"The delegations had me convinced that they had every intention toward using Calie forces to perhaps inadvertantly cause a tragedy for civilians.", said Blinn who was being questioned by the president across the room in the manor.
"It would appear that our attempt to assist with what we thought was going to be an exodus is totally unnecessary.", said Phong
"I do not trust the leadership of the island to direct Cal in a way which does not compromise the safety of civilians. There is only one thing I care about in this situation, and that is protecting our own. Something Cal could do, but something the others on Emass would not.", said Blinn.
"Why did you allow Andertol to strike Homolka? The Emassen now think we are inherently aggressive. Cal is not impressed... That couldn't have been an accident.", asked Phong.
"Andertol blames this entire thing on Homolka. I agree with him to a point. Although there is a very clear sociological trend here that I have observed. Homolka has risen to power from desperation. The other Emassen allowed the circumstances to create this kind of aggression to happen. The Raptorans on the island are an underclass.", said Blinn.
"We're getting out of there. Although I have to say, the only reason why is Cal.", said Phong finally.

The few hundred aid units were ordered to the southeastern section of the island. There was no point in trying to find refugees amongst those opening fire upon them. Of course, this was documented and found it's way to the internet... And thus minor media made a big deal of it.
This changed the public attitude quite a bit.
Foretunately, the fact all of these units were Malych made things a bit less severe. But still the results were profound.

Emass quickly began being referred to as Do korutapo esch, which basically means "the savage (or feral) island". Oddly enough, the Draconids in Miokalia seemed to, if anything, have sypathy towards the Raptorans. Of course considering that they had far less in common with the draconids of Emass then they did with the dinosaurians.
Upper-house representative Tilje of a draconid section of the Harris district even said, "Quite frankly, I don't think much of anyone on that island."

The Emassi raptorans were related to another small species isolate amongst human territory, and technically they were considered to be Kuhó, an ethnicity probably native to the island of Matanceros, part of the Cuban Brigade of Pena, a human nation in the Allied States of Euroislanders. While the raptorans on the island of Matanceros refer to themselves and their language as Kuhó. The difference seemed to be that the Kuhó on Emass were having a territorial crisis.
Gḥuqwā, the Kuhó cheif of the Matanceros Clūsphich (or Tribal League) sent a telegram to Phong stating that he beleives that if a delegation from his island were involved, perhaps things may be a bit more effective.
This was highly unusual, considering that Matanceros was outside the Federation and not even considered it's own country by anyone but Miokalia.
The Telegram was written in the Kuhó using the Roman alphabet. (Kuhó has no native written form, and so they use other languages' scripts)

In emassen region of Sanctuary the calie forces moved in quietly, Inca had sent a small force of Leefens. They had arrived mostly by sea and had done their best to keep the natives on their side. The bulk had quickly move to secure the borders of the region. The others had were now patrolling the cities, having found the population friendly to them if a little odd in appearance. Few leefens of any kind had never seen a hybrid before, well not knowingly, most probably had without knowing.
They had quickly, in the cities, removed their helmets and combat armor. Primarily to reassure the native population that they weren't there to fight and secondly because the armor was hot and not very comfortable to ware in the tropical climate.
Most of the population seem happy with the situation, if a little confused.
The deployment in drago had also gone quietly, inca had sent a force from the northern baronies and Sae. Due to the mountainous nature, lack of roads and high altitude of the region they were using helicopters to move around. A few had been deployed to the cities and were being regarded with curiosity by the native population. They to had in the cities removed their armor to reassure the local populas and because the armor was heavy and this thin air made it difficult to ware.
There had been some reports of the radical raptorians attempting to attack the calis forces, but this had been quickly dealt with. The attacks had been intentional and had been plan to enlist a response from the calie. But they were quickly withdrawing as only proportional force and the calie forces had not left the regions they were defending. Homolka plans to force a confrontation had failed and with the miokalia not falling for his plans he was regrouping.

