Today's Briefs: -Rural doctor asks: Why are foreign humans so insecure? -8 year old children found to be gambing. Nobody seems to propose any logical solutions to this problem as of yet. -Economic Management Secretary Ganyr Overholser asks Malych premier Cen Kyagga for assistance in jump-starting a somewhat necrotic industrial sector -Domestic indie synth-punk rock phenomenon doesn't actually have a website to view or CD to buy, and became popular by being played on the radio alone.
Annual Disarmament Protests are Holiday Cheer It's that time of year again.
It has been a Holyoke tradition for years to release hundreds of flat-black, hellium-filled balloons in a massive burning-man-esque festival that is most accurately described as a "hippie-artsy-pacifist love-fest". The massive balloon release takes the place burning effigies, as thousands of disarmament and anti-military protestors converge upon a town of 50,000, mostly Dinosaurian residents. This year, however, things are different. Among other things, there are new targets of protest. "Well, there is the whole UN thing." said event organizer Mallory Glave, "I'm sure that will be gasoline on the fire. Even though we were originally going to focus on disarmament this year". Although the UN Sapient Resolution seems to be the thing bringing more spike-belt and black leather-clad protestors to the event this year than the painted-canvas tents, art-adorned cars and tie-dyed airstream trailers (as they usually do). The Dorrington Disarmament Bill, passed earlier this year, was supposed to make this year's Holyoke Protest a triumphant celebration of victory, especially for the Malych population which has advocated for disarmament for years. The Dorrington Bill reduced the number of left-over nuclear warheads from 480, to just 50 by authorizing the re-processing of the existing warheads into nuclear fuel. "We would rather see the energy in those weapons go into something less terrible, like some of our power-plants, our space projects and stuff." said Holyoke mayor, Daden Yarb, who has allowed the event to take place, even promoted it as a way to boost the local tourist industry, "It brings in a lot of protestors, and protestors spend money on stuff while they're here. It's the best thing to ever happen to our town, really". Perhaps that is why the annual Holyoke Protest has come to have been known as Miokalia's Christmas, as it is around the same time of year. "While the rest of the known universe celebrates Christmas and stuff, us godless heathens here declare war on war itself." commented one completely nude protestor.
Same-Sex Marriage Legalized in Landslide Vote It wasn't it legal before? People just assumed it was.
Representative Stephen Corrdigar of the Lower House began to address the assembly yesterday with a complaint written to him by one of his constituents. "Dear Honorable Dal Senator Corrdigar, I am a law student at Dorigan University and I recently discovered that our nation doesn't seem to have any laws safeguarding civil unions for same-sex couples. In fact, there doesn't seem to be any laws saying that marriage can be between anything other than a male and female. Does this mean same-sex marriage is actually not possible in this country? This really puts a damper on my current relationship.", he read aloud. He then paused, sighed and looked wryly at the assembly. "This is really sloppy law-making, folks. We should have totally covered this issue by now". There was silence except for a cough and creak or two echoing through the chamber. It was as though the entire Lower House was blushing. "We're all reasonable people here, so I'm sure nobody will have any objections to my proposing a motion to amend our legal definition of marriage to include same-sex couples?", he continued. There wasn't a single objection and the measure passed 108 to 2. The two who didn't vote for it had the following excuses when asked: "I was asleep and just hit no, just to be on the safe side... It could have been a measure to kill babies or something. I wasn't paying attention." and, "It was just a joke. Seriously". When asked about the amendment, President Phong's press secretary, Foto Arnier (a canine) said, "Well, of course the president supports same-sex marriage. He firmly believes in people's rights to marry whoever, and whatever they want. I'm surprized this hasn't come up yet, I mean, homosexuality is an entirely culturally acceptable practice here. Along with many other things". In the past, President Phong has condemned governments whose policies oppress those of unconventional sexual orientation. In a speech in response to far-right religious extremists labeling the country as among the "most evil nations to ever exist", President Phong clearly stated his position that, "We assume that others are as tolerant as we are. These people [the religious extremists] have made an effort to not meet this basic expectation of decency". The president has always been a supporter of "free marriage". After all, when he was governor of Harris county, he even allegedly attempted to marry a 1988 Subaru Legacy. So his idea of "free marriage" extends beyond just gender and orientation indeed.

Back in the fray After months of absense, K IX to return to international politics25 December, 2005 ERUDA, K IX (CP) - It was three months, ten days ago, that Furry Federation councilperson Tracy Loup delivered K IX's ultimatum concerning it's continuing membership in the United Nations. "...K IX shall join GBWT in seceding from the United Nations, should its current resolution pass; a possibility that appears increasingly likely at this time." The issue? UN Resolution 122, a proposal to repplace all of the world's energy sources with solar power. Concerned with the costs involved, inability to meet demand, and the requirement of inexpensive, yet environmentally damaging, alternatives for redundancy, she was announcing K IX's intent to ignore any successful ruling. Now, the Triumvirate has reversed their previous position. With Prime Minister Echs's term to expire soon, rumours are being passed down the halls of the West Block that she will be named as K IX's official representative, filling a position that's been vacant since the 17th of September. Why the sudden change of position? Well, since that time, Resolution 122 was appealed. In fact, that occured quite early on. However, a much bigger issue is at hand. Just a few days ago, the UN Proposed Resolution "Rights of Biological Sapients" failed to pass in the General Assembly, calling in to question the rights and privileges of K IX's citizenry outside the Furry Federation (which has already granted the rights in question in all it's members). With the failure of that proposal, UN representation from the Union of Tinis has called upon all Furry Federation members to join them in a filibuster until a similarly written measure is passed, and to increase the Federation's presence amongst the UN's General Assembly. More news to follow.

