Ambassador Fourier makes a statement: "I stand by Cal's statement as the deployment of these satellites allegedly for our 'protection' was done globally without global consent.
We are presently removing the weapons from the airspace over Miokalia and we will defend that airspace from attempts to recover those satellites. With force."

A representative from Erenmor, a fox by the name of Jason Torino, speaks up:
"Erenmor will be providing a list of our communication satellites, hoping that the SOTO nations will not behave like paranoid and trigger-happy loons, shooting down anything in orbit that's not theirs. If you're claiming to be protecting against nations like that, it should go without saying that you yourselves should NOT lower yourselves to that kind of level."
Of course, it helped that the defence grid doubled as the communications grid for Erenmor.

Fourier responds to ambassador Torino:
"We are well aware of your satellite system, as we do use bandwidth on it for Malych who travel to your country and likewise you use it for your own who travel to Miokalia. We can tell the difference between communications satellites and weapons platforms.
Either work with us on removing this threat from our skies or leave us alone, Torino."

"You will receive the list of our satellites," Torino responds with a shrug. "That is as far as our cooperation goes. I would assume you're not asking for assistance in rendering the other satellites inoperable - Cal has already proven they're capable of that on their own."

Fresh off the train from Arx, First Speaker Izixs appears and releaves Secretary of State Waldo, often the acting Tinisian representative to the council. On his way he was briefed on what was already discussed.
"I have a statement to make," he said when the current exchange was finished. "Earlier this evening I spoke directly with the Ixnillian leadership, Kojiro Hollenfeuer, Leader of the Revolution. Hollenfeuer has sent a high end representative to speak on behalf of Ixnill and they shall be touching down shortly.
"As others have mentioned thus far in the babbling places, the Ixnillians are claiming this grid of theirs as a national defense measure. To protect them and their neighbors. As I suspect, as all of you most surely do, there is more to it than that. Just as there is more to the fact that there was a Cal satallite in the right position to play pool with this Ixnill grid, and just like Erenmor has a heavily armed series of communication satallites, and just as Paenisulan craft often make trips to the far side of the moon for no observable reason.
"There are many paranoid types in this world. Nations, such as several in this very federation, whom feel it is useful to build arms in an unofficial arms race. We reduce the need and storage of nuclear weapons, then less than a year later, boom, its on to satallite warfare. What gives? Really? I mean, is everyone in this universe insane?"
Those close to the dragon could easily observe a slight change in the tint of his eyes from the normal sky blue.
"I would hope today that everyone proves my doubts false. When their representative arrives, I would hope the intent will not be to spook them into making this problem worse. The Federation does not need an internal war. We've avoided nation against nation conflict inside the federation thus far, and with good reason. We stand against those whom have tried to impose their wims on us as they used to by standing togeather. Not ever nation of the federation was affected by invasions from the far side of the planet, but I can assure you, if we start shooting each other now you will.
"So be civil, strong, and honest. Though I will understand why few will adhere to the last request, so perhaps a better option would be to instead of seeking a short term security goal, to seek a long term one. And not just for your nation, but for your neighbors. Because this current climate of arms escelation is not helping it. And when their represenative arrives, I'll be making sure to hit that point home with them. And I hope you will join me in that."
He takes a seat. The representative from Shikeishuu who sits next to Izixs heard a slight electrical spark. Sometimes when Pargalonian dragons are in a foul mood, they can't help their electrical side. But Izixs had no intention of zapping anyone today.

Ambassador Petria Eksion walked through the hallway to the conference room, a determined expression on her face. She was a beautiful violet furred rabbit with long red hair that draped down her upper back. She wore a light blue silk dress suit for this occasion, deciding it would make a good impression.
Her orders from Kojiro Hollenfeuer were as follows: suggest the pros of having such a global protective system in place. Reveal that it might be utilized by the Federation as a whole, or elaborate further if Izixs suggests or otherwise brings up that possibility. Fight against any demands to have any part or the entire grid removed no matter what. Paint Ixnill in a positive light whose only goals are the safety of its citizens.
She took in a deep breath as she reached the door. Behind that door was the convened council. She put her best face forward and then pushed her way into the conference room.
"Greetings, council members, I do hope I'm not very late," she said, walking further into the chamber, nodding to each individual gathered.