Al and Faln sat on the floor of a tent that had been set up by the calie in one of the rooms of the meeting place in Era in drago. The tent had been set up by the calie as the rooms in the place were made for the much larger dragonians and were drafty to say the least. The dragonians seemed immune to the cold and thin air up here.
"They are rather big aren't they?" Al says. "Well they are all over sized here" Faln replies. "They're over sized?" "A fit dragonian is about twenty meters.You see mammals like us get fat, dragonians get bigger." "So it's bad for them?" "Oh yes, being over thirty feet is not good for them." "Some of them look to be over one hundred meters!" "Ah yes, those are the ones in real trouble, they really should diet. I suppose they aren't used to having so much food with such a sedentary lifestyle." "How does them eating less fix their size." "Oh they're size changes, they get smaller when they 'lose weight', there a little odd that way." Faln says with a smile "something about they're body chemistry, they brake down their bones and well shrink." she finished. "This is an odd place." "Well yeah, come on ask" Faln says with a smile. "What?" "You have been dancing about the question all night" Faln says sighing a little. "OK......What is the deal with the hybrids?" Al says in a resigned manner. "Well you could have ask that earlier, you wouldn't have been so nervous all night. It wasn't that hard was it." Faln says in a kindly manner. "OK, OK If just didn't know how to ask." "Look I know I look I know we look like freaks to you, but we're not that sensitive about it. Any hoo. Right normally mixed mating results in the children being one race or the other." Faln says in a matter of fact manner. Al nods. "This is not true when certain teerie blood is involved you see, the gene that many of the carry causes visible hybrids." faln continues. "Visible hybrids?" Al asks. "Oh yeah, hybrids are common, well at a genetic level any how. I would be surprised if any of the furs in the federation are of purely one race. But it normally doesn't show. Visible hybrids only occur when both parents have the gene. I'm of the most common type, being a VTS, though they're LTS and..." "VTS?...LTS?" Al enquirers. "Ah sorry I should have filled you in on the jargon. A VTS is a Vulpine Teerie Skunk visible hybrid, LTS is a Lupine Teerie. You get other types. Any hoo most visible hybrids can and outside this place do hide it." says Faln in a matter of fact manner. "They hide it..how?" Al interrupts. "Well if I trimmed the fur on me tail and dyed me fur I could easily pass myself off as a vulpine....I know people who do, I so do you." Faln says smiling. "Who?" All enquirers. "Your a bit short for a teerie?" Faln says changing the subject. "So?" "Hmmm your body is a tad short...hmmmm your tail is a little small and your kinda square for a teerie. You almost have a vulpine body shape." "What are you implying" "Nothing, nothing, most hybrids don't know they are hybrids them selves. I bet you have an odd blood type don't you?" "Well ye....." Al is interrupted by the arrival of a tall lupine, a member of the commonwealth guard. The guard says "Excuse me you have a visitor." "Oh I've been expecting this" Faln says "show him in" Al looked a little confused as a small raptorian entered the tent. "So?" asks Faln "We will agree tomorrow if he helps us" the raptorian says indicating Al. "What?" Al says realizing that there was politicking going on that involved him that he knew nothing about, it was the kind of thing he would expect of salato. Then he realizes that eye flan en was obviously of the same clan, the Eye clan. He put down the fact that she reminded him of someone down to that and eventually realized that she had a very similar sent to salato. "The western and northern tribes of the raptorians will agree to the commonwealth providing you provide our people protection" the raptor says. "From who?" Al enquirers. "Homolka's people and any reprisals from the furs." "Why do you need protection from Homolka?" "Well the Eame'iy tribe account for half of my race and have dominated us for too long, they are an aggressive and violent people. I am Ouqac Ytte of the Qomoi and have been sent to make peace with the furs, none of the western or northern tribes have involved them selves in the violence." Ougac says. "So you want to make a covenant with us?" Al replies. "Is there any point, well will soon be part of the commonwealth." "I can not give you an answer now, I do not have the power to do so." Ougac looks disappointed and says "with out the guarantee of my peoples safety I will have to refuse the commonwealth" Faln says quietly "Can you give us a moment, he is just an underling not Cal's chief, he will have to speak to her". The raptorian looks unsure for a moment then says "Is she here?" "No but he can talk to her" Faln replies, only then did Al realizes just who back wards some of the raptorians were.
Al pulls out his comm and is quickly in contact with salato who promptly delegates all responsibility for emass to him. As she said "Your a minister in my government, I gave you the job for a reason. I have utter confidence in you". Al sighed he had just been handed a poison chalice.
"Give me War Lord Aztec" Al said, Aztec was the leefen war lord in charge of emass. Aztec was on the comm very quickly "Yes sir" he said. "Do you have enough people to secure the north and west of the island?" Al asked. "Well it would take a division, I think we should be able to get them here by morning." Aztec replied. "Make sure they aren't teuie or teerie." "The royal First leefen can be fully deployed by morning and I'll move the cruisers about a little." Al hangs up. "Ougac you have a deal, tell your people to expect visitors tonight." Al says as he snaps his com shut. The small raptorian bows his head and says "Thank you lord Al" before leaving. Al smiles, he had never been called a lord before. Faln sighs "I think my people might be a little responsible for this mess." "Why?" Al asks. "Well we are beginning to get RTS and RV turning up I think that may have set off Homolka." faln says quietly. "RTS?" "Raptorian Teerie skunk and raptorian vulpine hybrids. I think the Eame'iy fear for their race." she sighed. "How is that your fault?" "I'm a hybe being born is our fault, we are never seen as members of two races. We are always seen as members of none"

