Secretary Andertol explained: "The pilot of that aircraft is an allosaur. We monitor radiation when outside of the protection of the planet's atmosphere because if it spikes, the shielding may overheat and that would be bad. The radiation inside the craft never reached harmful levels because the radiation is from cosmic rays and has a propensity to accumulate around certain parts of the plane because of the exotic properties of some of the components. As for that nice little trick well... That's an example of space travel without the "space" in between. Basically it's cheating the universe out of space-time which it promptly regains because it has to according to it's own rules. We didn't get to this planet with rockets or solar sails. No, we never even left our own atmosphere, we did what that plane just did, except across a few hundred lightyears in a matter of 4 days. The system is vastly simpler than one might expect. In fact, the only reason why we have it is because the dragon that invented it didn't die from old age before he got the chance to invent it. It was luck."
President Phong said, "Well, there is a strict limit to what we are allowed to show military-wise. The only nations we do full military demonstrations with are Dincota, Daeron and Malychis. We are permitted to do the standard 'mechs with pikes' thing you saw earlier and then the Co-Ax Jet you just saw. It's kind of an absurd agreement we have. Although it probably won't last because of that absurdity."
The group walked outside and then Andertol stopped everyone and said, "This next part, we're going to see some soldiers. A lot of them. The entire Rochso 15-2 infantry division is going to give us a cannon salute. That means they will fire a total of 25 blank rounds (in five bursts) in cannons and do a whole procedure. Entirely in Kohtohkhan. Now you get to see our talented personell."
The group walked outside and was greeted by about 40 armed military personell, in BDU outfit, each with an electric rifle over one shoulder, standing perfectly still.
The delegations were brought over to a designated spot to the side of the formation.
Andertol smiled and issued the order to begin the excercize.
"HAI JCZEEEEET!... TOH", he yelled.
The commanding officer, in the corner of the formation began calling the orders. "DOSH TOSZOROSH"
A colorguard marched along the other side of the formation and stopped in front. "ZAT TOSZOROSH"
The colorguard turned to face the formation with a swift clack of boots. "DOSH KIYIKALE"
Row-by-row the entire formation held out their rifles and switched shoulders. Producing a very deliberate wave effect. "DOSH DISIKALE"
The first row of soldiers then turned and marched toward the cannons on the other side. At two to a cannon, they came to an abrupt spot and turned to face the rest of the formation.
"NIYA KOLCH DO MOGUGAI" The cannon-operators loaded the blank shell into the cannons, which were pointed up and then stopped, awaiting the commands.
"DARAOYA... DOSI" They prepared to fire and awaited the order.
"UN!" *BLAM* they fired a shot and reloaded.
"DU!" *BLAM* they fired another shot and reloaded, this kept happening.
"TOH!" *BLAM* "KOT!" *BLAM* "ZEC!" *BLAM*
"DATZIKALE NAR DARAOYA"
The cannon operators faced eachother, gave a coordinated salute and then returned to the formation.
"DOSH TALCOCALE: KOI GOKKORO"
A single soldier stepped forward and handed his rifle to one of the colorguardsmen not holding a flag. The colorguardsmen handed to him a trumpet-like instrument. Somewhat of a cross between a trumpet and a trombone. There was a coordinated salute and then the soldier turned to face the formation.
"ZAT TALCOKALE"
The trumpeter began playing the national anthem on the trumpet-like brass instrument.
The anthem was short, it was a reduced version for military ceremonies.
"KAIY RAI NAR DOLCI" The entire formation then turned towards the delegation and gave a salute.
Secretary Andertol then yelled an approval: "DA YARGEN"
The formation then turned back, the colorguard marched around it and then the formation followed it into the building.
"Ladies and gentlemen: the well-trained and dedicated servicepeople of the MRZF army.", said President Phong.

