Waldo, acting as the Tinisian representative to the council, brings the chamber to order. Assembled are the approximatly 20 or so representatives of the nations of the Furry Federation.
"The subject for today's meeting is the Furry Federation itself. From the federation's inception, its goal was the mutual defense of the various sentient beings of this continent from outside agressors. To stand united under a common banner of mutual defense.
"However, I hope Tinis is not alone in observing growing animosity between some member nations, as well as out right maniuplation, attacks on former federation members, and coveting of Trust Territories without approval of the Federation council. I feel the federation is presently in a sad state of affairs.
"I hope to lead a discussion today to try to change that. I would like us to speak on the following sub topics: 1. The nature of federation membership, and the rights and responibilities it bestows. 2. The need for active participation at this council. 3. Re-establishment of a formal Furry Federation Defense Force. 4. Federation coordinated space exploration. 5. Establishment of an international crime fighting body for the federation. 6. Pulling our more isolated member nations into the world community. 7. Other things that could strengthen the bonds between member nations.
"I hope each of you will touch on these subjects today and in the following days. I now open the floor to debate."

*Wingstin looked around at the other members of the council, practically in a stupor over the questions the bold Tinisian was proposing. She had to stand up and say something*
The calico stood, wearing her tri-color shawl.
"Does no one else care about the future of the federation?? Mutual defense is one matter, but why should we feel the need to protect ourselves from other federated nations? What we need is a cooperative monitoring system for large scale vehicle launches. Objects moving at speed in the upper atmosphere can easily be tracked by implementing a global network."
She waited a moment before continuing, feeling out the moment.
"An international crime fighting body... would someone please elaborate on the usefulness of such?"