The emergence of RTS/RV hybrids were something very alarming and unnerving for the Miokalian government.
Intelligence such as this commonly passes through the Secretary of State's office. Andertol didn't beleive it. He thought this was some kind of observational mistake. The report described the occourances of what appears to be living avosaurian-vulpine hybrids as well as a avosaurian-mephitine hybrids showing up in the jungle on Emass. Andertol had a long conversation with a biologist in the bureaucracy about this.
"This is crytozoology, not intelligence. Not only that, this is crytozoology at it's least feasible. The only species that are capable of sucessfully producing living hybrid offspring with any kind of uniraptoridae species are theropoda species and Dracosaurischa species. Both of which are basicaly dinosaur species not all that different from Raptors to begin with. And those kinds of hybrids are so incredibly common, that we don't even call them 'hybrids' here. Isn't it biologically impossible for a hybrid across biological classes to naturally exist?", said Andertol over the phone.
"Yes. The only thing even close to a uniraptoridae hybrid that spans classes that can occour naturally, is the avoraptoridae hybrid, which is an extremely uncommon mix of Raptor and Avian. That is about as far as the genes will stretch without vectoring. I'm assuming vectoring is not something present in this scenario though?", said the analyst.
"The Kuho definately do not have access to that technology, additionally they are not sociologically the kind to create such hybrids. They still think it is 'unclean' to have children between tribes. There is no way they would ever even try to have them between species... So why is this even here? Is this just a mistake?", asked Andertol.
"Secretary, I'm a scientist, you're a technocrat. We both understand eachother. The thing is: This is the kind of exception to what we thought was fact in natural science that... we don't want to know about.", said the analyst.
"This is the kind of extreme hybridization that we are not apt to accept as real", said Andertol.
"Yes. The idea of scaled mammal that shouldn't be so is strange and grotesque to us, aesthetically. Additionally, the fact that they (the mammals) are capable of sucessfully and substantially altering our species is disturbing. Not because of purity, more simply because then the control of our own biology is no longer ours.", said the analyst.
"You seem to be suggesting that this is indeed, somehow feasible.", said Andertol.
"Well the Teerie genome is a terrifying thing.", said the analyst.
"Yes, but the ability to reproduce with creatures other than mammals? I mean... that's just bizzare.", replied Andertol.
"They, unlike us, are a species with unarrested evolution.", said the analyst.
"Yeah, well how is it that they're still around, then?
"Good question. I'm not sure. We know that evolution has a sweet-spot, once reached it either must be halted by civilization, or forcefully guided, better if halted, or else the species will go extinct from disease or reproductive deformity. For reptiles, if the process isn't halted, it's infertility and inability to stop environmental changes that ends it. In mammals, however. Small-scale evolution becomes inefficient and mutation becomes almost completely malignant, instead of occassionally functional. This is because mammalian systems are ineffectively complex and full of things that are liable to fail. Additionally, somewhere along their evolution, the genders became excessively defined, and chemically cumbersome. Mammals got stuck with many completely useless and destructive evolutionary sabotages like: lack of regeneration, chemically erratic menstration, involuntary fertility, glycemic sensitivity, rapid lipids absorbtion, and menopause. All of these things serve no purpose to the survival of the species and in fact, actually hinder it. They make life miserable for mammals. Typically in advanced animals, the natural agents of evolution cause death, pestilance and misery. Nothing else. I'm not sure how the Teerie genome, with it's Theta-chromasome that would normally cause severe retardation, cancer of just about everything and morbidly extreme deformation in every single other species' genomes manages to have the ability to serve as a vector, allowing reproduction between very different biological classes to occour and be very sucessful. That is, produce living, reletively healthy and possibly intelligent offspring."
"So then it is feasible?", asked Andertol
"No it isn't. But they exist and they aren't supposed to.", said the analyst.
"I suppose the Teerie had something to do with the vulpine-avosaurian hybrids too?"
"Yes. The only possibility is that the RV hybrid is a mix of Vulpine-Teerie Skunk and Raptor. So actually, if we want to be thorough, we should call them RVTS, not RV. But RV has become the term Cal is using."
"So Cal has confirmed their existence for certain? That's why you purport that against conventional scientific wisdom, they do exist?"
"Yes. There are other hybrids from Emass who are familiar with their existence."
"This sounds like a legend cooked from a common mythological recipe."
"It sure does. But they are there. I'm sure they're outcasts too."
"Probably."

The hybrids were indeed real. One showed up as a stow-away on a refugee boat. The military seized the vessel upon arrival on the shores near Darleiy. The creature, described by the refugees who found it as "A disturbing flesh, fur and feather composite that is apparently alive", was very quickly removed from the boat without ever exposing it to witnesses outside by the military.

It's shape and body structure appears to be that of Uniraptoridae Although the slope of the snout indicates no Allosaurid hybridization: thus this animal is not of any Dincotian descent. The mammalian features such as cartilegenous extracranial ears, fur and the presence of somewhat paw-like pads beneath the digits is something very unusual. The fact that this animal has a distinctly sauripsid structure and distinctly mammalian features such as fur and pads makes it classifyable as a Anomalous Chimera.
A body temperature examination revealed that when the creature was exposed to low temperature, it involuntarily responded with shivering, a mammalian trait and not hypothermendochrina, a Theropod trait. Normal theropod body temperature will drop 1.5 to 2.5 degrees and become mentally drowsy, then physically lethargic before compensation begins to occour. From this we can conclude that the subject is very warm-blooded, also a mammalian trait.
We were unable to determine the subject's gender, as the subject appears to have a cloaca, a reptillian trait, and no evidence of defined breasts or mammary glands were to be found anywhere on the animal. > -

The doctor was able to understand it, even though it was Kuho. The difference in some phrases wasn't really that much.
The raptor didn't understand what the doctor said in response to the question.
An interpreter was brought in. The laguages were very close, but there was a great deal of difference between their vocabularies and some grammatical conventions.
"I appreciate your cooperation with our medical exams", said the doctor through the interpreter, who took a moment to find the right words to say it with.
The doctor had noticed that the subject didn't ever mention his name. Even when asked before. Apparently the reason was revealed when the interpreter used a different grammatical form for the question.
Upon the subject's response, "Paqua Gahawo", revealed that he only answered some questions when asked in what the interpreter said was "A particularly conceited tone.". It became evident that the reason why this creature had been so obedient thus far was because he was a peasent in Emass. Additionally, his being an appearent Raptoran-Vulpine hybrid probably meant that he was amoung the most walked-upon of outcasts. Although it is a common Kohtohkhan custom for individuals to not look other species in the eyes while talking to them (a vestigial custom with no apparent meaning), for the Kuho, the custom is extended into dialogue within the species. Peasents not allowed to look their superiors in the eyes while speaking to them, as well as not allowed to respond unless spoken to in that "particularly conceited" grammar.
The trouble was: what should be done with the creature? The military had decided to keep Paqua, as well as any other RTS/RV hybrids in hiding until further notice.
The concern was, these creature might just be enough to actually cause a surge of unecessary xenophobia in the population. The idea that Teerie could sucessfully reproduce with Raptors might be enough to bring up some otherwise surpressed collective specism.

