A bird (ensemble type aircraft) touches down in Naraemat on board was a small diplomatic team from the foreign office of cal. They had been sent to organize trade and diplomatic agreements with the Naraemat government.
They were lead by a Teerie named Ta he was short for a teerie being less than five foot ten. But he hoped that this might be his big brake, as setting up trade agreements and diplomatic accords would advance his career.
Naraemat was an obvious nation for Cal to ally with, it being close and apparently open to approach. As they land Ta wonders who he will meet, his schedule was already bulging with local business types. He was hoping to get to the governing faction of the nation, but this was just a passing chance, so they may not be receptive as yet.

Almost the instant after stepping from his plane and into the airport at large, he is greeted by a bright red feathered avian-type. Flanking him are two rodents decked in cliche' bodyguard-black. She steps forward and offers her hand forward to shake. "You must be Taw," she says formally, "If you'll just come with us, we can get strait to any business. Mr. Ryan here will take your luggage for you." She ends this pointing to the bodyguard on her left.
As you hand your suitcases over and follow along side them, you notice there are three rodent tails following behind the group.

Upon leaving the airport, you are escorted to a black limousine. The rat-tailed bird hold the door open for Ta. After seating herself inside as well, the vehicle takes off. You contemplate for a moment if you've just been kidnapped when your 'captor' breaks the silence.
"I'm sorry if we're going a bit fast for you. We've been a little out of the loop while Moore was in office, so everyone in diplomatic relations is a bit ecstatic." she states rather rapidly. Almost as an afterthought, she adds, "Oh yes, I'm Faye Gates."
Faye sits on the opposite end as you, a short table taking up the mid-space. Her rodentine tail crosses her lap in the same casual manner as someone crossing their legs. "So, are there any question you want to ask before we arrive? We have a good thirty minutes before we get there."

Ta looks at you he should be showing some kind of note to your odd appearance but fails to. He himself is waring a gray suit and his tail lyes twitching beside him, It is apparent he is a skunk but you have never seen a tall green one before.
Ta pulls a bottle from his bag and a couple of glasses. He pours a dram each, and says "Well I would ask if you drink, or if it is even legal here, but I a diplomat...I believe such is allowed?".
"Right to business, could you pick up the rest of my people from the airport, they are very likely to wonder where I have gone."
You nod noting a possible diplomatic fo-pa that was being ignored.
"Right to business, things have kicked off quicker than expected so shall we assume that and exchange of ambassadors is in order?" Ta asks
You nod more out of shock that anything.
"Right where do you want your new diplomatic quarter, we can move fast."
You look a little shocked you do not have the rank to approve this.
"Oh yeah the Bird is still Calie soil, as all diplomatic craft, they are likely to get very snippy if you try and board it."
You get more than a little concerned about this.
"Get on the phone may as well strike while the irons hot, hadn't we?" Ta ends
You get on the phone, Ta gets on a comm, he speaks: "Yeah I'm find, they're a bit keen.......no probs......no reason.....Yuactual,yudh.......ne......cool"
He mouths "accommodation" to you

Gates takes the glass of Dram and prepares to sum up the answers to your questions. "Your people have already been contacted and informed by now; We have a special schedule for your first day here. We'll show you were we want your embassy to be located once the initial proceedings are over, and I don't believe anyone will attempt to board your plane."
"As for accommodations, they may be discussed in detail later. Needless to say, Naraemat will cover the expense."
"Will there be any more questions before we meet with the Miokalian ambassador?"

Ta drains his glass and smiles, "Very efficient of you and your people, I see no more issues to discuss before we proceed." he says as he pours himself another dram
"If you will forgive me for a second, I just have to re-organize a couple of things." Ta continues and with this pulls out a small laptop, opens it and flips the screen round and closing it. Turning the machine into a tablet. He taps the side and a long stylus springs out the top.Ta pulls it out the remainder of the way. He scribbles some thing on the screen then taps the screen a couple of times, frowns, mutters something, then taps the screen again and scribbles a few more things. Then taps the screen one final time.
He then smiles and says "Right that's the 'paper work' out the way, just making sure every thing is organized. Just switching my paperwork from business related stuff to more diplomatic matters". He then smiles, turning the machine back into a laptop and closing it.
"I don't know how we managed without these things, they make life so much easier. It'll have got everything I need by the time we get to the Miokalian ambassador, providing the people back home are awake. Another drink? Oh yes, do you have any questions for myself?" he finishes.

Faye leads you to the thirtieth floor and into a windowed room with a conference table and the Miokalian ambassador. "Please, have a seat." she instructs as she sets down her briefcase and passes a light folder to the other two. "This the general outline of the alliance we wish to propose. We feel we all have much in common, and where we do not, we compliment each other quite well. This treaty will cover trade, immigration, and defense of our nations, as well as a few individual endeavors, and eventually incorporate all of the southern nations of this continent. If you'll allow, we'll briefly cover each main point and establish our stances on each, and deliberate in full tomorrow."

