Prime minister Salato had picked up the concern, but from her view point the Duke was doing well. He had forced a few issues and got the commonwealth information, if the others had not noticed...It was not like it was classified info.
She could see where he was coming from as two spy satellites had passed over without issue. These people were not as advanced as they seemed, the angle flights had only mapped the parts of the island not occupied but they seemed to have been undetected so far but were moving closer to the occupied areas. The commonwealth was looking closely at what they were dealing with, they were surprised no one else appeared to be.

The Duke decided to take a back seat, if the emperor had decided not to talk to them...then he would pass that duty to his sectary (Who everyone knew was his mate but he and her never had clicked to that).
The fact of the matter was she was far more diplomatic and quiet.
She said "If it is not a problem, would we perhaps we can talk trade? The commonwealth has many things that may be of interest."
The small mousy drewn* was almost apologetic in her tone.

"Before any talk of trade can be settled, it might be best if those of us present come to some sort of agreement first for a long lasting frame work for diplomatic relations. The Kingdoms of Cal can try to sell your whirly gigs* later. The Union of Tinis would like to make sure the kind of posturing made thus far isn't repeated with us at the table if possible. But if it is to be repeated I'd hope that we'd at least be doing it on neutral ground."
Cecil cleared his throat, stood, and began to speak on his own from a script before him. The lettering was Tinisian but the pronunciation was in an accented Anean.
"Finding the visitors to be well met and friendly, the Union of Tinis would like to extend the hand of friendship to Anea. We hope that a lasting permeant peace can be established between our two nations and cultures that will benefit both. What more we know that communication in a neutral setting is paramount for the betterment of dialogue. As such, the Union of Tinis would like to invite the nation of the Anean Star Empire to join the Furry Federation as a full voting member. They may decline this invitation and the Union will not be offended, and Tinis will continue to seek peaceful coexistence independent of such a decision. But all the same, membership in the Furry Federation is a means to which a nation can stand with other nations whom are opposed to conquest by aggressive or bigoted nations, meet a variety of peoples and representatives from across the world, and help craft the future of this continent and the people's in it. We hope that Anea will consider this offer."
Cecil sat down. There had been three prepared speeches like this one. If the translation was correct this might be the best time to step in and put this on the table. The posturing is hopefully over, he hoped, but he also didn't want things to get bogged down into the minutia of trade talks between Anea and Cal which of course really wouldn't need the Tinisians or Miokalians present and their presence could actually hurt the position of all three Earth bound nations in such a situation.

The only reason that concerns me is that if, hypothetically, if the Federation were to go to war and that were to erupt into a world war, then we may not be able to fight it for long. As you would expect, we don't have the resources for such a thing.
"As for the trading, as of right now, we have no desire to trade with the Commonwealth. We are still working to get our colony fully operational. Providing housing for over two million people is no easy task."

We completed yet another orbit of the planet and are back over our colony. I feel better now that I am on my ship instead of at that conference. I felt an ever so slight shaking as we flew. That should not have happened.
"Uh... captain, we hit something." The tactical officer said.
I said, "What the hell could we have hit up here?"
"Well, it looks like we might have hit a satellite."
"Oh. Heh, someone's gonna be pissed at us. Take us into a higher orbit."

Well, at least ground communications aren't. We still use radios, but they have a very long range and are quite small. Like, if I wanted to, I could contact my base right now and we are thousands of miles away. "However, our space communications are something else. Our relay systems can establish a comm link from across the galaxy. Anyway, if you want to trade for that, then you can, but I don't see how it would be worth it."

At the IAR Teleqom building. in Hokyldaryon, Miokalia:
Dorpoy punched a hole in the wall of his office. Which wasn't necessarily unusual behavior for him since he did have the primarily dinosaurian mental condition of Spontaneous Dagamantery Disorder. Known colloquially as "having a short fuse". This particular puncturing of the drywall was due to the report of one of their broadband relay and broadcast satellites going down somewhere nearby what the news was calling the "interstellar island colony". The phone at his desk, which was primarily decorative and only used for urgent important matters began ringing. It was an ancient phone at that, with a case made of thick thermoplastic resin and a loud rotary dialer. The ringer was an electromechanical chime. Everything else he did required so much data integration that he needed to use his tablet phone, and due to his issues, that tabet phone only silently vibrated. Lest he fly into an attack and slam it against or through a wall.
"What", he answered into the handset.
A computerized voice on the other end said, "This is a courtesy call from the Apparat of Defense. You are receiving this call because a satellite we have on file for your company has gone down for the following reasons:" The phone message then played back a recording of someone's voice, "Orbital collision with a vessel".
He then hung up and yelled at the window, then ordered for a replacement satellite to be put up.
"I hope this does not become a regular occurance", he growled, then said a string of expletives which were actually somewhat hillarious.