"I would believe they were only getting started," spoke up another figure, entering shortly after Petria. It was easy to tell the new arrival was from Erenmor - if not from the clearly mechanical voice, then from the voluminous robes that seemed so popular among their AIs. Aside from the black, white-trimmed robe, the figure wore a tall helmet similar to an old gas-mask because of the two hoses running from it and disappearing under the robes - or perhaps that helmet was its face. The figure walked over to sit next to Jason Torino.
"I am Durand, here on behalf of the Overseer of Erenmor," he introduced himself briefly before sitting down.

"I'm not sure what there is to discuss.", said Fourier. "Considering that a shot has been fired upon Miokalian soil, and that our gamma-resonance scans indicate that Ixnill is in violation of the nuclear weapons ban, and additionally based on the signal strength of those scans, has brought those weapons out of storage and into probably an armed status.
It appears as though Ixnill is attempting a unilateral invasion."

Petria frowned, clasping her hands in front of her. This would indeed be a difficult conference, especially knowing that the entire situation had Kojiro on edge. She silently prayed that these nations wouldn't do anything to seriously upset the Fearless Leader of the Revolution. The jaguar had a temper like a thousand exploding suns.
Petria attempted to push the fears to the back of her mind. "Now sir, I can assure you that Ixnill desires no such thing," the well-dressed rabbit said. "We only desire the safety of our citizens, and the maneuvers against the grid are frankly driving our government into concern. Do each of you not also have weapons in space? Why should Ixnill be denied that equal right?
"I speak for Kojiro Hollenfeuer when I say that she feels that certain nations are maneuvering against her because of certain actions taken against the grid."

Fourier says, "Miokalia has two weapons in space. And everyone in the federation knows about them. BUT both of our weapons exist over Miokalian airspace, and we never would move them over another nation's airspace.
AND one of the weapons is of extremely precise nature and significantly low-power compared to the antimatter cannons your leader is dangling over all of our heads. It is to intercept other weapons. A system much cheaper than, and as effective as this grid system your leader has chosen to use.
AND the other weapon isn't a weapon at all, but rather a passive anti-nuclear deployment system designed for the specific purpose of preventing nuclear-triggered detonations in the federation in lieu of the nuclear weapons ban. And the federation knows this as we were very open about this system at every phase of it's implementation.
The difference here, is that our defensive systems are just that. They are defensive systems. That purpose is clear in their implementation. and they do not intrude on the airspace of other nations.
If your leader was trully interested only in defense than she would have implemented a similar scheme to MSNADI and the C-ring, instead of expending vastly more resources on what is, no doubt, a global attack platform.
I speak for Secretariat Andertol, President Phong and Protectorate Commander Blinn when I say that they all feel that Ixnill is making an attempt on civilian lives, by pointing orbital weapons at our civilians and arming illicit nuclear weapons."

Petria bit some at her lower lip, thoughtfully taking in the tirade against Ixnill's grid system. This one would be hard to convince and win over.
"Sir, as I have already messaged one of you nation's representatives, the grid can protect from extra-terrestrial threats as well as terrestrial," she explained in a soft tone. "Such a wide-spreading geographic location can prevent enemies from other worlds from entering our planet's atmosphere entirely. Such foes would be sorely pressed to attempt a landing on the surface."

"Were some extraterrestrial force, which somehow, we haven't seen, to decide to attack us. We have a number of ways to defend ourselves from them. Additionally, this grid system has far too great of a possibility for being abused. In fact, I can see that there is no question in that such a system could be anything but abused. Most importantly, this is a global action which has been taken without global consent, and that is unacceptable.
Now, let's just dismiss this guise of this being for 'our mutual protection', because damn it, what kind of idiots does your leadership think we all are? That we would just sleepwalk into having knives held to our necks?"

"I can assure you sir that my leadership does not think you idiots at all," Petria assured in that soft tone of hers. Okay... that might of been a little white lie, as she had no idea how many people in the world Kojiro thought was an idiot or what their identities were. Regardless, she continued: "Still is it not a precautionary move to at least have a first line of defense and leave your... 'own methods' in reserve just in case? My leader actually wants me to suggest that the entire grid can be used by the Federation itself. Is that not a generous offer after all the years and money we have spent developing it?"