Cal is happy to join SOTO (Southern Ocean Treaty Organization) mutual defense alliance, in principal. But as a major contributer, some defense contracts might get this though the parliament?

We have no major interest in off world plans so are willing to trade such things for fishing and mineral rights here. We are capable of manned flights but are not interested.
Providing you leave our quiet cheap and lucrative satellite marked....not our probs...or see above.

Plumaas Sozar, the selected ambassador from Miokalia for the SOTO organization, selected and assigned before the treaty was even signed, said, "I suppose our inorganic counterparts won't have a problem with Io, the Galilean moon they were wanting to use for resource purposes being reloacted to a much closer location to be used as a satellite gravity ballast for another terraforming project... It's not like Io is very suitable for anything but resource acquisition anyway, there isn't a drop of water on it and it's full of molten silicate. Though I must ask, how is it that you plan on moving the densest moon in this solar system such an enormous distance? Not to mention the other Galilean moons as well. If you were looking at us for this ability, I am sorry to dissappoint you. Coaxial doesn't work with anything heavier than a commercial jet, even then, that's about the absolute maximum right there. There is no way to move a celestial body of such scale with that technology. I suppose the Malych have all kinds of solar-sail kinds of systems... but those are unbeleivably difficult to construct... and for a moon? That is beyond their abilities as well. I assume you all have a theory for how to accomplish this?"

That way, jobs are created in both places, and companies get the markets they want.
On another matter: It is a very strict federal law where I'm from that no electronics or consumer technology company is permitted to comply with information and media censorship practices in other countries. That includes: nation-wide internet content filters and the logging and transmission of information to assist with the enforcement of information regulation practices. But I doubt that applies to anyone here."

"Mr. Loych, Naraemat does have the same features and concerns regarding trade. Free trade is not a desirable objective for us, as there would be no benefit to any of our parties at this point. An import of energy would be greatly accepted, however, and allow us to phase out the remaining coal-burning plants without a loss in the grid."
"We would not desire to censor the flow of electronic communication in any manner."
"We did not begin the project with the assumption of Miokalia's assistance, Mr. Sozar. We have a vague plan in the works, but it does not need to be settle on for at least another eight hundred years. You should have one thousand years to retrieve what you desire from the moons, but we do request leave of the water of those moons by that time."

Those undersigned, representing their respective nations, agree to the following;

It is agreed that all participating shall follow the terms, or else be removed from the treaty and all benefits that follow.
At any time, any amendment may be added, changed, or removed from the treaty upon agreement of two-thirds of the nations undersigned

A standing force will be supported by the undersigned at all times to coordinate military efforts in the case of defense.

The signed nations shall participate in each others mutual defense. In the case that one should be assaulted by a foreign power, all others shall come to aid.
Bases may be borrowed by all members from each other on a Knock-for-Knock basis, in which the lending nation will waive claims to government property by the borrowing government, though individual claims may be made.
The signed nations will participate in keeping their respective intelligence agencies in contact with each other.
All nations signed will have the right to pursue criminals or otherwise into each others territories.
In no case except unanimous agreement shall the use of Weapons of Mass destruction be authorized by any of the signed nations.
-On Civilian Matters
International Copyright between the signed nations shall apply only to those capable of singular assessment. No copyright may be held internationally by a group.
Copyright shall be preserved internationally to the extent of 75 years.
No patent may be held internationally for any non-tangible application.
There shall be no manipulation within the processing of data in any nation.
-On Foreign Policy
Aid shall be provided on a case by case basis by the collective ability of the signed nations to nations in political, economic, or social conflict.
No foreign nation shall be given aid if it should not provide the basic rights of its citizens, if it oppresses them, or otherwise comits injustice towards its populous.
All nations signed will allow for the free movement of all people between them. _________

That always makes a treaty trickier to break from.

Plumaas seemed very disappointed as she took a phone call. She briefly looked at Ta for a moment and then said something into the phone and then said something to Haciato. Haciato looked very displeased. He muttered something and then, from that point on, the stopped making eye-contact with Ta.
"Okay, what just happened?", asked the bewildered, but suspicious Ta.
"Your nation just handed out free weapons and military resources to tribal militias as a reward for their service.", said Plumaas looking down, "While I know it isn't your decision, I am afraid this is going to stall our process of accepting this treaty.
To us, that act shows that your government doesn't really seem to take peace very seriously.
As long as people have to take up arms to change things in their government, your nation will never escape the tragedies of civil war.
Reward your loyalists, but reward them with something other than the means to undo all they fought for"
She then looked to the side and Haciato said, "Loyalists or not, now they have weapons and if they decide they don't like Tel for whatever reason one day, they'll be using them. And you will have military conflict, inside your nation.
The treaty was already on hold because of the Acta matter... but this is causing us to seriously scrutinize this in respect to our principles.
I know, it's your country... And it's not your personal decision.
I'm sorry but Andertol will have to review this, and right now, I can pretty much assure you he won't be thrilled."

