Arys looked down for a moment. Should he? Well...that was the point for all this, wasn't it?
"It is...complicated. Aatuylva was formed from the ashes of a great war, by soldiers who no longer wished to fight it. But...not everyone wanted to stop fighting this war. They still felt the hatred over the loss. For many years, we have been fighting them, for the very right to exist in unity. And it is only til recently that we have come close to succeeding..."
Arys took a breath, wondering if the two men were looking at him. They probably were, thinking him a traitor for telling even this...
"Our newly appointed Governor, Eric Dunsel, thought that we were ready to enter the outside world. The Council apparently agreed, otherwise I wouldn't be here, talking to you."
Arys shifted uncomfortably in the chair, wondering what this would mean. Would they think that Aatuylva was ripe for plunder? Weak? Had he done the wrong thing?

Guw nodded solemnly. Then glanced at the two imposing figures on the other side. There was a lot going on here that she didn't quite understand. So it was time take directions from page one of the diplomatic manuel, if you don't know what is going on, try to look competent yet non-threatening. "Whom ever opted to contact Tinis first on your side choose wisely. The Union of Tinis might of had its origins in battle but national motivation this generation is towards peaceful coexistence with the other nations of this continent. Though... we tend to be neutral on how those nations conduct themselves internally. Mostly of course because if we did, others might loose trust in us. We are capable of defending ourselves, but pointless wars over ideology are not in our interest."
Guw looked up the door. "Ah, water." An airport employee carted in a jug of water and a bunch of cups and offered refreshments to both sides. Guw and one of the aids took a cup and began to sip on occasion. "Its best not to run out of spit when in important talks." Once the employee had left. "So a new governor has resulted in you being sent to us. What sort of friendship and alliance are you looking for?"

Our interest is as always the same enlightened self interest. Your people know ours and how we act and why we rarely go to war. War rarely serves any purpose, that did take us a long time to learn in all honesty. But why you think this to be a possible asylum seeker makes little sense, they started to broadcast before they left aatuylva territory. The government of aatuylva would have known of their exit, asylum seekers do there best to hide from the government they are fleeing from.

He looks away a moment, embarrassed.
"I did take a look at it...I believe the words my Governor used were for a 'cultural and technological exchange.' "
He looks back at his to 'aides,' who simply look stoic and alert, cautious in unfamiliar surroundings.
"Although I'm sure he's working on a draft for some kind of trade treaty right now..."
He pours himself a glass of water, taking a drink.
"Mouth always does seem to get dry during these situations..."

Accallia
Dugald was silent the whole trip back to his guest quarters. The Council stood against him. Whether he liked it or not, Aatuylva was going to open its doors to strangers with ill intentions. Who knows what spies or warmongers lurked outside the borders? Who knows what monsters inside the borders might get help from them...
Dugald shook his hooded head as he entered his home away from home. Such matters could be solved...but how?
Accallia, Parade Grounds
Lord Commander Stidham looked on his small, but skilled army, his Defense Corps, with pride. They actually looked quite respectable in their black tunics. He didn't look so bad in fact, even with that silly feather. But, no matter, had to practice... Apparently that fool Dunsel neglected to mention that his courier held an invitation to the leaders of Tinis...so visitors could arrive at any moment. Or invaders.
His pacing brought him to the edge of the grounds, near the borders of the woods. His eyes darted from here to there, looking for movement, an out of place pattern, or a flash of color.
Nothing.
With InSec taking over the matters of the bandits, it left him with nothing to do. It was driving him mad. He can only do so many parade drills a day...
He stopped, and looked at them. His assembled fighters and mechanized infantry, his pilots and gunners, and smiled. Whether or not Dunsel bongles this, he and his men will at least look good.
And it looked like there was enough time for one last drill. They'd love that. He did. People kept coming out, wondering what all the fuss was about. Whispers of a parade, comments about the state of the men. It was all very good publicity.
Now...if only he could get rid of that foul Volvolen. That would most certainly make his day.

Guw smiled. "I am quite certain the Union of Tinis would be very interested in cultural and technological exchanges. I must admit my brief glancing at the scroll was insufficient for my level of proficiency in your language to garner much of the details yet." She unfurled it again and started inspecting it.
"I'm curious as to how much of events beyond your boarders you might be familiar with. For instance, are you at all familiar with the Furry Federation?" While waiting for a response she began to figure out the meat of the scroll. It wasn't very long thankfully and it said:
'To the respectable leaders of Tinis and her allies, I, Provisional Governor Eric L. Dunsel, invite you to Accallia in order to discuss the terms of cultural trade and the exchange of knowledge. I feel that this dialogue will enrich both our peoples for the better. I hope this message finds you well, and I apologize for the lack of any warning. May the Gods watch over you. -Sincerely, Eric Dunsel'

"Furry Federation? No..no I can't say that I've heard of it. Then again, we've been a bit busy lately with other things, and I wouldn't have thought to look..."
He looks rather ashamed. Truth be told he had very little information about anyone outside of Aatuylva. The most the oldest history book he had found had said was "Not Aatuylvan, therefore bad." And he couldn't help think that this was all some ploy to draw attention away from InSec or the ADC. It was all too, spur of the moment. But that wasn't his problem...