Al was reading the reports of the leefen deployment to the northern and western lands of the emassens raptors or the Kuhó as they were known to the mikalian. The word had spread fast over their lands of the deployment of the leefen, faster than either aztec or Al had thought possible.
The leefen forces had started to deploy via the port of asylum, the capital of sanitary to the south and had moved to the western lands, finding no residence, in fact aid, they had quickly moved to a more rapid methods at low tide. At Low tide large number of Viking class air troop transports were landed on the beaches of the north coast.
Only then did the Eame'iy, Homolka's tribe, attempt to fight back. The leefen and Al made it clear that forces retreating east or south should be left to run. But some of the more radical had decided to fight.
In most cases it was a one way fight, the smaller, volunteer and well trained force had proven more than a match for Homolka's people. This had held true until just before dawn, when Homolka forces had managed to counter attack. For a little, the normally tolerant calie decided that they to had had enough of him and his kind.
It occurred at a little village that had no name of importances, the closest name that the leefen could figure for it (translation was difficult) Lathingyna. An advanced patrol had met with the local raptors(Kuhó) running from a force, the young, old and injured were pinned down. The thirteen leefen patrol furs had tried to hold a passage to allow escape but soon had become aware of heavy guns, tanks,though well prepared and trained the leefen had few weapons and were not prepared for tanks even the old tanks they had here. They had allowed escape to those that could but had been lead to caves by some of the older members of the group. At cost to them selves they had held the retreat to the caves.
Only five of the leefen patrol remained alive by the time they had reached the caves, air support in the jungle was next to impossible and they had little chance to call on it. This resulted in the few remaining leefen and the raptors(Kuhó) held up in the caves with little remaining ammunition. The Teerie were moving in as quick as they could but they were disorganized and unprepared for armored weaponry.
The most senior ranking leefen, a yeoman ,had got on the comm to nearest unit capable of support but they had been at least half an hour away and the leefen had known they could not hold out. But the message had got to Aztec, who had authorized naval support, as the target was within range
A conversation had taken place as the guns of the Jackdaw swung into action, all six guns of it two front turrets swung towards the northern shores of emass.
"This is sea knight Fa, how deep are the caves?" "Deep" "Get the civilians deep, then wait, we have your location where is the target?" "All about us." "Hold then get deep your self" All six twenty three inch guns of the forwards turrets fired. "GO DEEP GO DEEP" The leefen quickly ran to the nearest most solid location they could find. A few seconds later there was a whistling sound in the air and a short lived confusion amongst the attackers. Then a six massive blasts, and the assault was over.
Word of this quickly travailed amongst the Eame'iy who by midday the were in a full scale rout towards the south east. The teerie and the teui quickly took advantage, for the first time in emassen history they joined with the northern and western raptors (Kuhó). This had forced the Eame'iy towards the south east in panic.
Only by the direct intervention of the council members did the fighting stop leaving the Eame'iy in control of approximately one fifth of the island...more correctly leveeing on fifth of the island not under anyone else's control as the Eame'iy we in panic.

In the evening sun Al stood on one of the balconies of the meeting place in drago. He had been in contact with Sir Alan Douglas to tell him to make sure that words were had with Aztec for such a blatant use of force (admittedly the words were likely to be 'well done', but that didn't really matter politically... it was the thought that counted).
He noticed that Faln had joined him.
"You ready?" Faln asked. "Yes but I know you haven't told me everything have you?" he replied. She smiled and said "Then what kind of politician would I be?" Al smirked "A bad one." "Well my people are only here because of that crap and well we like to turn the weapon of those that would harm us against them." Faln replies, whipping her skunk like tail a little. "OK at least give me a chance at least as one of your people to another." Al replies. "Who said you were a hybrid, perhaps your just short." Faln replies before walking off. "Damn that female, she is almost as bad as salato." Al says to him self. He was certain that it was her, the leader of the hybes, that had stopped the advance. All the calie forces had stopped at the designated boarders. Faln was the power here, she was working what ever magic she had here, very like salato had done back home to cause unification. Al was a life long atheist but he was beginning to have doubts. The people needed to cause peace seemed to crop up way to often for there not to be some one in charge. Well or something.
His thoughts are interrupted by an aid. "Al, the council is forming" he says. "Why am I needed here I'm just a pawn in her game." Al replies exasperated. "You know Cal has to have a presence?" "Let me guess salato told you that!" Al exclaims. "No...you did" the aid replies sheepishly. "People round here are beginning to sound like salato...including me!" Al thinks to him self as he walks slowly to the meeting chamber wondering how faln will use him this time.

