Joe stood and dusted off the some what dust covered lectern and spoke "With the expiations of the nets it is time we got the control of it under control, to this I propose this motion:
Accepting: that the internet is now an interlingual part of modern life in many nations. Stating: That someone should be in charge of the infrastructure and this body should be accountable.
Noting: That those nations that have yet to employ the technology or are incapable of doing so will be unaffected by this motion.
Stating: That we will soon run out of IP4 space and a migration to IP6 is required.
Stating: An authority shall be set up to control the assignment of IP6 addresses, the Furry Federation Authority For Names And Numbers.
Noting: That this will be of little cost.
Stating: That the authority shall work with international bodies to ensure that there is no overlap.
Noting: That technology exists that allows for both IP4 and IP6 traffic to coexist.
Purposing: That the Furry Federation as a region uses FF as it's up stream domain and nations below that use a simple two character identifiers.
Noting: That not all nations use the Latin alphabet.
Stating: Such a new system would use Unicode to allow for non-Latin script.
Further Stating: That this resolution will not attempt to enforce any moral or legal judgements as to the content of the packets sent.
Further Stating: The hierarchy of domains below the national level will be the province of the national government.
Further Stating: That the authority will run a simple first come, first served principal. Though this may be changed under future legislation, should needs be.
Finally Stating: That the authority will assign addresses in a reasonable manner."

Joe shrugged, it was kinda quiet and she wasn't sure is she could pass laws if no one bothered.
She had some fun one's like the KC taking power over all the fed and banning cheese, that she hated.

Interim representative to the Furry Federation, Maktol Quack stood to speak.
"It was my understanding that IP4 is hardly close to running out of addresses. What more, many places, such as in Tinis, make use of collective addressing, thus making use of one address for a building, neighborhood, or even a small city. Effectively such established networks already use an effective IP6 or higher standard as the data comes through one regional IP address and is then passes on to a local address. So my question is this, what is the benefits and costs of moving towards an IP6 standard? Also, we are curious as to how Furry Federation Authority For Names And Numbers will be run, whom will be in charge, what checks and balances will be placed on their activities, and of course, who will pay for it."

Joe smiled "That is a myth, using NAT and and other short term methods, mean IP4 is safe is a sticking plaster over a gaping wound. We are running out of address space. Unless a single body is formed there will be clashes and IP6 is the most obvious solution along with an light weight authority as no authority exists to my knowledge to control IP4 space. So why not get a head a little? As there is no one inchrage of the naming strategy of the net, we will sooner or latter have a clash. So a move to a single standard is required.
As for you national problems, well if you read the bill, well internal naming,ect is very much in your nations pot. Technologies exist to allow for a transition that you could employ at low cost, what ever you run within your nation is not really any one else's problem. Run X.25, the bill only covers international links. With the appropriate conversion on the border.

Representative Fourier clomped up to the lectern, blew some more dust off of it like a shot from an air-compressor (There's still plenty left for anyone else who wants to take a whack at it later. It's a bizzarely large amount of dust.)
He said quietly: "I support Representative Joe's proposed legislation. It's going to have to be done sometime, might as well do it now."

Representative Quack again stood to speak:
"Our analysts suggest that the basics of this legislation are on the right track, however there is a technical issue that we may find difficult to support. The name given to this new body seems, well, rather broad. Do identify them as having authority over names and numbers seems to be suggesting they have greater authority than spelled out in this resolution. Why was such a name chosen? Is there perhaps further resolutions coming down the pipe that would expand this new body's power? I would hope for more clarity on this before the Union votes."

Joe put down their copy of "War and Peace", well she had just finished it.
They spoke: "Well you see the name is simple, IP addresses are numbers and country domain names are...well names. I will not deny it's name is very broad but this motion would pass a precedent of this place, placing control of some of the mechanics of communication outside the political sphere where it belongs.
In time with this body's agreement we can expand this to cover telephones, postal codes and other such parts of the minutia of communication that politicians are, let be honest, not very good at.
In time it might in time expand to these roles but obviously not without this places agreement. The commonwealth can run without a government indefinitely with out anyone directly in charge and due to the nature of our civil service the systems will just tick over.
What I am saying is that by placing a simple mechanism that is a-political and unconcerned with international politics in charge of what are, after all, systems that would be beneficial to all of us makes sense.
All this authority will ever do is the paperwork and make things work. I am certain that your leaders have better things to be doing with your time?
Lets be honest do you really care what IP block you get? If you want ti, tn or ts, ask for it, have a referendum back home if it matters to your people that much. If it expands to cover com* numbers is 44 better than 33?
That and I see no flaw in having a standardised panic number, be it bottom right on a com* three times, bottom right ones and top left twice or top left twice and the one next to it once#. There is no reason why you would have to change the number your people are used to, perhaps it might cause some problems, but that is a debate for a different time. We need some one to ensure systems like this work, but this is just the first step.
If it's expanded all this organisation will ever do is assign names, numbers and perhaps post codes.
If it starts to interfere with internal communications of my nation or becomes politicised my nation will be the first to call for it's disbandment.
But this is not the issue at hand.
As for technical matters, I am certain that your boffins like ours will come up with a solution. I assume yours are as good as our guys." Joe Smiled.