Guw opened nodded to one of the aids and then spoke something in Tinisian. The aid soon produced a document in the visitor's language.
"The Furry Federation as described on that page," said Guw. "Is a supranational organization and agreement between a number of nations on this continent. The purpose of the Furry Federation is designed to be several things. It is an effective mutual defense pact against nations that are not a part of the Federation. It is a place to discuss with our neighbors about mattes of international importance and to prevent wars between member nations. Its a means to establish important international agreements. Its also an avenue for cultural understanding and exchange. The Union of Tinis is one of the charter members of it as well. I suspect you, your friends here, and those back home are fearful of the outside world even now. I am not authorized to out right advocate your nation joining up, but, I can say its a possibility for a nation trying to carefully enter the international scene gently. And as your message requests that your invitation be shared with our allies, it will be the forum for a colleague of mine to do such once we're done here."

Arys looked over the document, furrowing his brow. This was much bigger than him. Would his people go for this? He sincerely doubted it. But...
"I will need to bring this to the Council, for them to look over. I do not have authority in such matters...If you would be so kind? Our craft has ran out of fuel...We shall need to borrow some for my return trip."
He hated that he'd have to get into that thing again..but it's better than walking...

Arbitor Arys nodded, glad that this ordeal would soon be over. And without the two rent-a-thugs killing someone too! This was definitely going to be a high point in his career... If he survives the trip back, of course.

Guw kind of felt sorry for Arys. She hoped that if an expedition was sent that she'd be a part of it. Actually, that was most certain.
"We wouldn't wish your compatriots to worry. You have been well met I hope," Guw stood. "I wish to bestow a parting gift." Guw nodded her other aid who soon produced a book of sorts. Bound like a notebook but very clearly intended to be more than a notebook. "This is a quick and rough translation of basic information about the outside world. Might be of use. My colleagues thought it ideal to have something like this available in the event that this meeting went well, which I feel it has. The information there is not much more than what is common knowledge for any Tinisian, but it should help you get up to speed on this modern world."
Guw offered her paw. "I wish you safe travel. The officer in the hall can show you back to your craft.

He smiled, shaking her offered paw. The book would most certainly help...It would him something tangible to present at the very least.
"Thank you again, ambassador. Perhaps we shall meet again."
With that, he stood up, the large book in hand, and nodded to his 'colleagues.'
As he was escorted back to the heli, he briefly wondered what the soldier and InSec would report to their respective masters...After all, they were here for more than 'his security.' They had to be. They haven't said a word ever since they got onto the helicopter.
He shook such thoughts from his mind as he entered the craft, instead wondering what to tell the Governor. He looked down at the book in his lap...
Accallia, Governor's Residence
Outside of a sickly yellow house, with a sickly colored car parked in a gravel driveway, stood a man. But today, he was full of energy and joy. Things were happening. He didn't exactly know what, but they were happening. He felt his purpose was renewed as he stepped into his beloved car, a bright green it was, surely it was. All washed and polished, and started the engines.
Eric Dunsel adjusted his hat, for wigs were too easy to lose anyway, and looked out the new windshield he had requested. "Looks so much nicer without that awful crack."
Nothing was going to ruin his day. Nothing! He was the Governor and he was important! Of course, this didn't stop the neighborhood rascals from throwing things at his car, but even that didn't darken Eric's mood. Today was going to be a good day.

InSec Main Office
The black lupine slumped in her chair, her claws raking the sides of it. Wira didn't expect it to be this hard. Hijackers in the forest and Stidham's pushing were nothing compared to this latest problem. The psyche office called them 'ethnic supremacy groups.' "Roving bands of kooks, more like it." And they were armed. The hijackers had homemade zipguns, powder bombs...but these new ones were captured with military grade rifles! And the more she caught from one, the more one of the others got worse. All of it was too much, too soon. And their activity was increasing if the analysts were right...Gods save her if they found out about visitors before she did...
Defense Corps, Main Headquarters
"I knew she couldn't handle it. They seemed to know too."
Stidham frowned at the reports he was holding. He had killed off the leaders of these groups years ago...he was certain of it. Someone had to have sparked them off, but d*mned if he knew who. And the weapons... Well, it wasn't his problem, not anymore. Let that uppity wolf take the fall, then save the day. It's how he got this job.
His own internal security forces made sure that Accallia was safe, so he wasn't worried. Not one bit.

The refueling was fairly quick. The ground crew seemed to be giving a positive sign with the thumbs up after pulling the cables off. The connection had been a little odd as the heli was using an old standard for the port. But it had worked with only a little leakage.
But not long before take off, one of the Tinisian aids rushed up to the helicopter and offered up a brief note.
'Deputy Secretary of Tinis wants to let you know that ambassador from Kingdoms of Cal is interested in meeting. Not sure how they knew of you coming here. Tinis can be go between if you are leaving right away. Government knows and approves of Guw's announcement to come to our allies on matters of friendship. Good luck.'
The translation was a little archaic, just as the briefing document that Guw had offered up. But made sense.
[OOC: The document is like the CIA world factbook if you are familiar with it except for the fur fed nations and badly translated into your language]
