Waldo, the raccoon Secretary of State of Tinis, takes the floor in the council chambers in a break between different business.
"In these dark times it is often healthy and needed to find a beacon of hope. Though different people may need different beacons, one that my nation wishes to create is what I wish to talk to you today about."
He groans to himself at the poorly written statement, commenting silently to himself to rewrite anything he gets from the Space Forces in the future.
"It was only twenty years ago that Tinis performed its first successful space launch. With help from friendly nations, several of which are represented here today, my nation was able to make the leap into space decades before it would of otherwise, and for that we thank all of those who assisted us.
"But today, Tinis wishes to make another leap to-wards the final frontier. As you may or may not known, a bill was passed in our Chamber of Speakers that authorized the design, construction, and launch of a exploration vessel. Last night, the bill became law with the overwhemling approval of the people of Tinis. This vessel, currently know as the Crystal Eye project, is to go on a two year journey to explore the outer solar system, taking data, deploying probes, and watching for signs of intelligent life beyond our planet. The Crystal Eye will be manned by a crew of ten to twenty, depending on which design is used for the final vessel. Designers are set to be finalized by the end of next week. The Crystal Eye is set to begin construction sometime in the next two months, with a launch date of January 1st of next year for the first pieces. A majority of the final assembly will be assembled in orbit and if all goes according to plan, the Crystal Eye will be on its way by July.
"Tinis has made a component of the project, a requirement that at least three of the crew be non-Tinisian. That is why I am speaking here today. To ask for recommendations for potential crew members for the Crystal Eye. Tinis will have the final say on who goes and who does not, as all applicants must meet minimum skill and fitness requirements before they can be considered. Tinis will pick the most qualified applicants who are capable of fulfilling necessary duties on board the Crystal Eye."
Waldo smiles at the council while he takes a drink of water. Then his smile becomes a slight frown.
"There is one other thing that must be mentioned to you all today. That is that the primary engine of the Crystal Eye is what is known as an Orion drive. An Orion drive uses small nuclear detonations to propel the space craft to cruising speed and to decelerate it when the time comes. Tinis has no wish to place weapons of war into space unless such weapons are used against us, but in the interest of science and exploration, this drive has been approved for use by the Crystal Eye. The Crystal Eye shall also have an experimental Ion drive system as well for primary maneuvering and for slow acceleration periods but it will not be primary.
"Tinis will take every precaution necessary to insure that the Orion drive operates as designed and no accidents occur."
Waldo breaths finally.
"In conclusion, we hope that all nations put forth their best of the best for this mission to the farthest places any one has ever been and beyond. If enough applications are put forth in a timely manner we hope to finish the selection process before construction begins. You will all be given more information on the information required for an application as well as the fitness and skill requirements shortly. Thank you."

Drive Systems: Orion Drive: The rear section of the Crystal Eye will be divided into two sections. The section closer to the middle of the craft will contain the vessels primary power systems and most functions. The far rear will contain three systems. The first of these is the ion drive which will be structured in a hoop around the perimeter of the vessel's rear. In the middle will be a deployment apparatus. The rest of the section will be a blast shield deployment system that will cover both the ion drive and the deployment apparatus from the affects of the orion drive.
When the Orion Drive is to be used the deployment apparatus receives a small nuclear device from a special bay in the rear section. The bay is only accessible if three of the crew, one of them being the captain, enters three different pass codes, but access to the bay is not required for Orion Drive use as the apparatus is fully automated. At the same time the Ion drives will enter sleep mode (to prevent activation) and will be covered by blast shielding. The apparatus will arm the nuclear device and fire it out the back of the vessel at low speed. The apparatus will then also be covered by blast shields.
At this point, the nuclear device must receive three coded signals from the Crystal Eye on a set frequency (the antennas and their specifications for these broadcasts are not noted here for security reasons) at certain times in order for it to become armed. Once the nuclear device is armed a thirty second timer will begin. The timer can be halted and the nuclear device disarmed by a special cancel signal being broadcast from any source, be in from the crystal eye, or other friendly source. This feature is to ensure that in the event of catastrophe that one of these devices is not detonated in such a fashion as to endanger lives.
The nuclear device, provided no cancel signal is sounded, will detonate after the timer runs out. The blast will strike the Crystal Eye's blast shield and accelerate the vessel at an incredible rate. The blast shield is designed to protect the crew and all systems from both the EM pulse and radiation from the blast, but additional safety systems will be installed in between the different sections of the vessel. However, the crew is required to follow all safety procedures during Orion Drive use.
Ion Drive: The ion drive uses accelerated ions and electrons to create a low level near constant thrust. Unlike the Orion Drive, the Ion Drive is a low energy, no radiation system that uses compressed gasses as fuel. The gases are stripped of their electrons and accelerated through the Ion Drive by electromagnetic pulses. The Crystal Eye will basically push off these ions to accelerate when the Orion Drive is not optimal. The Ion Drive will be designed to be usable for the entire expected voyage of the Crystal Eye plus two years. The max thrust of the Ion Drive is low, but its constant acceleration is ideal for certain portions of the voyage.