With the conference back on track, Apparateur Qualt began to make arrangements for a trade meeting. Including possible technological discussion. There were a handful of things he was debating on bringing up, since everyone else seemed to be trying to diffuse the Emporer's statement with various items. Qualt was almost worried that the use of that statement may have even been strategic, as a way to get others to demonstrate their technologies more willingly as either a way to size-up a place or to induce technological trade. Unsettling, but ingenious. However, if that was the case, then it didn't make sense that they would cart a large population somewhere just to size up a planet or pick up some neat little trinkets.
In the Ice Tray, he met with Sec.Tajir Vuela Konig and Sd. Andertol to discuss what they should do next.
"I think right now everyone is probably trying to push trades with them because they're angling for the Drive.", said Qualt, "This is of course, somewhat disconcerting because I see the possibility of this heading in the direction of a cargo cult. It is very likely that even if they plopped this thing in the Federation's lap, we wouldn't be able to use it because it requires Dysonian-scale infrastructure to run it."
Sd. Andertol said, "I think that point right there is the only reason why the people working on the Geogadiy project haven't dropped everything and drank themselves to death yet. Although several upper house senators have brought it to my attention that the people working on that project are feeling fairly disheartened right now anyway."
Qualt said, "Indeed. I'm going to confer with the First Speaker in Tinis about this, I imagine they're on a similar or the same page as us in regards to this matter. Perhaps we will then arrange a meeting and invite the Aneans over to discuss technological matters."

The entire Tisian delegation nodded once Zuva' had translated. The response was, "All the same Empress, we hope that you consider the offer. To help explain a little better. The federation only acts in a defensive capability when it comes to military matters officially, though a number of its members do treat their membership as a de-facto defensive alliance independent of what the council of the federation decides. What more, the defense forces only act to defend those nations whom have joined the organization and whom have paid sufficient dues to keep such forces operational. The Furry Federation does not seek to conquer. And thus far, the mere act of standing as one has warded off threats from all but the most petty terrorist groups whom seem to exist only to make trouble for civilized peoples. But our word with regards to not seeing a world war on the horizon should not be taken at face value. We hope that you get to know this planet enough to learn such things. We will also forward a copy of the federation charter to you to read. The translation might not be exact but we hope it makes clear what it is about."