It was policy of the UBC to use local correspondences where possible. "The Calie forces have continue to arrive in asylum in numbers there have been reports of fighting in emass, only some of which have involved Calie forces. This includes unconfirmed reports of a calie cruiser opening fire. Casualties are reported to be lite with more being caused by the terrain and disease than enemy action." "In Sanctuary it self the bulk of the people have continued to go about their daily business largely ignoring the influx of troops." A shot of various hybrids going about there business including in the background a RTS, unknowing of the issues that broadcasting such an image might cause other governments he continues (The UBC wouldn't know, even if the editor had noticed it). "The situation here is calm and with the threat to them rapidly retreating due to the radicals rapid withdrawal and apparent isolation to the southeast." "It seems clear that the invitation to join the commonwealth is very likely to be taken up by the rest of the peoples here. It would appear that Cal will have to get used to living next to next with hybrids." "Though that may have once been a problem it is unlikely to be now for most."
--- Al enters the meeting place with more than a little trepidation to hear that he had missed the first vote (not that he had one here, he was only an observer). "So it is past" he hears Guth Gehrke say "The Eame'iy are here by expelled from this council" she continues "What the F%$%" Al thinks faln was obviously not as good a politician as he thought, then realizes that she would have plans within plans. Al takes his seat at the table being watched by a number of the others, including the two raptorians who seemed to be in quietly passing bits of paper with the ethnic teuie. "Once again out of the loop" he thinks.
"To our next issue Eame'iy lands." Guth says. "A fifth is too much, I say a tenth." One of the raptorians says. "The land is not very good" one of the teuie says. "Hang on what the H$#$ is going on here" Al thinks to him self "Yeah most of the people from their are welcome to see the back of it" a teerie says. "But we should punish them." the raptorian replies. "Never works, it just makes them feel put upon. Let's just say a sixth?" Faln says. "That is exactly what the miokalia proposed...OK she is thinking big picture" Al thinks in disbelief. "What about the fishing grounds?" A teuie asks. Al begins to get the feeling Faln had set this up. "So we give them the land to do what ever they want to, get our people out and hope they do something stupid?" Flan says. "Al do you know somewhere where they sell rope in bulk?" Guth asks smiling. Al smiles "I hear miokalia sells a lot of rope, but what of those of his tribe that don't have a taste for it?" "Well they can return to the rest of the east coast, providing they know the conditions." Faln says. "Ah the conditions....you have noticed the unsanitary conditions below the teerie cities?" one of the raptors asks "Well considering the illness rate amongst the calie forces here we would have to enforce that the teerie here do something about their waste management. It would be better for all in the long term and I am pretty sure we could help them with that" Al says. A few of the teerie give him a dirty look, but the rest of the council nod. "OK, we will get to work on that" an ethnic teerie says "I believe you can even make money out of it." Al smiles "I'll put you in contact with the inteerie and the desert drew". "Then I call a vote?" asks one of the raptorians. "seconded" says Faln. "Then on the invitation to join the commonwealth and partition of the Eame'iy lands how says you?" guth asks. "The Teerie say Aye." "The Teuie say Aye" "The raptorian say No but will respect the vote of this council" "The Hybes say Aye" "The dragonians say No but will respect the vote of this councils, so with a majority and no veto the council is in agreement?" guth asks. He is met by nodding.

Al preparing to leave drago, it was cold, drafty and out of scale. He was looking forwards to a couple of glasses of inteerie whiskey at a little bar he knew near the parliament building back home. Faln had asked him to have a drink with her before he was to leave, he had politely turned her down. She was as bad a salato, always up to some thing, nothing ever was what it seemed....well unless you expected that then it would be...he was toying with the idea of giving up politics for his sanity's sake.
As he approached the helicopter he notices faln out the corner of his eye and starts to walk quicker. He would have to deal with her in the finalization of accession talks but that would be in a week or two. He would like to keep his mind till then and with salato out of the country things might start to make sense again, well for a bit. A heavily blanketed raptorian steps out infront of him and starts talking in it's native tough. It appeared to be female but he had no idea what she wanted.
Faln walks up to him nonchalantly and asks "Do you want me to translate?" "You've set me up again, haven't you?" Al asks. Faln smiles then her expression becomes serious "She want you to ask the miokalian about her child." "Why?" Al asks. "He is a little......unusual." "And" Faln gives Al a very dirty look. "oh...OH!...is that possible?" Al asks. "Well...apparently so, sanctuary is just that for hybrids....we don't ask how, who or why. She was moving there but here mate.." The word illicits a reaction from the raptor who spits on the floor, both of the furries look at her a little surprised (neither of then knew raptors could do that). "Well he took it to Homolka, he said that it was for the cause and it was important that it got to the miokalian. It is little more than a child, may be fifteen years."Faln continued. Al sighed and took the raptor's claws and looks straight in it's face, it tried to look down so he places his hand under her chin and raises it's face. "A mother looking for her child....he had been used, tricked by her but this seemed to some up what faln was about" he thinks. "Lady I will do all I can to reunite you with your child." he says. As much of a scheming b%%ch faln was she knew what mattered, he had got to far away from this. As he walks off he hears faln translate what he had said but did not look back. He doubted he could do what he said he would try to.

