I'm hesistant to actually have you do that because I'm beginning to wonder if this is on purpose.
Like I said before, this isn't about the effects. This is about the statement you've made. The last time the Malych actually fought for someone who turned around and preceded to spread contempt for them, it marked the beginning of a 70-year-long, silent genocide. The Continental Republic used state news agencies to spread misinformation about them and turned them into a threat, and began advocating hunting them down. Between 1800 and 1870, we think about 85% of their population was killed off. They were scattered throughout southern KZ and our northern area and most of the remainder of them were in hiding.
There was no place they could go to where they could re-establish civilization. They basically had no hope, whatsoever of ever being anything more than scattered, savage tribes, at that point.
The last time someone turned on them, it nearly destroyed them completely. So you see, it's the statement which is anathema to them, not the policy itself. It's what it symbolizes.
As I'm sure you've noticed, Andertol left. Andertol himself was not involved in any of this history. However, his mate, Itka, was.
She's seen her own tear themselves apart to commit suicide while in captivity, she's seen them blown up, torn apart, shredded alive and other brutal exterminations carried out by people who actually believed that this was necessary. Because the state decided that they were too dangerous to have around. On the justification that: if they're smart enough to help us, they must be smart enough to want to kill us.
It certainly seems that's your justification here."
Then she asked the Tajirs who were just there to observe, "Where's KZ's delegation?"

President Arabarath Gorh arrived at the Dorringantden building slightly behind schedule. He was greeted by friendly Miokalian faces, but did not say much. He was here for very important business and was already late. He was excused through security and stood outside the conference room door with his integrofur advisor, Hainit Arno.
He listened the the conversation for a while outside, waiting for the right moment to enter. He took a deep breath and passed through, effectively slamming the door wide open, probably shattering the rubber door stop designed to prevent the handle from smashing into the wall.
Most of the room stood up at their chairs, being surprised by the noise of the door opening and Arabarath's quick scan of the attendees and quick relocation of himself to an empty seat.
"My apologies for being late, madame Vuela. News travels fast, but unfortunately presidents don't."
"You..." he pointed at IX, "You really like shooting yourself in the foot don'tcha?" He paused briefly, remembering Vista's report of IX having been shot in the leg. "Your leg there is mechanical, is it not? Explain to me how you are so different from someone like my adviser Arno or half of the rest of the people in this room? Your reaction to the events which occurred is outrageous. You don't go after an entire race, you put your resources into finding out who and why things happen!" his voice cracked. "Its like you think living things are all pawns with which you can do anything and that disgusts me."
He sat down and cleared his throat and nodded to Vuela.

"I don't want to speak to them anyway." IX said. "That was Soldavini blathering over things he has no control over. Anyway.
"That is about my justification. And I don't make my decisions on my own. Believe it or not, I actually do poll the people. In this case, most of the people believed it necessary to prevent their entry for national security reasons."
That was all a lie, but that's what the sunglasses are for.
"Of course, I understand all the history and stuff. I can understand why they'd be mad, but at this point I recommend some Xaimoungkhoun Psychology for them. They need to get the fuck over it. We've suffered far worse than they ever have and yet we don't get pissy when other people do anything similar to what we went through.
"Here's a quick history lesson for you. Last time we ever let our guard down among any other nation, they attacked us, pushed us to the brink of annihilation. That's not the big deal, since it was a war. No, after the war we found the atrocities committed by them. Billions dead. Mass murders and graves. We've been there and have managed to let it go.
"Right now, the people are just preventing a perceived threat from becoming a real one. That's what they think. I chose, when I became Emperor, to become a more people person. If the people want something, I will let it happen within reason. Of course, the slavery was a mistake and I have already paid the price for that. As long as they want the ban on robots in place, it will stay there."
Then the Kazians arrived, much to the hate of the Emperor. Of course, in a good IX style, he went from semi-diplomatic to complete ass.
"Oh yes, shooting myself in the foot is a hobby of mine. I might form a club for it. Want in?
"And no, my leg isn't cybernetic anymore. Only thing electronic in me anymore is a pacemaker. So I do believe that makes me significantly different from half the people in this room, as you said.
"Also, I think that everyone is acting rather outrageously. Getting mad over little things that probably won't even be enforced, but are just there to appease my people.
"You hit the nail on the head too. Every single person in the Empire is just a pawn for me to move. Of course, I also have a couple bishops and rooks. Knights too of course. And I am the Emperor so that's kind of a title that gives me the right to whatever I want.
"Besides, I am in a 'Just don't give a fuck' mood anymore. As I said before, no matter what I do, it's always wrong to everyone else. I think this will just end up being a short vacation since it'll accomplish nothing."
IX took his glove off and put out his cigar in his hand, then put the glove back on. This wasn't intended to be anything other than him needing to put out his cigar.
Then he reached into his jacket and pulled out a flask and took a swig. He offered some to Soldavini who put his head in his hands and muttered "God damn it IX" almost inaudibly.
"So, anyway," IX continued, "I do believe this is going nowhere."

