As befits the important occasion of a public address from 'the Emperor's Voice' (the seniormost aristocrat who speaks directly to the people and who answers to the Emperor Himself), an honour guard flanks the podium from which the speech will be delivered, a military band striking up the national anthem amidst cries of 'present arms!' from the sergeant-majors of the several regiments formed up on dress parade. Television cameras from all around the Federation follow the progress of the Grand Duchess' entourage as she makes her way to the lectern, a saluting battery of 105mm howtzers lined up wheel-to-wheel firing a forty-one gun salute as a squadron of Shikeishuu's vaunted SH-101 'Shinken' high-speed interceptors, pride of its military aviation industry (and latest evolution of the Chimaera fighters it received during the war) roar overhead.
After accepting a formal salute from Field Marshal St. Bernard Montgomery, commanding general of the Shikeishan armed forces, the silver-furred female fox makes her way to the podium flanked by the general and by the Minister of Defence, the latter garbed in hakama and wearing a daisho as befits the occasion. Once Her Grace ascends onto the podium those civilians who have gathered to watch the official proclammation, these easily numbering in the tens of thousands, move almost as one in bowing their heads solemnly in deference to the Lady. Once the band has finished playing the national anthem and the guns have completed their thunderous salute, Her Grace the Lady Mariko, Duchess and Voice of the Imperial Throne, begins to speak.
"In order to celebrate our Empire's singular designation of having the largest military in the Federation (both in terms of 'per capita' and ' in total') and in being ranked in the top 500 (489th) in the same category out of all the NationStates, His Imperial Majesty the Emperor of Shikeishuu is proud to proclaim 'Armed Forces Week,' during which our Empire's fighting forces will conduct extensive maneouevres, parades, public exhibitions, and other similar activities."
"As every able-bodied male and female between the ages of sixteen and sixty are members of our military, be they regular forces or reservists, it is only appropriate for our Empire to shows its pride in our fighting forces and in our burgeoning arms industry by honouring our military in a manner appropriate to the millions who protect its people each and every day. We will also pay hommage to the Heroes of the Empire, millions of whom gave their lives so that our nation could continue of its own accord: strong, independent, free from foreign aggression and in control of our own destiny as opposed to being at the mercy of others. Let us never forget the devotion to duty our fallen comrades have shown, for it is their supreme sacrifice that paid the price for our sovereignty and it is to them that we owe no less than our very lives." After a brief pause and a silent, almost imperceptible nod towards a group of medal-bedecked battle-scarred veterans positioned near the front of the podium, many of whom are on crutches, in wheelchairs, or visibly handicapped in other ways, she adds "Only through an unfailing sense of duty to ourselves and to each other could we ever hope to repay the debt owed them; they who gave their lives that we might live deserve no less."
