In light of Ciata's current policy of citizenship being explicitly limited to Uncia, debate has again arose, in large part due to international influence, as to why other cat species are not allowed to gain citizenship in the clan. One species in particular wishes to take advantage of Ciata's savana that is mostly unihabited by Uncia. The Chit-Raka, or cheetah clan, that borders Ciata's southernmost edge, seeks to unite their country with the Ciatan, making better use of the land that Uncia have no use for and developing and sharing industries that the other clan prospers in.
This unification of two seperate clans has met heavy opposition, especialy from the older members and the Ciatan inhabiting the southern region.
Halin Sedear, a leading elder in the southern region argues,
"The clan has always consisted of Uncia, if we allow other species ta defile our clan what will we be? The Ciatan of the southern region do not need or want more competition for our livelyhood an land. It is already hard enough for Uncia to like in this savana, as we aren't made for it, the invasion of Chit-Raka would force us out of our homes an region."
While some Uncia in the north welcome the idea of a diversified economy and job market. Northern elder and head adviser of buisness to the servanthood, Dorian Alton argues,
"The added jobs an economy would only help all de people ah Ciata. Alviet some people might hav'ta allow Chit-Raka to purchase some of their land, and may loose some of de jobs they could do better an more effeciently, but they could find other jobs they are naturaly better suited fer."

The leader of the Chit-Raka, Nasi Arabah, has issued this statement as to the prospect of uniting the two clans.
"The idea of uniting our two clans into a greater and stronger Chattan is one that has been held by many people for a long time. There is no reason for our two people to be so seperated on account of such minor differences. With the shared values of our two people, and the combined skills of the two, we can only all gain from such a union. Of course me and my family would wish to retain some type of leadership over our people, most likely in a governor type role, but only to help better relate and unite the two clans and move us all further."

(A statement from Opalance Calaminion to Nasi Arabah of the Chit-Raka)
In regards to yer wishes to unite our two clans I have two responces. One, if you will adapt an change yer lifestyles to closer match that of mah clan, an also adopt our religion as yers, you kin join us under certain surcumstances. We have decided however, that the idea of havin lower offices an forms of government that are not of de church cannot be allowed. However, you would be able to assume the role of internal clan advisor, being a type of liason between yer clan an mine so I and others may understand them better.
The second option is ta create a free trade an ground agrement 'tween our two people. Makin it able to have free trade without terifs an for yer people, an mine to be able to lease their land to each other's clan members. Also free travel, without the full rights of citizenship of course, in each other's land will be possible. This I believe kin bennifit us both, an prepare fer future, further bonding 'tween our two clans.'

Though it was never in my best plans or ideals for my family or people to submit in such a way so that my family and I shall potentionaly lose power over my clan. However, in light of the recent events, and the fall of one powerfull country to assassination, and seeing as we are near to that area and have little to no deffences to guard against any oppression, I will allow my clan to submit to your leadership alone. My people do not have much in the way of military, as we are in the desert and have little metal or industry. We are a nomadic people who have not built up much of a solid society or stable economy. We hope this can change with the more furtle lands that are also in the Ciata's area that are too hot for most of them to use. we hope to add our unique skills in helping diversify the Chattan economy and build it up to the good of all. Also we are ready adopt the faith and morals that your nation holds dear and to submit to your priests and leaders. Though this transition will not be easy for any party involved, it is for the best I believe in these difficult times.

The first sign of both internal unity and recovery from the recent attack. 14 children were admitted to the Raja Borah, 9 young Uncia, and 5 young Cheetah.
As long as there is a will to rebuild, we shall survive forever.

Statement to the clans from the Diacanos:
"In light of recent events, an the council of my advisors an the leader of the Raja Borah, we have decided ta strike down the old rule of Raja Borah not bein able ta marry. This will allow us, in the future, to have many more Raja Borah, sein as it is a genetic compatability ta Heaven Stones and since genetic trates are likely ta be passed down ta children. This also will hopefully bring greater unity an understandin of the Raja Borah by all. Thank you."
This statement an repealing of an old law is met with a rash of some 400 marriages of Raja Borah, including one of Rowan Stormwake with now Reana Stormwake.

