"Heh, you needn't worry, its decent up stairs. Climate controled to perfection."
The doors open finally. The corridors are simple, fairly utilitarian as far as archatecture. However on almost every wall are hung paintings or else a full wall mural. Plaques are also visible identifiying security, offices, even a couple residences. From the elevator bank a hallway extends towards the exterior of the building.
"I hope none of you are afraid of hights, have the vertigo, or anything like that."

"Oh come now. Where I come from we utilize indoor verticle spaces to satisfy our inexplicable urges to be up high...", said the allosaur when he came toward the end of the hallway up to the window and stopped.
"I could see my house from here if the world were flat", he said quietly.

"Well, I hope I've been able to help you saite that urge to get up high." "You're now standing atop one of Tinis' greatest works. The Spire was literally decades in the making. The basic design was conceived by a famous architect of the fourth house of pre-Union Tinis. A few years after the Union's inception, the design was improved, updated, and innovated further and a work began. You may have noticed the down town sits on a slight rise. The rise is made mostly out of earth from the digging of the canals. And the original soil was fairly deep as well. But all the buildings sit on the bedrock in some fashion or another and the spire is no exception. But being at the top of the rise that means there's about twenty some floors underground." The hallway follows the exterior of the building all the way around. As such as they walk the group is treated to other views of the city. "Oh, I remember a big controversy when I was young about making the spire earth quake proof. The place as about half built at that point, so such a plan was highly difficult to say the least. But apparently managed to jack it up somehow and insert the shock absorber mechanism. That's wild if you think about it." Waldo pauses at one of the buildings corners. "I fear the troubles that have struck the federation in the last couple years are only beginning. Tinis has for much of its history been isolated from the affairs of more powerful nations by the mountains to the south and east, and the rural territories to our west. But the world is coming together very quickly. We've flexed our muscles and they hurt from the strain we put them under. We are very good at getting things done here in Tinis. Our national and cultural identity is very strong. But it might not last. I hate to admit it, but perhaps our Nationalist party are right about one thing, if we loose who we are we might loose Tinis." The raccoon's tail rests on the floor. "The Union of Tinis, a nation of refugees and their descendants. Born in a civil war. Built by ideas and dreams. Spurred by the wonders of the world outside. Tempered by fears of outside interference. But also... a nation of thieves. "Secretary, I would like to apologize. Tinis has borrowed more than its fair share of what the world has to offer. We probably wouldn't of survived without our actions, but it still wasn't right, our theft of ideas." Waldo looks the raptor in the eye. "We sometimes have moments of inspiration. The idea of the Union, the push to build this city, the suggestion to form a federation on this continent, even the PDS in some ways, but without these inspirations, we are simply copies. Heck, even some of our best ideas came from a dead skunk. You get that movie down in Miokalia? Pargalo: The House of Genius? Well, there's a few big ideas of hers that are really kind of critical to how we managed to do all this."

"If you view it that way, than everything is just the sum of it's components. Everything is built from imitation.", Andertol said, "It is a very Greek way to think of things. That everything is an imitation of an inaccessible, idealististic and divine form. But there's a problem with viewing things like that: It doesn't get you anywhere. It accomplishes nothing. Obviously, you have accomplished something. Something quite substantial. So clearly, the assumption that yours is a culture of imitation is false. We do have your movie down there, and I can assure you: Tinis is not Pargalo. It is not Pargalo 2 either. Although, I don't think I need to tell you this. I mean, you live here. You see it for yourself.
And don't even start to worry about 'loosing your culture'. Trust me, we know from experience: culture happens as long as you don't take action against it. Culture is a living organism which thrives on diversity, and is most gracefull and beautiful when it is not owned by the few, but by all.
But it doesn't seem like you guys are the type to sell your culture away to the highest bidder, as some human nations would...

An aide hands the allosaur an envelope. A textured envelope made from hemp paper, inside, a long 8x15 piece of heavy paper, An official diplomatic document.
He hands it to Waldo and says, "This is a diplomatic invitation to visit our nation. Just as you extended to us. We are extending this invitation to the entire Federation as well. Although we are giving this to you first. This is the first time we have actually invited other nations' heads of state from the Furry Federation."

After the return to the airport and the official good byes, Waldo and the Tinisians are soon left alone on the tarmac.
"Well?" asks an aid.
"I fell like such a fool sometimes," mumbles Waldo. "I slipped up. But t'wasn't horrible. Could of been much worse." A pause, and suddenly the raccoon ends his observation of the dissapearing plane and turns back to the aid. "Ask Izixs about their invitation. I think it would be awesome to be able to pay them a visit."
"Yes sir."
The aids take off in their normal herd formation. Waldo stays for a few moments more, but now looking at the city scape.
"Yes. Thank you Andertol. For the visit, and vote of confidence. We're doing our best. And that's all that matters."