First Speaker Lenord was as one might expect spending his day in the Tower. He was getting the play by play as observed by Zuva's ear piece. Not only was the ear piece instrumental in working through the translations, but was making it possible for the situation to be observed.
"I guess the lack of an out right objection is a good sign," he mused to the Council of Commanders, whom were arranged around the table with him. "Though Leck quieting down is probably a better one."
The phone rang. Lenord shrugged and picked it up, "Hello?"
"Good evening Speaker Orvin. This is Adie Qualt down south where the toilets flush backwards. I was hoping that I might be able to discuss with you some things regarding if and when yours and mine were going to be demonstrating technological items to the newcomers. Theoretically in an attempt to see if they will do similarly for us. Since we have fairly entrenched cooperation with each other in this area, it seems fitting that we both need to carefully consider this before acting on it."
A call from Miokalia. The First Speaker had been hoping they'd give a ring. "Good to hear from you again Adie. We have been pondering such things ourselves. So far we were leaning against technological demonstrations until either they signed up with the federation or entered a separate peace agreement with us and our allies. That Baron's behavior there has show us the dynamics of their situation are more complex than an absolute monarchy. But all the same, we'd like some hard assurances first before we open up any box of treats to show or sell."
"I completely agree. Now that the conference is back on track... I hope... this should be something that we should be able to work out shortly. Now if it does, I want to confer with you about the strategy of how to go about this. And also get a bit of perspective on what they have and if it's even something we can readily use. I've been getting the impression recently that we both may have some things that they might be interested in. I know you all have been observing their equipment just as we have been. And we're starting to get some initial information about the nature of their apparent FTL system from analysis of particle emissions and behavior. The first one took us all by surprise, but the second ship offered a chance to get more of a glimpse of it, and to get some realtime data. Care to discuss this?"
"Of course," Lenord answered. "As you're probably aware, to improve our understanding of the system equation we require a great amount of data. As such, we have arrays of various particle detectors set up in spots around our country looking for anomalies and have spotted a few since they arrived. I have no doubt that your people have seen similar oddities and as such I'm curious if you've yet figured out anything to trace back to their systems there."
"Well, I do have a report ready. The second arrival event did take place above the viewing range of our nearest satellite capable of direct lomnino detection, which was unfortunate as the only data from that is from the 'flash' of this event reflected off the atmosphere. However, other observational systems operating on a wider viewing range were able to capture some things.
Adie continued, "It is of note, initially, that the lomnino flash was too mild to suggest an event of primarily haorological nature. Our analysts have stated that it is highly probable that it is based on a "hyperspace/hyperdrive" method involving a subspace of some kind. This is in contrast to the entanglement and causality-correction exploitation methods, and the methods utilized in the Geogadiy Project so far.
"Therefore, it is our analysts' assessment at this time, that this hyperdrive system likely requires support systems to handle very very large quantities of energy. Even if they handed it out to everyone, we still may not even be able to use it because it requires many other, very difficult to obtain technology.
"However, by the same token, our reletively and admittedly primitive energy storage and procurement technology here has forced us to create reletively low-energy methods to some things which they may not have. So all of us together, Aneans included, could probably do much more together then. Assuming the politics of this diplomacy maintain a minimum level of sanity. So what have you found?"
The First Speaker picked up one of the reports before him and began scanning it again. "The initial analysis report suggests a possibility similar to what you describe. A quick sim analysis of the reported anomalies are consistent with a lomnino flash. The quick system equation sim does point towards a sort of gateway event being likely. And by gateway, the scientists seem to mean a discontinuity in the local gravitational curvature. Their best guess would be that it had something to do with correcting for the difference in gravitational potential between their starting location and our location. A galaxy is a tremendously large gravitational well, black hole in the center or not, and the gravitational attraction of our own galaxy's billions of stars in the largest force acting on us as is. So moving from one well to another, or even just long distances in a single well between two very different potential regions through some sort of other space is likely to either require or release a great deal of energy." The First Speaker hummed for a moment. "Which if you think about it, could be very bad if its the latter."
Qualt then responded, "Precisely why I suspect they also must posses interstellar or stellar infrastructure of Dysonian scale to procure the amount of energy needed for such things. However, they are likely exploiting some property so that the actual energy that goes into the manifestation of these end-point gateway formations is a fraction of the total energy involved in the system.
"I'm thinking the key to this is either a causality exploit of some sort, similar to the DTD cycle, or maybe some form of resonance."
"Such large scale stuff would be a little disappointing," said Lenord. "Though I guess there might be an option to rent the infrastructure at some level. If their Emperor is here, then they're likely to have a way to use it remotely." Lenord realized that such a set up could of course easily lead to them being heavily reliant on these E.T.s if they did get in on the tech, possibly for centuries. "How about this then, we show them the basics. And not at this meeting. Separately so we don't have the Cali edging us out of the negotiations. We preview the system equation, which if they're smart they'll either know of it or will research into it on the public data bases assuming they stick around. Hell, if they don't have it already we could offer an exchange like this. We use our intimate knowledge of it to improve on their system. Now of course you need an angle as well."
"Indeed," said Qualt. "I'm thinking a bit of a preview on the Doronic Tachyonic Duality cycle methodology might be a start. We may hold back on the hard core Haorology part for now. Are you going to be conducting a sub-miniature-scale demonstration of the PDS?
"I don't know if I can convince Dosh in CAHA to conduct a demonstration with the Kwisatz Winnebago II. Since that bizzarely smelly old camper doesn't really convey the sense of a polished presentation. Even if it has a piece of a very certain kind of equipment strapped to it which cost 2 billion karats. I'm not sure about it, since it would really be embarassing if something went wrong with it. Interesting I'm sure, but embarassing. I think it might change their perception of us though if it goes as planned."
"The Commanders here are a tad resistant to a demo of the PDS. And despite our heated arguments," Lenord pauses and scans the faces of those very commanders. "I have learn to agree with their wisdom. No demonstrations of the PDS for the time being. If all of this goes down the shitter we want a plausible backup plan. If they have a way to either deactivate such a thing from outside the shell or a way through it, I'd rather they not have such equipment in place until things are a little more settled. Plus a small bubble take more time to set up and has more risks as is. Losing the building where we keep it would look strange if it failed to discontinue.
"But, I think a preview of the system equation and DTDC would be apt. And unless you have other ideas for tempting toys, I'd recommend we keep it at that."
"This sounds good to me," said Qualt. "Especially in regards to safety. We don't want to give the impression of recklessness by being... well: reckless."
"Quite right," replied Lenord. "And speaking of reckless, if they're aware of what a PDS is, and the dangers involved, then they might see a demonstration as being just that."
The two exchanges some remaining pleasantries before Lenord said good by and hung up.
"Well," he said to the Council of Commanders. "As discussed, the basics are a go for both us and Miokalia on the science front. Now the question becomes what sort of cultural treats can we come up with."