The delegations boarded another large tour bus. The group now headed north on the highway toward Holyoke. Most of the trip was through desert land right up until the Holyoke metro area. The city itself sat in a collection of foothills. Surrounded by sudden mountains, the climate was still reletively dry, although the water-vapor from the exhaust produced in the city did bring up the humidity from 40% on the interstate to 60% in the city. A bilingual roadside greeting sign in both English and Kohtohkhan. Holyoke is the northernmost city where non-humans outnumber humans in Miokalia. The population is predominantly Dinosaurian and the urbanist planning, narrow streets and unabashedly modernist architecture shows it. As the bus got off of the highway, it had to quickly slow down to a crawl as it barely fit through the narrow streets, swarms of dinosaurs on bicycles and scooters chaotically navigating around the bus and eachother. Somehow, despite the lack of traffic order, there were no accidents, and with a little patience, everyone was getting where they needed to go. "Zye City and Dorigan are unusual in that people generally only drive on one side of the road. In most dinosaurian cities, the roads are so narrow that scooters and bicycles dominate. Dinosaurians dislike living near one-storey buildings, parking lots and wide roads. They find them depressing and unsightly, so they put parking lots behind buildings and build them to loom over roads, because it makes a city feel more 'cozy'. This is why most dinosaurian cars are tiny and have huge windows, because you have to be able to see all-around yourself when driving through this", said Phong. "We're going to go see some urban farms. Miokalia has only 1% arable land, so most of our food production is through vertical green-houses. We also use a practice called green-roofs. As have probably noticed, we're really not into pitched roofs here at all. That's because culturally, we see them as a grotesque waste of space, we turn our flat roofs into patios and community gardens. A lot of us grow our own produce on our roofs. We still have to ship fish in from the coasts though. Green-roofs reduce the effect of haze and make air conditioning in our buildings more efficient. Your roof is going to be exposed to sun all day long anyways, we figure we might as well use it for something instead of just letting it make the building more expensive to keep comfortable.", said Hako. The delegation arrives at the structure, which looked like a skyscraper from further away. A whole farm right in the middle of the city. There was even a produce market connected to the structure. "Vertical farms, because of the environmental controls inherent in their utilization, make harmful pesticides and extensive genetic modifications to crops totally obsolete. Because of this new method of farming, our government has actually banned the use of many common pesticides proven to be particularly harmful to various mammalian and reptillian species. The government is in the process of phasing out GMOs right now. It has already banned the manufacture and exportation of GMO 'single-grow' seeds because of their devastating effect on farms neighboring those that implement the seeds. Agriculture, like so many industries here in Miokalia, is very tightly regulated.", said Hako. After seeing the agricultural systems (and a lot of graffitti) in Holyoke, the delegation rode the bus south on the highway toward Hokyldaryon. On the way, they had to drive through another large city: Tirzah. The southernmost human-majority-population-center in Miokalia, the difference was distinctively visible. The architecture shifted from the abstracted modernist and cubist style of the dinosaurians to the more conservative and refferrential human styles. The city was less dense and there were humans everywhere, although there was still the occasional theropod or mammalian fur, and nobody seemed alarmed by their presence either. It was completely different from Holyoke in every way. "Tirzah is primarily human. Even though there is some cultural tension between us, we generally just get along fine ignoring eachother.", said Hako. The highway system around the city, quite unlike Holyoke, was very efficient, and using a beltway, they spent very little time in the city. Shortly after leaving the city limits, they entered an area of rolling mountains, the style of the homes once again changed, but now it was more ornamental and felt older. "This area, in the mountains is primarily occupied by dragons. They tend to live more spread out than dinosaurians, and their culture is very distinctively different and diverse. Izixs, you might even find some of their homes to appear... almost Pargaolonian. This is very scenic country, I suppose dragons are good at finding scenic places.", said Hako. Some of the dragon estates were very unusual in their styling, ranging from very orderly gothic styling to organic art-nouveau inspired houses such as the one pictured. The foliage became denser and more lush as the humidity became progressively higher the further south they traveled. Soon the mountains became rolling hills and the small towns became denser again. Back into dinosaurian-dominated area. The city of Hokyldaryon was almost completely dinosaurian. Named after the central continent on their home planet. Unlike Holyoke, the main streets were very wide, having to accomodate an enormous number of commuters. The neighborhoods were narrow streets with several-story apartment buildings leaning over them, almost forming urban tunnels. In the outskirts around downtown, sometimes it was so dense it was difficult to tell where the ground was. However downtown, where the skyscrapers were, was actually less dense. With more space between buildings. Clearly, this was a newer section of town. The dominating skyscrapers were very angular and almost crystalline in shape. Quite unlike the other skylines they had seen thus far. They were also all blue in hue. Reinforcing the crystalline look to the skyline. "The reason why Hokyldaryon has often been nicknamed 'the blue city' is because all of the buildings have a blue tint to them.", said Hako. President Phong then said, "Well, next we're going to go see the largest non-petroleum-based energy production infrastructure in the world."