Much the greatest invasion of any nation than ever had ever been carried out by the Calie was taking place, it was not a military invasion of Emass. The Calie send in the civil service, engineers medics and aid workers (in truth the medics had their own means as did the aid workers).
The largest ship known to cal the AS(Aid Ship) Mercy, some one mile in length had moved in. This massive vessel was apparently a prototype of the new spirit class carriers. It's hull having been given freely from a fabrication yard at a non-disclosed location and completed by the Teuie off shore. It was designed to be a single point of aid. It replaced the two aging hospital ships, the suture and scalpel. Having some forty operating rooms and space for thousands of the wounded and sick once deployed it was by far the largest hospital known to the Calie. It carried no aircraft, nor could it as that could make it a target. The defenses the ship carried were a slightly thicker than normal armor and the white coloring. How ever the main defense was the red serpent on it's side, flight deck and superstructure (The red serpent being the symbol of a medic to the calie). It had deployed some one hundred and fifty MoSHes( Mobil Surgical Hospitals) to Emass, over kill but it was the first deployment and was meant to be an exercise.
They had, had little trouble to start well until they started getting in large numbers of poisoned leefen warriors. They were set up to deal with battle casualties not poison control, they're large fight deck let them change staff and with the aid of the hope and charity (the escorting escort carriers also using having the same defense (of lack there of), though they did carry aircraft) to deal with the problem.
Shortly after then the raptorians started turning up at the MoSHes.
They had herd there was help for the sick, the Mercy's commanding medic was concerned, the calie had little experience with raptorians.
They knew the poisons but feared their cure might kill the raptorians. They had been exposed to Teerie excrement for a long time. It was a simple fact that the Teerie were immune to most poisons, well almost everything. The problem was that it passed though them and quiet often they caused it to be concentrated. If there were few poisonous foods, or like in the case of teer they had a good waste management system, where the stuff could be treated and turned into good fertilities (the reason cal does not need pesticides), this was not an issue.
However the emassen teerie didn't even know what they were eating was toxic, carcinogenic and quiet often mutagenic. It was not a problem to them, they had an ability to eat almost anything it did not matter it's chemical composition. The teerie liver and kidney are marvels of the world, there are next to no chemicals that cause them problems.
To fix this problem engineers had been called in and due to the drastic situation the army had also been called in. The first Teuie engineers were now working at to speed to do something about the sanitation of the Teerie cities and were now providing successful. Though they were also suffering from the environment, as where the aid workers who were now providing the raptorians with fresh water as neither of the groups had any natural defense against the toxins in the air many were winding up on the Mercy.
With the current problems with relations between the raptorians and teerie, especially as the raptorians were figuring out now where most of there problems came from (birth defects, still births, weird mutations...(for the most part, there were other reasons that were not entirely down to pollution)).
The calie had become very popular as once the Teerie got decent sanitation the raptorians got healthier (and the smell stopped). This was easily understood by the medics as due to the large rainfall most of the toxins, etc were washed into the soil and taken up into the trees then eaten by the teerie, or their food or some thing in thier food chain, then thanks to the new sanitation deposed of by the teerie. How ever this still left the Mercy with a problem of a large number of badly poisoned raptorians, they looked to the only people who knew about raptorians.