It was made by our most talented artist. It represents the ''physical form'' of the Hive-Mind and this masterpiece was made in the purest crystal from our sacred mountain.'' The souvenir was a small sphere of pure crystal, slightly smaller than the fist. The incredibly fine carvings, made with a precision laser, were creating the optical illusion of moving lines, waves and smoke, from inside the sphere. Panital the Duke's 'sectary' looked very offended but just muttered "There is only one kind of people that don't ask for trade, those that bring everything with them and expect they will not be able to. An inv.."
The Duke cut her short "Forgive my sectary she is of a desert people, but I understand her thinking. Now you know we are here, whey bring everything with you? Wealth is a far easier thing to transport?"
Panital stared down the much larger lupine and said "My people are a desert people, we know carrying extra weight over the great distances makes little sense. If you plan on friendship then you do not need to carry everything, is that not true?"
She pulled the water sack from her belt and placed it on the ground.
"So what would you give me for natural, un-recycled clean, natural water from a mountain gathered just before I left?" she asked.
It was clearly symbolic.

"What would I give you for that little bit of water? Well, nothing considering this colony has nothing of value as of yet. Money is not one of those things that you'd carry to a colony on a planet you thought was uninhabited.
"Other supplies were much more important. Wealth is easier to transport, but if this was uninhabited did you expect my people to eat and drink money? Do you expect them to build with coins? What good is wealth in a start up colony?
"And I may plan on friendship, but you make it sound like, 'Oh, we are here and there are other people here that will help us. Let's send all these supplies back to Haroma where all those ridiculously rich people can use them because we surely will never need them'."
I do hope he sees that I am joking and serious.
"Anyway, this is an odd situation. Because you want to trade this mountain water, which I do know just how pure that is, but we have no use for it. Particularly in that quantity.
"I do see the act of goodwill, but I don't think I have anything of value to you."
I am going to throw that out there and see what he would request. If it were his water for some of our food, fine. Anything minor for the water, that works. If he asked for our hyperdrive though, then I would have to kick him off the island.

The secretary had a slight revelation. While the Union put trust in agreements to keep the peace, the Cali seemed only interested in exchange. Cecil was quite aware of the idea that trade helped relations between nations but the insistence on the representatives here to exchange something, anything, seemed to be much more than that. It seemed essential to their strategy here. Cecil had never been involved in talks of this level or nature with any nation before this, but then again he was still pretty new to the job still and its not every day someone from space shows up. But maybe there's was more character gauging here than just Anea vs. everyone else. The Cali delegation seemed intensely interested in making a point about trade meaning peace. The Anean side now has made it clear that they think trade, symbolic or not, makes no sense to them.
Cecil began wondering if they had missed something. Emperors and kings at the top can be switched out with presidents, generals, pontiffs in funny hats, or whom ever and still have a wide number of possible social and economic systems underneath. The Aneans were well prepared for this trip most likely, but perhaps their resistance to the trade overtures is a resistance to explaining an economic or social type.
But then again, Cecil realized, maybe he was over thinking it.

The souvenir was a small sphere of pure crystal, slightly smaller than the fist. The incredibly fine carvings, made with a precision laser, were creating the optical illusion of moving lines, waves and smoke, from inside the sphere. I headed up to my transport and got in. I took a seat and said to the pilot, "Let's head on home. Got some more work to do." The transport lifted off and we started to fly back toward the colony. As the Colonel of the Anean Outsiders was leaving, the afternoon was quite advanced and the sun was showing the first signs of an incoming night. Slowly, almost measuring each step he was taking toward the dock, Nova was thinking, his face reflecting the depth of his thoughts. Nova-Mind : *I know this is soon, but we will have to organize a new reunion together. There's lot of things to think about and many preparations to make, so I propose the city of Minia.* Zio-Mind : *Yes indeed, we have lots to do, before our next meeting with the Anean Outsiders... The thoughts fear that the Anean outsiders might be hiding something from us... or from everyone...* Nina-Mind : *Everyone have their secrets... and do what they must to protect them, us more than anyone... But I agree for Minia, we might even be able to directly admire the launch of LAZARUS.* Blade-Mind : *I will be at Minia in one hour, with the Naval Fleet 4. I can't wait to see that defense satellite where it belongs... This will reassure the people of the Hive.* Ryu-Mind : *The relations with the Anean Outsiders will be quite profitable for both of us... Having powerful allies will be a good thing, if things turn out the way we hope...* Nova was stepping on the boat that was waiting for him, at the dock, to start heading toward the marvelous scientific city of Minia. Nova-Mind : *Yes... If everything goes as we hope, but... If things were to degenerate... ... ... Where are we with the Harbinger project ?*