During the trip through Tirzah Waldo mentions, "Tis city reminds me of something I heard about a couple years ago about human centric groups wanting to start their own cities up north near Ciata desert. A few settlements sprung up but so far nothing substantial. But the idea of such settlements might of been what motivated some of the fringe groups like the Skin Slicers." Waldo shakes his head. "Silly really."
While passing the draconic homes Izixs does spot a few familiar designs. "That one looks almost Krivenian inspired. Not much of her style got out of Pargalo before the collapse." Finally as the group passes the Hokyldaryon city center Izixs asks, "Why blue? Local ordinance or coincidence or general style of the locals?"

Xander kept to himself for most of the ride, simply watching the various urban styles and keeping one ear perked to the tour guide's explanations.
"Could be the construction materials used too, mind you," he spoke up briefly, commenting on Izixs' question before returning most of his attention to the sights outside the window.
He seemed a bit unsettled by the height of some of the taller buildings, even, his ears flicking nervously as they passed by the higher structures.

"Well, it started out as coincidence. The rest of the city was here for a while and then those two angular towers went up. They set a precedent. Then when some of the humans moved into the city, they wanted a less dense section of town, because for some reason, humans get uncomfortable around high density like you saw around the outskirts. So they built up this part of downtown. Of course, a lot of these buildings are by human architects attempting to emulate dinosaurian styles and mix them with their own.", said Hako.
After driving through some more of the city and seeing some very... unusual buildings, Hako continued, "To us, some of these... human experimental deconstructivist concept buildings are completely ridiculous. They look like random geometric primitive shapes stacked on top of eachother in no particular order. They think they get how to do abstractions, but most of them don't. After a few of these monuments to raw human wealth were constructed, the city put into effect a building code that required approval of all buildings over 10 stories to be made by the architectural board. The board of course is made up entirely of theropods, and those allosaurs and raptors don't go for this 'throw together some random 3d shapes' stuff. They also don't go for any Human referrential styles. That's why you don't see any 20-story greek revival towers anywhere. They're the ones that decided that all of the towers downtown should be tinted blue."
They turned onto another road, this one on the edge of a retaining wall.
"Hokyldaryon sometimes gets tropical storms. However, we have never had a major disaster as a result of it. That's because we have built up our coast very effectively. Storms don't even interupt energy production. Speaking of which, we are very close to the Darasouth refinery.", said Hako.
The bus traveled down the road, which was still a very heavily built up urban area.
They came up upon a massive mess of tubes, scaffolding and tanks. Pipes all over, occasional boxes with giant cooling fins. Steam rising from cooling cylinders atop a building on one side of the structure.
"This is a processing plant where we take geothermal and tidal energy and use it to electrolyze water, which we get from the ocean, into hydrogen and oxygen. We then process the hydrogen and oxygen ions into different standard fuels we use in transportation systems. This plant produces ammonium (NH4), Tdarocel standardized hydrogen and Residential Pipeline Hydrogen (which takes the place of natural gas).", said Phong.
The delegation was lead of off the bus and entered one of the offices nearby.
"This plant along with five others produce enough to fuel our entire country. And if you've seen the gas stations on the way over here, you've noticed that our prices haven't been subject to the speculation that has driven up oil prices all over. We're still paying 0.50 karat per litre (0.70 USD per gallon) for hydrogen fuel. Part of that's because we're producing more than we need. We have reasons for that too. Reasons that I'm sure you will eventually appreciate.", said Hako
"That's right. We have plans to bring ten more units like this online over the next year. The reason why is stockpiling. We're stockpiling and preparing. There are a lot of nations in the Federation which are still trying to transistion away from oil, but that transition is very difficult to make when there is so much investment in it. And we all know that it is the humans from outside the federation that control oil speculation and most oil production. They've been waving away theories of 'peak oil' for a while now, blundering around trying to find ways to develop stop-gaps, or trying to politicize the issue to a point where nothing is accomplished to fix it. The thing is: peak oil does exist, and to be frank, we know that it's already passed. When it finally hits in the form of 200 USD per barrel oil, anyone who isn't poised to deal with it is going to have an economic catastrophe. Of course, we are more than poised to deal with this here. We already have a fully-functional renewable energy economy. We also have an interest in not letting all the economies around us in the Federation fail. So that's why were over-producing, that's why we're stockpiling.", said Phong.
"We're doing it to as an attempt to insulate the Federation from a future crisis. Somebody has to do this in mass, and we have the opportunity to.", said Andertol.