The Mercy was none too pleased to see the MZS Laysuiya approach them. It was a military ship, and the Red Serpent aide workers were put on edge simply by it's presence. Even though it was small. However, the ship only came near them with one purpose: to transfer personell and equipment.
Guy Jon was somewhat annoyed by the military escort, but pleased that someone responded to his request. Although the concern here seemed to be a technicality. If they were escorted by military, these may be military physicians. His asking of this was met with confusion.
"We're from a research college. The medical school of Universitat Gohua... it's a public institution. Is there a problem?", asked the apparent leader of the group.
"Just some technicalities. We require you to renounce oaths and vows to any government or beleif. And to review this paper work.", explained Guy.
Doctor Bidu took the papers and replied, "As far as beleifs, you need not worry, as most of us here are atheists, except Mackoy over there who is an animist as well as Malych. We need him here as a specialist for some medical options."
Guy thought about it a minute and then said, "you know what, that's okay. We need you and any further analysis would just be splitting hairs. You're good enough. I don't suppose your country has any doctors not closely regulated by the government does it?"
"Not really. Not any that are permitted or capable of practicing up-to-date medicine. We're not military though, as you can see. That was just our transportation.", said Bidu.
Upon being introduced to the section full of raptoran patients, Dr. Bidu took over.
"First thing: we need to organize the patients by severity of injury or illness. First, Dr. Mackoy, you go through and determine which ones have communicable infections. We need to get them on independent air supply. Doctors Silas and Kielho, unpack the CR-boxes and filters. Doctor Hager and Technician Jarvis, classify the non-contagious by severity of illness and terminality. I want the broken legs seperated from the cancers, seperated from the pleuric, seperated from the necrotizing tissues. Doctor Mackoy and I will address the most severe and most dangerous illnesses first. Now for all of you, in the meantime I want every poisoning victim on external CR-filtration ASAP, and all the pathogenic patients on 8cc of p-plus, directed loperamide in vector release and Hxc T replacement.", said Bidu as the other doctors on the team began.
"Hxc T is a bit much. That's replacement white blood cells. Should we ask first?", asked technician Jarvis.
"No. Because the only thing I'm concerned about here is preventing people from dying. And Hexacore T lowers the stakes for everyone, it's another thing we don't have to worry about going wrong. So we can spend more time doing things right. Plus, the patients in this room are not of sound enough mind and body to make decisions like that.", said Dr. Bidu.
1st case: Avian Pleuracy. probably chronic, will become cancerous eventually
Dr. Bidu put the raptor who was already on external vascular filtration on to a Cardio-Respitory Copass machine. With the respitory bypass function on 90% and cardiac bypass function on standby. The device would oxygenate the blood to reduce the patient's dependancy on her own lungs, where the problem was located. Dr. Bidu transferred the patient to the care of dr. Silas. Dr. Silas used an ultra-sound machine to get a better picture of the patient's lungs, and to determine if the pleuracy was effectively treatable. A blood test taken off of the input to the CR-filter indicated the blood was septic. Even the Hxc-T wasn't going to be able to deal with this. So she put the patient on 100% bypass vascular filtration. In a few hours, if the patient was no longer septic, then she would eventually be fine, and only need a tissue transplant in the lungs. Otherwise, she would be declared terminal since even a tissue transplant in the lungs wouldn't stop the infection from continuing.
2nd case: Fibro Mialgia and Necrotizing Tissue terminal
Dr. Kielho put this raptor on Cardio-Respitory Copass machine, with both functions at 100% bypass. It was only a matter of time until the patient's heart would fail anyway. The Fibro Mialgia was creating pain where there wasn't any, and the necrotizing tissue was spreading rapidly. If the supressed immune system didn't cause the patient to die of a secondary infection, then the necrotizing tissue would literally devour him alive. Kielho called over Dr. Mackoy to discuss the only practical life-saving option. The raptor wasn't really very lucid at all. But insisted that the best course of action would be euthenasia. This option of course, was not even on the table. And so Dr. Mackoy had to do his first procedure of the day: transferring the raptor's consciousness into a nanite core. There would be organic options later. But at this point, the goal was to prevent casualties. The patient's mind was now safely removed enough from the infection that the creature's life was no longer in danger from it. The pain as well, was diminished. The patient was now paralyzed but stabilized.
3rd case: Leathal Neurotoxin Dose short-term lethal
Dr. Hager encountered a convulsing raptor who had to be restrained. According to the logs of prior physicians, a very high dose of a neurotoxin was found in a blood sample. The problem was, the saurian physiology has no place to store such toxins to reduce their impact. What made the situation worse was the discovery of two bullet wounds. One in the ankle, the other on the snout. Hager had Mackoy administer an anesthetic, and then promptly put the raptor on four vascular filters. He then prepared a shot of adrenoline as Mackoy administered a very high dosage of protein-and-vector solution. It was a vector that targetted the kidneys and liver, forcing them into 'overdrive'. cathaderization was needed to deal with the unusual amount of waste produced from this process. With the patient unconscious it wasn't that difficult. After the patient's urine had gone from thick and black to nearly clear, Dr. Hager administered the adrenoline shot straight to the heart, pulling the patient right back into consciousness.
The patient's life was no longer in immediate danger, but was going to need some tissue transplant in the liver and kidneys, which would be grown from his own tissue.

Dr Guy Jon watched the miokaliaen doctors work, he was not alone. "They are more interventionist than we are" says one. "Well they have machines to help them" says another. "Why wouldn't they use pharmaceuticals?" came another reply. "Perhapes they don't have them, not every nation has a wealth of them like us?" comes an older voice. "What of the ones they write off?" Guy asks. "We go in. There is little hope for them, so if need be...." comes the same old voice. "Mitigate pain....I don't have to....do I?" Guy asks. "No any and all means but you know the oath." Guy nods. "Will they understand?" an old lupine says indicating the miokalia doctors. "I doubt, but this is not with in there or any jurisdiction. They will understand, even if they will not they can leave." Guy replies. "So all clear?" the aged lupine asks. "Yes, save the viable, the serpent's second rule. you know it?" guy says "You sound quizzical, save the viable and aid the dieing to leave the world in a dignified and pleasant way." the old lupine replies. "I'll deal with the miokalia, I doubt they will like it" Guy replies.

Guy had taken the lead medic of the miokalian up on deck. The mile long deck was quite astounding to even a miokalian.
He speaks "I can not force you to join us, but I think you may, we are not Calie. Look about this ship and you will not find a single Calie symbol."
"I think you and your people may aid the red serpent, we are a non-governmental organization as we have no loyalty to any government. There is one detail to joining us you must not be ailed to your government, or any."
The miokalian turns and asked "but..."
"No questions we ask you to join us in the red serpent as a totally a-political, a-governmental, a-religious and a-ideological organization. We will accept money but we will go where we are needed not where we are wanted, you do understand the difference, and if your people will join it will help use. The Union of Cal is a bit of a problem for us as we are becoming too Calie baised"

Things were going well for Al for once. For one thing Salato was out of the country and well Faln was also no where near him.
On Emass, well calie emass that made up 4/5th of the island, things seemed to be going well. After a few false starts the civil service was working now. The electoral commission was busily getting names for the electoral register and the office of national statistics had moved in and was carrying out a census. The later had, had serious problems due to the hybes, having over one million people ticking 'Other' had not worked, they had added the obvious races such as Raptorian and Dragorian, but...well the hybes didn't really belong to one race.
Thus the form in Sanctuary had been altered, then they had given up and changed the race question from "Tick one" to "Tick all the applicable" for the next census. Emigration was likely and it was easier to change the tabulating computer system than deal with that many 'other' replies.
What had been a surprise to everyone except the electoral commission was the size of the population, the electoral commission knew the size but it never passed out that kind of information with out prior consent. In Emasses referendum the council had not given it, so the numbers had stayed secret.
It appears that there were in excess of five million emassen, the Hydes made up excess of one million of them and their were about one and a half million Teerie and Raptorians a piece. The teerie having over claimed their number and the raptotrians having under claimed.
The rest was made up of Dragorians and ethnic Teuie.
Things were calm now and calie regular forces had been replaced by local forces with a small territorial army detachment from Drew.

