Representative Fourier glares at everyone and then proposes:
Whereas: Actions by certain organizations in establishing the dock and port costs and usage fee schedule of their jurisdictions threaten the international economy by halting trade. Whereas: The reactions by some governments have further threatened trade or have been indecisive in bringing this conflict towards a resolution. Whereas: This conflict has caused some governments to threaten military action in a manner which involves private and civilian shipping operations. And has instituted threats of state-sponsored or state-condoned commercial piracy and terrorism (As: piracy being the armed comandeering of a civilian, commercial or private vessel) (As: terrorism being the intentional destruction of civilians or a large amount of civilian collateral)
In that: That trade should be used in such a way to relax tension and foster understanding between nations.
Be It Resolved: That a trade treaty be established between the Nations of the Kingdoms of Cal and the Anean Star Empire. This treaty must govern trade relations until superceded by a comparable agreement. The trade agreement may utilize the FFDF for enforcement and utilize the Furry Federation Council for the resolution of disputes.
This is draft legislation and should be discussed. Discuss.

Joe the commonwealth representative looked rather put out.
"This is a massive invasion of my nations right of my nation to national sovereignty. The place has no right to tell a private company how to behave or my people how to administer them. How a business is run is up to it.
I propose that no national government be allowed to fund or interfere with the actions of a business that is privately owned. We will make trade links with those we wish to. We will not be told who we can and can not trade with and on what terms that private organisation must operate. We don't control them, deal with it.
I would also submit that certain nations actions are unquestionably wrong. Threatening civilians over a mere trade dispute, with death no less. Should this motion even be entertain expect the commonwealth to conceder leaving the fed.
And be warned this is not a hollow threat." Joe ended glaring.

Fourier began his tirade:
"You're right. This place has no right to tell businesses what to do, and merely has the right to make suggestions to sovereign governments on various topics. HOWEVER: A private business has no right to stand behind a sovereign government and shove them into a position where they have to defend that business' poor decisions. They are separate.
HOWEVER, I agree that a private business does have the right to trade and not to trade with whomever they want. Which means that if Sarue Nu wants to shut out ASE, then ASE's companies can just do business with another port.
And while there are aspects of things you said which I disagree with, I do completely agree with you that ASE's response to this has been inappropriate. WHICH IS why I'm proposing this bill.
Because I AGREE with you that threatening civilians over a trade dispute is wrong. And I AGREE with you that the high-seas cannot be claimed as territory.
Furthermore: I believe that the formation of exclusive trade alliances over something like this, which seems to be where this whole thing is going, is wrong. WHICH IS why something must be done about this now.
The real purpose of this legislation is to bring both the ASE and Cal to the table to discuss this conflict in a rational manner. That is all I'm trying to get at. I don't care if legislation even gets passed.
Let's just resolve this conflict before anyone gets hurt."