"By the time Erenmor was founded properly," Xander spoke up during the tour of the power plant, "we were no longer using oil for fuel... Mostly out of necessity by the power that allowed our country's creation. You don't see many robots powered by petrol engines, and with good reason..."
"That said," the fox cleared his throat, "this does seem like a very interesting alternative to coal and oil. Certainly worth encouraging among those nations without the means to oversee their energy production with a droid-level precision... that's possibly the one failing of our energy industry. It requires very careful and constant monitoring and in conditions commonly quite lethal to an organic being," Xander shrugged, watching the plant's facilities with some amount of curiosity.

With a nod from Izixs Waldo says, "We've actually been exploring Tinis' energy future. As our nation continues to grow and the demand for more dynamic transportation increases, we're finding our own capacities to run our low and zero pollution vehicles is straining. Perhaps in a more formal setting we could discuss in fact helping you use up some of those reserves. The energy council is very interested in forming an official agreement but asked that on our visit we inform you of their interest."
"Now," adds Izixs with a smile. "Be sure that when you get around the negotiating table to treat them as you would either of us or an official ambassador. Because in effect, their negotiation team has that level of authority in these matters. Tis an odd system but it keeps the experts on the fore front."
Izixs wiggles and ear. "Now I hope you don't mind my bluntness, but there is of course an alternative use to your stock piles. All those neat toys you showed us earlier do require power. Thinking about a more direct demonstration of your military capabilities in the near future?"

The group was lead by a group of technicians around the facility. They explained the technicalities of the system and the chemistry behind the processes. Finally the group got back on the bus and President Phong said, "Well, if it's any consolation: Our military runs almost completely on nuclear and ammonium fuel cells. The vast majority of our stockpile has been raw tdarocel standardized hydrogen. That's civilian-only fuel. Of course we have military stockpiles, who doesn't? And as for future military 'demonstrations'...", he referred to Secretary Andertol. "Well...", said Secretary Andertol, "There is the stabilization of the Northern Continental Republic... although their government is now cooperating with us on this. There are still 'cells' of resistence. Little militias who interfere with our public works projects and lobby the local legislatures for laws that go against our own. We're also contributing some help to the stabilization of Lemuryl. And we don't send our military to places without allocating the supplies to get ther job done right." "The importance of a 'safety net' for the Federation is something we take very seriously. I'm sure you're already situated to deal with this over in Erenmor, Xander. And it seems like you are well on your way to getting there, Izixs. But most of the Federation is not as far along. An economic failure in most of the Federation will effect all of us. The market economy will collapse and without markets to do business in, business doesn't get done. We have an interest in not having this happen. We don't have enough to run the entire federation for a long time, but we have enough to transistion the Federation over and supplement. We can insulate the Federation from speculation-driven hikes in oil prices.", said Phong. The bus drove back into downtown and parked near a mid-size crystalline building. The delegation was lead into a conferrence room, there was substantial security and once inside the room, they were served wines, meads and rye bread. In the room was the president elect, Li Kohastar, a brown raptor with black feathering on his head. "Delegations, meet the next president of Miokalia. Li Kohastar. He takes office shortly, he was elected in the Spring elections this year after I declined to run for another term.", said Phong. He shook paws, although he was noticibly quiet. "We have some politics to discuss. Including some resolutions we've been thinking about presenting to Federation council. Perhaps some other things like trade as well", said Andertol.