Old Tinisian and Pargaolo have the same roots and constructs but Pargalo is prevalent in the old nation of Pargaolo where many modern Tinisians came from, while Old Tinisian is spoken by the native inhabitants of Tinis, Fen Fen, and T3h Furry (clarity is your friend). But most casual listeners can't tell the difference between Old Tinisian and Pargaolo any more due to word mixing since the Tinisian migration in the 40s. Main differences pop up in certain past tenses and in formal language, where Pargaolo is quite annoyingly complex (likely the reason certain Tinisian politicans speak the way they do :-p ).]

Personal History: Family immigrated from Malychis to Miokalia for business purposes. His parents were utilities engineers hired to help with the modernization of the power and water systems of south Miokalia. Then when the war came, while he was attending college in Hokyldaryon, both of his parents were killed defending their home and neighborhood in Dorigan. Dariyn enlisted in the Miokalian Protectorate Army after graduating with honors from Nandaro College. He served as a nuclear technician aboard Malych Haxxar-IV sub-orbital drop-ships. Because of his physiology, he was particularly useful in emergency situations for being able to access mechanical components of a reactor system that would normally be completely inaccessible to organic beings because of the lethal levels of radiation. This ability came in handy while he worked at Daechyron Aerospace as a testing engineer making regular flights in the KXDR-104 space-craft used to test out experimental reactors. On one occasion, a reactor vessel burst a leak, igniting the graphite pebble units inside while just out of orbit. The explosion damaged the seals on the containment doors and a large explosion that would kill everyone was emminent. If the explosion didn't happen though, the radiation would, as radiation levels inside the ship were quickly rising. Dariyn was able to commandeer the automatic computer-controlled systems in the reactor chamber directly and flood it with water, dousing the graphite fire and absorbing some of the leaking radiation, slowing it's spread and buying the crew some time. The emergency jettison hatch had been partially melted shut from the intense heat from the initial explosion so the reactor could not be released. Because the radiation wasn't as lethal to him, Dariyn was able to enter the chamber, and according to crew reports "chewed the melted latch off to open the hatch with his own mouth". He then escaped from the chamber through the door with damaged seals, then turned around and welded it shut, as explosion was emminent and if it were to explode during jettison, it would blast open the door as it was, exposing the entire crew to enormous levels of radiation and the cold vacuum of space at the same time. The reactor blew open just after clearing the jettison hatch, and the crew sustained no casulaties and minimal injury with no permanent health effects. Dariyn sustained some injury, from which he made a full recovery soon after.
Health History: -Leg was blown off at age 20, during military service, entire leg apparatus was replaced and normal functionality was regained. -At age 26, both hand claws locked up after their joints had been partially melted after picking up an extremely hot piece of material during a lab experiment. Joints were replaced and normal functionality was regained. -At age 52, optical systems were damaged from the radiation during the accident aboard the KXDR-104 and he had several cracks in his claws and plates from the extreme temperature changes he experienced. Shortly after the accident, the damaged components were replaced and he was able to make a full recovery quickly.
Preliminary Psychological Records: -Dariyn has no history of any mental illness or unusually dangerous behaviour. -Based on past actions, he appears to be fully capable of interacting and working with other species and making reasonable decisions.