Emayshira Development Report. Development Phase 1: The Emayshira Sixth. Ultimately the partition will expand to 1/5th the island, but the first development phase focuses on the conversion of the once-urban-refugee-camp city of Emayshira into an economic center. This includes the townships of Bocuma, Aqashira and Setoshira and others in the Sixth. Development Phase 2 is concurrent and focuses on connecting the Sixth to the city of Ciwrtes and township of Ytiq. Both of which were unharmed during the conflict and are currently infrastructurally intact and modernized. At this time, Emayshira, which as a whole is only a mere 250 square miles, is receiving about 85% of it's federal funding from Miokalia, as it is effectively a district of it. The construction of a water-table barrier was ordered by the Emayshira Tajirate and approved by the District Senate as necessary for public health reasons. Emayshira currently has a potable water supply provided from the exhaust from utilizing tdarocel imported from Miokalia. Tajirate (governor) Hnida has declared that he plans to use everything that Miokalia is giving Emayshira to "Make Emayshira as modernized and urbanized as possible as fast as possible." This plan goes in line exactly with Miokalia's intention for making Emayshira effectively, a satellite urban state. There has been almost no resistence to this, as it seems the Kuho tend to be very submissive anyway. The reality of the situation is that if they were left to their own resources to set up a totally seperate government right now, they would effectively have far fewer personal and civil freedoms than they do under Miokalian control. And they know it. At this time, Emayshira is being treated like a district. And thus is receiving federal funding the same way, as well as being able to vote on the same system. The residents are granted the same bill of rights as the rest of Miokalia. This seems to have pleased most of the population. Demilitarization, and consolidation of forces and armament has already begun. With the establishment of the Qoo Bocuma Military base. Unlike the Calie side, which has allowed for the formation of local forces, Miokalia has required disarmament, and offered to the old militias the option to organize and consolidate into a national guard based at Bocuma Military Base. "The time of factitious militias is over. If we are to survive and protect our freedoms, then we must either lay down arms, or take them up as one for the purpose of the greater good.", was Hnida's statement. Hnida has allocated for federal public works funds to go towards the construction of two rail tunnels beneath the Bocuma Wilderness area. The tunnels will create thousands of jobs, and will create substantial infrastructure for connectivity to the rest of Emass. ---- The RTVS hybrid was returned to the island promptly after a medical examination. Along with a property in Emayshira to the mother for her stresses and concerns.

Al was not having a good day, the cartography of emass was wrong or some thing was up. Cal had, as was common practice handed power back to the natives. The map showed a disputed zone.
He was on the phone to Inca "What is going on on emass?"
"We have handed control of the border area to the native people as well the miokaliaen are a reasonable bunch and we have the native forces well under control. But well I'll get on the comm with Act Leckenian kn to reinforce our protectorates there, but please talk to the Miokaliaen our move could be seen as an aggressive move.
He'll put a a purely defensive force in" Inca said.
"Wasn't Aztec in charge?" Al asks.
"Yes but he is a war warlord , good at tactics but gets bored quickly when their is nothing to fight against. He was happy being relieved and Warlord Act is a much better warlord in the medium to long term" Inca replies.
"Explain what is going on?" Al asks.
"Well it could be a land grab by Naraemat as it appears on the map but more likely just an error, unless they wiped out the native force we would know.
They are not that stupid as that would be an act of war, heck standing orders would cause a response" Inca replies.
"I'll speak to the miokaliaen" Al replies.
"I'll speak to Ja and have an angle sent over to see what's going on" Inca replies.
"You know you sound more like the viscount of war every day" Al replies.
"I'm just a warrior and wish people would quit thinking I am better than that" Inca replies and hangs up.
"Hmmm no respect for politician and is respected by his own...yes he is on his way." Al thinks. ----- Message to Al's miokaliaen counterpart: "Sorry to bother you but the cartography of cal suggest there is a disputed zone in Emass. We have an agreement as to the partition of Emass, I believe.
But this is very strange, we have placed addition defensive forces in Calie Emass not for use against you but the possibility of a Naraematen land grab.
We will hounor our part of the agreement and we trust you will. I believe we should work together to fix this error.

Al receives a message from Inca: "All A-OK from the angles there is no force from Naraemat, it seems to have been a political %%%% up. Act Leckenian kn how ever happy to receive the extra troupes, when is a warlord ever not.
Be glad this didn't get out of diplomatic channels, this could have got very messy

Al feels suitably chastised but happy, he would recommend Inca for the head of the military, not like he had the final choice that was up to the lucan council in the end.