Izixs expresses how wonderful it is to meet not only a sitting president, but his successor in the brief pause before Waldo steers the conversation back to more relavant things.
"So you have things you wish to put before the council?" asks Waldo with a smile. "That, I feel, in and of itself is a very good thing. Tinis has been the overwhemling leader in writing council resolutions, but that might not be the best possible situation. If Tinisian resoultions are the vast majority of the resolutions being passed then it might start looking like we're using the federation to control our neighbors, when in fact we believe that national autonomy is very important. Even if we disagree with how others run their governments, unless they pose a clear and present danger to our own safety or the safety of the federation, we don't feel its right for us to influence them unduley. So I'm very anxious to hear what you plan to put forward."

"Well we do have some energy legistaltion we were thinking about pushing through some energy policy. But we're going to wait until after some talks. Because we want to refine it."
He passes a draft to the delegation.
It reads:
Alternative Energy Conversion Incentive and Enforcement.
Whereas: There are now plenty of practical alternatives to oil, petroleum-based energy and natural gas. Whereas: These alternatives are becoming more economically feasible than the future of petroleum and natural gas: which are limited resources that are becoming more expensive every day Whereas: Wind energy has become extremely inexpensive to maintain, has almost no environmental impact and can be built in a lot of places. Despite this, it hasn't been implemented as widely as it should. Whereas: Large-scale renewable energy from tidal-resovoir hydroelectric and artficial geothermal wells has the potential to completely replace petroleum, natural gas and coal as a source of energy. Whereas: Nuclear energy from uranium is *not* a renewable energy source and is less cost effective per kilowatt hour than other low-to-zero emmissions energy sources. Whereas: Without the current enviornmental and economic subsidies, petroleum is one of the most costly forms of energy today. A reduction in reliance on oil means a reduction in the cost (on the government's part) of money spent on maintaining oil interests, aging oil infrastructure and environmental ailments due to the effects of oil consumption. Be It Resolved: That all industrialized Federation nations require that at least 25% of their energy come from a renewable energy source that produces low-to-zero carbon emissions, and require their petroleum and automotive fuel distributors to begin the sale of ammonium or hydrogen electrolytic fuels derived from renewable energy processes.
In Addendum: The governments may step in to enforce this if necessary, although the implementation of this measure is predicted to be enforced by market forces themselves.
In Addendum: Developing, or otherwise distressed nations unable to meet these guidelines for renewable energy due to sociopolitical unrest, reconstruction or widespread poverty are encouraged to utilize the lower-cost sources of renewable energy rather than utilizing the actually more expensive coal or petroleum resources. However, compliance with this particular resolution will not be expected of them due to their situation.
"We would like to, of course, make this a bit more aggressive. Bring the percentage up to 50% or higher.", said Phong
"There is also some concern we've been having with Lemuryl...", said Kohastar, "Our human soldiers have informed us of difficulty mainstaining order. There is some serious conflict taking place over there. They treat our human servicepeople as invaders. Although their orders have been strictly to maintain safety and to keep our public works reconstruction projects secure."
He pauses for a moment and then says, "We are going to withdraw all of our human soldiers from the area... Those forces are going to be replaced by the GR-#0045T Malych Infantry division..."

Waldo nods in approval after reading the potential resolution proposition. "I think we might be able to support this. Perhaps 25% in the short term and then 50% in say a decade. You'll likely get strong opposition from some nations. It might make it easier if you play up the national security issues of it."
"Lemur," says Izixs. "has through recorded history had racial issues between humans and non-humans. I don't know how familiar you are with their legends, but supposedly they were enslaved by a powerful human who had some advantage over them until they were able to revolt. During our nation's tiff a few decades ago I did my best to call them out on their hypocracy on the rights of intelligent beings but at the time they would have no word of it. In more recent times President Skeeps has push hard to end the bigotry of the past, but mixed success. Like the hold outs from the pre-communist revolution striking back and throwing Lemurika into chaos once more, I fear their next counter revolution may come from anti-humanists.
"It may indeed be wise to pull your human units out. Don't need to give hate extra targets."
The dragon sighs deeply. "Our side of the planet has been at odds with the human side for centuries now. Sometimes the tide of hate rises and sometimes it fades. Unfortunatly its chief proponents seem more organized these days than in the past. The human warlords from your northern territory, the fearful anti-humans in Lemurly, the human thugs in Peanisula, and even the Skin Slicers of Tinis. It sickens me. But being annoyed by these things won't help. At least not on their own."