Andertol set the copy of the treaty on the corner of his desk and placed a call to Prime Minister Salato.
"Miss Salato, I know we have very different ways of doing some things, with what I thought for a long time was a similar goal.
I think I'm beginning to doubt if that is the case now.
Let me give it to you straight Salato: Right now there is a bill in our upper house calling for provisions to build a Berlin-Wall of sorts on the border of Emayshira on Emass.
That's because our feathery friends down there are scared shitless that those faction militias your arming are going to do what independent carreer militia warriors tend to do when they get bored: become mercenaries. Specifically, become mercenaries hired to fight guerilla skirmishes on Emass which threaten the stability of the island.
So they want a wall. They want a 20-foot high wall.
I'm not going to tell you how to run your country but...
At this point, you are going to have to find a very good reason to stop me from signing this bill if it shows up on my desk. And SOTO isn't going to work like this.
Now this is aside from the fact that the act basically provides the means and materials for domestic faction warfare in your country regardless of if these materials are distributed to factions which happened to be loyal in the last conflict. This situation is also known as: civil war.
I would hope your people are not so quick to forget that war is tragedy and misery. And that form of 'glory' in the history books is an illusion, a filtering of details caused by hindsight.
By all means, reward those loyal to the commonwealth... but could you do it in a way which at least tries just a little bit to show a commitment to peace?
I'm not signing SOTO until you can assure me that your nation is not going to decend into civil war again.
I want to trust you, I really do. But this militarism and assault-rifle-waving business is making it very difficult to do so."

Salato sighs, then says "The way the act has been spun to the media is different from it's actual purpose. The simple fact is that since the civil war cal has been awash with weaponry and groups totally out with government control"
"The problem is with the tribal forces and increased number of militia groups that have never been under any real governmental control, the territorial units are just weekend warriors and under direct army control. The biggest problem is the tribal forces especially the desert drewen that are very independently minded and quite often aggressive towards each other."
"With the act we hope to make them reliant on the government controlled armories rather than at current where they have there own weapon stores. We could try and cease these but this would probably result in violence and would not be too popular."
"We have had to spin it in such a way that the tribal forces and militias would accept it on mass. We also had to offer them some reason to abandon their current stores of weaponry, so offering them better weaponry was the obvious solution. The only detail that they, with luck, will not notice is that the bill allows the executive control of the armories and more importantly the magazines, the weapons provided require specialist ammunition which we will have total control over, it will be provided free but in limited quantity. Thus will in time will allow us to remove their means to fight should they decide to cause problems."
"As for the training, along with the usual military training we will also try and get them into some semblance of a normal structure and over time bring them into the more main stream territorial units."
"This is more of a long term plan and is not perfect, but it should stabilize the current situation. I believe a more authoritarian action would probably have been more to your liking but it would simply not work. We do have similar goals, but we go about them differently."
"As for militarism the size of the calie army has never been smaller and is becoming increasingly dependent on territorial units, this act may also provide much needed additional units as there is only so much that can be asked of the current territorial units."

The Emayshira wall bill just failed, by the way. It didn't get past even two rounds of debate.
I apologize for referring to this as 'militarism and assault-rifle-waving business', but at the time, that's what it looked like.
And yes, when it comes to weapons, I do prefer authoritarian actions. Weapons aren't free expression, The right to kill isn't a civil right.
From what I understand of this: these militias don't plan to disband and they've wanted weapons in the first place. And it's either you give them proprietary weapons which you can regulate the ammunition for, or they acquire them from elsewhere.
Emayshira is still not happy, because I don't think they will trust Cal ever. They still want a wall even though I have strongly suggested to them otherwise. They may choose to build one without federal funding on their own. They do have local government which can do that sort of thing on their own, of course.
I will keep the SOTO ball rolling then. Now the only thing we need to have worked out is the matter involving the Acta. But that's being worked out by others right now."

Salato replies "The media was meant to take the bate, well the tabloid media that these people are lightly to follow. Don't take what we feed the media as fact in future, our way of government is much more subtle than that."
"Holding power here is always a balancing act and I don't hold a grudge as to the way outsiders view my actions....If I did that I would have a grudge against every government in the fed."
"The tribal leaders already know what the plan is, none are stupid, but they quite like their positions."
"As to the Acta we are totally non-plussed about what is going on with them."
