R 113: Recognition of Intelligent Beings [passed]

[The Union of Tinis]

OBSERVING the travesty that has occurred in the defeat of a resolution protecting the rights of biological sapiens of all types by the international body known as the United Nations;

And OBSERVING the fact that the Furry Federation wishes to be more relevant and responsive to the needs of its member nations than the United Nations is to their member nations by ensuring justice and intelligently promoting world peace;

The Council of the Furry Federation declares the following:

1. That all species who are of a biological nature and who demonstrate an interest in being recognized by the Furry Federation as people shall be recognized by the Furry Federation and the Council of the Furry Federation as such.
2. Any non-biological entity who demonstrates wisdom and intelligence before the Council of the Furry Federation and demonstrates an interest in being recognized by the Furry Federation as people shall be recognized by the Furry Federation and the Council of the Furry Federation as such.
3. Only with a majority vote of the Council of the Furry Federation may the recognition of a person or people be called into question and a vote on weather that being is a person or not be held, and then only by a three fourths vote may recognition be revoked.
4. Any and all rules, laws, and regulations set down by the Furry Federation apply equally to all persons in side the Furry Federation.
5. Any rules, laws, or regulations set down by any individual member nation of the Furry Federation shall apply equally to all persons inside their nation unless otherwise mandated by the Furry Federation.
6. All persons inside the Furry Federation shall be granted equal due process before the law.
7. If a species or person requests special exceptions to these rules due to biological differences that make an exception to the rule necessary, any representative may sponsor a resolution to create that exception.
8. The Furry Federation declares that injustice shall not be tolerated inside its domain and that we will do our best to fight injustice beyond our boarders.

We request an change in section 2 to read as follows.

2. Any non-biological entity who demonstrates wisdom and intelligence before the Council of the Furry Federation and demonstrates an interest in being recognized by the Furry Federation as people shall be recognized by the Furry Federation and the Council of the Furry Federation as such.

this is so that a non biological species would not feel that it is forced to be recognized, just as a biological entity is granted the option.

The Protectorate of Miokalia agrees entirely with the resolution.
As it is pertinent our population the majority of which are non-human, and especially relevent to the substantial part of our population which is non-biological.

The non-biological constituency of our nation extends gratitude towards the Federation for supporting this resolution, even if it didn't or may not pass. As there are so few places where this constituency, as well as any non-human one, are guaranteed personal rights.

We think that this resolution will pass within our own boarders. However, it is outside of our boarders where it will have no effect that we must be careful. That is, untill a UN resolution is passed.

We have faith that the Federation will approve this resolution.
As for the UN, we don't believe that this resolution will pass yet.
The People of our nation show a general cynacism toward the workings of primarily human-dominated institutions. As there is a history of exploitation and misunderstanding between many of our ethnic groups and previous human establishments. Despite this, Miokalia maintains an open-arms policy regarding immigration of humans as well as non-humans.
Regardless of any external legislation, Miokalia will protect it's non-human/non-biological personal and civil rights, of which we are very proud.

I'm proud to annonce that our federation has done what the United Nations refused to. The resolution has passed with a vote of four to zero.