There has been a growing religious figure of late in Ciata, a clan which is deeply emersed with it's spirituality. A person who claims to be a spiritual seer and calls himself Isaiah, prophet of peace, has been preaching all over the nation and to all clans, gaining many followers. He is a young male, albino Ciatan from the western part of the nation. He has been drawing large crowds with his idealistic message of peace and dis-arment and returning to the "faith of the father's". Normaly this would be a small matter, but it stands in direct opposition to the recent decision of the Diacanos to create a larger police force and increase military research and spending. As time has passed, his following has grown, and become a serious matter to be dealt with and considered by the Serventhood.

The Oracle Isaiah has gathered another large crowd who have come to hear his words on the future of the Ciatan and the nations. The albino uncia draws himself up on a ridge in the old, traditional style of teaching and speaks on the upcoming age that they are about to go through, and what their God has to say about it,
"Listen, and hear the truth. The oracle concerning the valley of vision. What is the matter with them now, that they have all gone up to the rooftops? They who were full of noise, you boisterous city, you exultant city, your slain were not all slain with the sword, nor did they die in battle. He has removed their defence. In that day that they would depend on the weapons of the house of the forest, they have seen the breaches in the wall of the city of the valley. Here this! Thousands shall flee at the threat of one, and at the threat of five, all shall flee untill he is left as a flag on the city's mountain top, as a signal on a hill."
The crowd is puzzled and worried at these words and the danger they think it has fortold for them all.

As the news of the assassination krept out among the people, first panic, and then chaos erupted throught the land. The Raja Borah, already weakened and pre-occupied with finding the killer, have not been able to control the outbreak of crimesbetween clans, some of the Ciata blaming the newer clans for this murder, that this was to be expected from "lesser clans" to be betrayed, and the other clans in return strike back. Leaders arrise from many clans, ready to assume leadership at any moment, but one leader of the people devoted to their faith remains all but silent in these troubled times. Isaiah, the seer, does not speak out to the people despite their wanting some word from him, all he has said so far is "the twilight we had hoped for shall not save us".

Leo Maxus was one of the most prominant feline furs to escape to Ciata from Shimandu under the Cat Sanctuary law. In Shimandu he was a leading fur in many public, and private sectors, though some of his contacts and oparations were suspect of some wrong doing or dealing with the war lords there. Preassured by many forces and his companies all but devasted by the war, he chose to escape to Ciata and await an opportunity to again rise to some power. That opportunity has come. With the chaos and anarchy that has ensued from the assassination, he has once again chosen the moment to step up and lead some of the same people he led before. Under the promise of securing peace and a modern nation, many have flocked to his side, making only a few parties left in the battle for what type of nation would emerge from this event.
The other sides are the religious group, led by the Prophet Isaiah, claiming devine inspiration and pushing a peacefull, pacifist agenda and a return to nature, and the traditionalist led by the head of the Raja Borah, Kratos, who seek to return things to where they were and the Raja Borah to their old role, which contrast Leo Maxus' position of having a "people's army" with the people protecting themselves.
Mostly it is young, idealist that follow Isaiah in his "path of peace" and older, traditionalist Uncia that follow the Raja Borah, and some of the younger Uncia have joined the largely immigrated progressive group.
Conflicts between "rebels" and Raja Borah who attempt to patrol the country to keep peace are becoming more frequent, as are the sounds of gun fire, which was banned from the country in the past, and the "rebel" forces are becoming more and more identified with Leo Maxus. As casualties of the Raja begin to mount up, the source of the attacks is being sought out, and counter plans being layed, plans which will elivate the conflict further.

Meanwhile in a small, northern town, a young, Uncia male wakes up in a hospital,
"Wha......what am I doing here?"
a doctor takes notice and comes over,
"Oh good, your awake, and seem to be doing well"
"But where am I...and why am I here? And what is this on my hand?"
"You, sir, were in an accident. You dove into the pool in too shallow water going after that child and that is a Heaven Stone, officials and rescue personel like yourself are given to help with your abilities of course."
"huh? what pool, what child?"
"Oh, I see, you have som memory problems, eh? But you are a lifeguard at the pool in the town's health facility. There was a child struggling in the shallow area and you dove in to help her and you hit your head on the bottom. You've been out for a few days."
"I donna remember any of that, er anything at all...."
"Hmmm...that's strange, but your memeory should return in time. In the meantime though I suppose we could have an assistant help you back to your house and get you in touch with some of your friends, but asside from you memory loss your in perfect health and have no reason to wait here to regain it."
"I see, well, I guess I should...........oh, what happened to the child?"
"She is fine. Just go downthis hall to the desk when your ready and get checked out with an assistant to help you home. Good luck with your memory."