"So, the people are your pawns then? Why do you bother polling them? It's obvious through media and censorship you distort their perceptions of what is actually going on." He paused, thinking about what he was going to say next carefully.
"If you... or rather your people are so 'afraid' of the tiny number of synthetic life forms on this planet, why don't you take your goddamn giant-ass space ships and get the hell off this rock? Go find somewhere else where you can be king of your own little world and never worry about any of us ever again." He reached his paw out in a motion of 'presenting' the present delegations. I hear Mars is just stunning this time of year."

"It's not about being able to enter the country, it's about what your statement symbolizes.", Vuela reiterated, "It's the fact that we sent forces up there to help you re-secure your island and then you make an announcement demonizing us. I mean, there is obviously nothing we can reasonably do here.
Hcre would ask, in this situation, 'what do you want from us', but really I'm pretty sure you'd settle for nothing less than to be able to walk all over us and chase the Malych up to KZ. Even then I'm pretty sure you'd still hate us.
Hcre, go drag Andertol back here, he's supposed to be here in this meeting."

"Right, because no other country manipulates the news. At least I can admit that I do. As for the pawns and stuff, I was just filling in what everyone thinks of me. The bloodthirsty, warmongering, human, dictator up north. No, I don't think that every person is a pawn. I am trying my best not to be like my predecessor. Hard to do when everyone is looking to take me out of power. And don't say you're not. Everyone on this planet thinks I am a threat though I have done nothing to warrant that.
"And believe me, as much as you want me to leave, I cannot yet. I don't have the ability to anymore. In case you missed it, we're coming out of a nation shattering civil war. We don't have the 'giant-ass space ships' as you said. Not anymore. I can, however, appease you all and just cut diplomatic ties and cease to partake in international affairs. That's akin to leaving right?
"Besides, this is my homeworld. I was born on Earth and I don't intend to leave any time soon without good reason.
"I am fully aware of what it symbolizes. But let me put this in terms you can understand: I. Don't. Give. A. Fuck. Want to know what I'd settle for? Running my country, how I want without every goddamn country on this planet bitching at me.
"I'm sorry if I am not some socialist and that my country doesn't fit your ideas of an ideal political system, but I refuse to subject my people to a system that would never work for them without causing another civil war. Until we reestablish ourselves as at least a world power, I must do everything necessary to rebuild. It will never be popular on this planet, but rarely is the right thing to do popular.
"Now, since this is going to go nowhere save for more arguing, I wish you all a good day."
IX got up and headed out of the room, leaving Soldavini behind.

Vuela blinked, "Is he on drugs?", she asked once he left the room. Andertol finally came back in and said, "I see I didn't miss anything. Wow, Sweize is going to feel like a total looser now, IX sure showed him didn't he? I could keep going on with various remarks but its not going to do anything."
Then he said, "high threes, Gorh!"
Vuela could tell that Andertol had gone from angry to psychotic, he was acting bizarrely carefree, and this meant that he had already boiled over. Now the question was: what was he going to do

Soldavini said, "Well, while he's not on drugs, he tends to get this way when in a hostile country. Had this been on Anean soil, he'd have been much less of an ass. Then again, he has been this way a lot lately. A bit paranoid that people are out to get him. I guess the fighting over slavery and against Megamantics affected him a little more than I thought.
"In this case, he also drank the whole flight here. If I wasn't here... well he'd probably have pulled that sword of his and attacked someone. Actually, if anyone was to try to do anything to him on the way out it's very possible he will do so.
"Anyway, how about we work out some way to cool this down and do away with it. When we get to the colony, and after I force him to get some sleep, I can present it to him and he should go along with it.
"That's how I got the military budget passed."