"I also want to address an issue with Drastrata...", said Kohastar.
President Phong looked at the raptor sharply, indicating a disagreement in politics between the two revolving around this subject matter.
"After the collapse of the empire, after the nuclear event, the nation has fallen largely into confederacy. There's no real central government over there anymore. As a result, there is also no defense or government services. We are concerned over the safety of the nation, as well as many others.", continued Kohastar.
Phong continued to stare a hole right through him.
"I have drafted a resolution to put the former nation of Drastrata under our defensive jurisdiction.", he finished.
"If I may pose a opposing opinion, Kohastar. It is perfectly reasonable to want to defend a nation with a population of similar anatomy, however what you propose to do is not necessary. The nation is protected already by FFDF.", said Phong.
"However, they are a draconid-populated nation and we... have a significant draconid population as well... therefore we have an obligation to...", argued Kohastar. He was interrupted by the mechanical raptor Phong, "The FFDF is sufficient. We have other things to focus on right now"
"Dal Halderyyt Phong, or should I say #HH4-P40N6, this is not your decision, your opinion has been taken into consideration but you are no longer the acting president of this nation as of last week. I am making the decisions here", said Kohastar sharply.
Phong did everything he could to keep himself from leaping from his seat and engaging in physical combat with the president.
"Dal President, I think it would be wise to allow the former president to handle the remainder of the diplomacy here.", said Andertol.
He lead Kohastar out of the room. The door slammed behind them.
There was a pause and finally Phong spoke: "It is... incredibly offensive to call one of us by our serial name. Particularly for those of us who are of a high level of sentience. It is an insult to our intelligence and individuality.
I'm very sorry you had to see that.
Kohastar and I do not get along so well as you can tell."
There was another pause and then Andertol came back into the room.
"My apologies for that. There are some issues which are just working themselves out. Transistions can sometimes be a bit rough.", said Andertol.

"As we've seen," Xander commented once the current president had left the room. "We can only hope that this was just a one-time occurence and won't set the trend for his term," the fox continued. He'd been keeping quiet for most of the meeting, watching the new president curiously and listening to the exchange of words.
One of the Erenmor representative's guards spoke up in that combination of screeches and scrapes.
"We hope further political matters will temper his attitude and opinions," Xander translated, though from the look of it he shared his guards' opinion.
"As for the matter of the proposed legislation, Erenmor at least will have no problems with it. We keep our emissions to a minimum, if only because of the various trace materials lost those ways... of course, our say in Federation matters is another matter entirely, but we would certainly support a shift towards less polluting sources of energy."

"Well, if he keeps this up much longer he will get himself impeached. The Miokalian voters don't put up with much and they wouldn't hesitate to get their representatives to start the impeachment process if Kohastar did something too far out-of-line.", said Andertol.
"I think my old cabinet will keep him in line.", said Phong.
There was a slight pause and then Andertol said, "It's not so much for environmental reasons we want to run this through council. It's economic. We're concerned about Hubbard's curve, peak oil production. Within the decade, oil prices will skyrocket and that will devastate our economies. Even ours, which doesn't rely on oil. If all our trade partners are in trouble, we're in trouble.

Waldo nods. "There's also the northern Lemur holdings. One of the reasons the Lemurikan government anexed furthur into the desert was to get at the oil wealth there. But if they can get their representative back to the council chambers is another matter entirely.
"Its also possibly a boon that Ciata has no interest in oil drilling else they might be prone to oppose this as well. There's been rumors about oil fileds under their southern zones for years but no real proof, which is probably a good thing. I'd hate to see someone attacking the cats for such a low reason."
