president and the CA: "Given the clear disregard for life and wellbeing of their populus demonstrated by Morskoj 'leadership', we would prefer to see, Erenmor, despite the differences in methodologies of governance between us, establish control over that territory than have it continue to exist under it's current 'leadership'. Given the current governance of Morskoj is a homocidal, Polpotian regime capable of very efficiently exterminating it's own population with psychotic zeal. Simply catapulting their army against Erenmor with jammed AK47s and explosive vests in "the name of independance'. Even though that independance is fruitless and meaningless in principal since it is for no real freedoms, and only the submission of power to a few people who are totally incapable of remorse for the loss of their own.
It is our observation that this is not a war at all. This is not a rebellion. This is an act of systematic annihilation of a population by it's government by very deliberately placing civilians in the way of incited conflict. This is why we are not going to be sending conventional military aide of any kind up there. This is why we intend to assist Erenmor logistically in the locating and surgical neutralization of Morskoj leadership. This is also why we will tolerate and not condemn Erenmor's attempted acquisition of Morkoj. It may indeed not be ideal, but it sure would be an improvement. As for the fact that MSNADI failed to stop this nuclear weapon, I have simply to say that: We're trying really hard to find ways to prevent horrible things from happening with technology, but there is only so much we can do. The only way to absolutely guarantee that nuclear weapons will not be used again is to get rid of all of them. To dismantle all nuclear warheads completely."
The MZS Ellis, Cthulu-class carrier and the MZS Biskup and MZS Odesca, Konoha-class battleships made their way up toward the area. The first wave of attack was non-military. Transmission of agit-prop and culture-bombing over the radio. News service imploring the people in Morskoj to turn on those who "have thrown them upon the jaws of machines". Defection was out of the question, these people didn't like Erenmor, so the route chosen was to portray the leadership as using war against Erenmor as a means of reducing the population. That this was a war against them. But convincing a lot of uneducated people who have been living in totalitarianism and ideological fog for a long time that their real enemy was their leadership, not Erenmor... when Erenmor is shelling them and they are dying by Erenmor's equipment doesn't work incredibly well.
So the next course of action was to go to a direct campaign.
Request to the Overseer and his data services, from Captain Sciria of the Soft-Operations team of the MZS Biskup:
"Would you mind sending me as much data as you can on the personalities, mannerisms and statements made by recent and current Morskoj leadership. Also: I need as many voice samples as possible from current leaders. We are going to attempt to disrupt their propoganda and ideology by, to put it simply, making their leaders say things that they are too tactful to say. This is to reduce the military power fighting against you and redirect it towards, hopefully, some kind of internal coup to at least disrupt their chain of command."

The Erenmor military lines were abuzz with activity ever since the nuke blast. Preferring to stay on the safe side, the machine army maintained defensive positions in case the blast was some new trick by the Morskoj. No attacks were forthcoming, but the machines were patient. They didn't dare let their vigilance drop now.
In the midst of the crisis, general Gabriel had been recalled from Pargalo and reinstated as the military commander of the defensive lines, freeing Xander Morhaime up for the political work that was now taking place at the Federation council hall.

"We have attached as much information as could be gathered from listening in on the public and government transmissions in Morskoj, as well as our own eyes in the sky. Unfortunately, the intelligence is spotty at best, and we have some cause to believe that the leaders may in fact be figureheads for another individual or group. The fire fleet heading north pick up a message, the second, third and fourth Morskoj nukes had been detected. They were being primed, the angels could see it, two Saxon fighter bombers launch.
Twenty minuets later they ask permission to launch, they were given it. The fighter bombers drop thier stealth ability over Erenmor and dived at hypersonic speed before releasing their bombs.
The Morskoj didn't know what happened, the missiles exploded half a mile before target as they were travailing at speed and bounced shrapnel off the walls of the missile casing before they hit the clear space of the hangers.
Everything organic was minced every thing not so was recked beyond use, that included the nukes.
The Saxon fighter bombers returned to base on the fire fleet, but the calie were unlikely to admit to the launch.