Today's Briefs: -Miokalian Blogosphere full of Hippies, Nazis and Commies. -Driving age goes up to 16. Official says, "Have you seen how kids drive in video games?" -Malychis Premier, Cen Kyagga sips tea and munches charcoal with President Phong. "Nothing Accomplished", says blog.
Religion is on it's own now Religious Organization Sponsorship bill fails miserably
President Phong doesn't go to church. Ever. When a bill to give reliogious organizations public sponsorship in the form of tax-immunity and free property enetered the Parliament today, he was prepared to veto the thing to shreds if it ever passed and appeared on his desk. The bill of course, failed miserably by only garnering 15 votes in the 64-seat parliament. "The governement's official position is one of absolute secularism. That is not to infringe on people's rights to practice a religion, but not subsidize any religious ideology.", said Representative Horath Riyn. "The business of God isn't particularly lucrative", countered Representative Clint Lacilue, "That's why the government needs to set aside some funds for these organizations which perform a necessary public service." "A public service which less than 20% of the population would supposedly 'benefit' from, but time has proven, doesn't really 'need'. If this bill passes, we oughta subsidize LSD for everyone too. Since LSD, by a minority's opinion, allows one to have a spiritual experience too. This bill makes as much sense as that." said pro-Malychis hardliner representative Matsuko Bupher, "75% of the population is comfortable in the idea of there really isn't an ancient humanoid deity sitting in the clouds throwing lighting bolts at blasphemers. 75% of the population is well educated enough to know that most of religion is formed off of excuses to explain the inexplicable. 75% of the population doesn't want a cent of their tax money going into organizations which preach misinformation."

Skin Slicers Plan First Major March
Much to the chagrin of the office of Universal Equality and Understanding, they have given into pressure to give a protest permit to Skin Slicers of Tinis, a radical anti-human group that has been gaining support in some parts of Tinis. Until two weeks ago, there was no formalized organization to those who identified themselves as Skin Slicers, but with an application for registration as a special interest group, the Skin Slicers became an officially recognized entity. The leader, Galiot Carson, claims the group only has ten official members, but expects as many as three hundred non-affiliated supporters to attend the march set for a few days after the new year.
Several anti-hate groups have cried for the stripping of the Skin Slicer's recognition citing several reports of violence that have occured in the last five years committed by individuals who have identified themselves as being Skin Slicers. However, current law states that previous acts by those who claim to the title of a group can't result in the newly created organization being held responsible for those previous acts. Mr. Carson responded to cries of his new organization promoting violence by directing them to view the groups founding document which calls upon members to support a peaceful expulsion of humans from Tinis and the Furry Federation.
Another group in uproar over the group's recognition, the Union Party of Tinis, cites their ideals of all voices being heard but stress they will be committed to standing against the Skin Slicer's agenda independant of weather they are officially recognized or not.
Interest in Foreign Religions Grows
With the presence of the Prism faith in the east, the varied beliefs of the Prefecturians and Shimandis in the south, and the naturist belief systems on the western boarder, interactions with non-Pargolinian faiths is nothing new to Tinis, but in the last decade, the rate of influx of more distance faiths has increased five fold. The evidence appears mainly in the 2000 census, but also in the rates of inports of religious texts, videos, and other related items over that period.
Some, such as spiritualist Dagist Mizaro, claim that this interest is not an increased rate of conversion but, in her own words, "A search for the truth beyond the many truths that persit." An opposing view was expreseed by Able Snarssast, "I've found that Tinis is a wasteland when it comes to faith. Its all about the system. But what about the greater world? The universe? The meaning of this all. It is not worth just having a comfortable existance for me or many others, we need more. That's why I'm seriously considering converting to the faith of the Drensnakians."
Government office's refused to comment on this trend.

Today's Briefs: -Disarmament protest in Zye City, "This aint no festival" -Protectorate Army has "a few good 'saurs too short" Starts up recruitment programs for the first time in years. -Daecheyron Aerospace plans to establish division in Lafayette, north of Zye City.
Protest Organization Calls for Expulsion of Humans Tinisian anti-human group attracts supporters from far and wide via guerilla publicity
It is not uncommon to see flyers covering the urban traffic control devices and undecorated walls in Hokylaryon, but recently flyers advocating the intents of Tinisian anti-human group Skin Slicers have appeared among the usual homegrown Obey Giant and ... has a posse stickers and flyers for indie band shows. The Tinisian group has also managed to establish a presence in cyberspace and through excellent marketing and publicity techniques, has managed to seed itself in metropolitan Miokalia. The Skin Slicers group, based in Tinis is a group which advocates the expulsion of humans from Tinis, as well as the entire Federation. Raptor press secretary Skaa Tdaringon stated that the government will not intervene or interfere with hate groups like this unless they pose a "substantial threat" to social order and the safety of citizens. "In this country, Humans and Non-Humans fought side-by-side during the war of 2150. We all fought and sacrificed for our nation, so at the very least, the Humans have definately earned the right to live here and partake in this nation's government. There is no way they will ever be expelled.", she said. Still yet, the Skin Slicers do appeal to a sentiment, especially with the Malych toward Antihumanism. Since the Malych already do have a fairly disaffectionate relationship with the human population which is neither antagonistic, or copesetic since they have had conflict in the past, primarily in the former Northern Continental Republic in particular.
Miokalia Becomes Official Destination Airlines move in and get comfortable in Miokalian airports.
Hexakka: Malychis Airlines has always made daily flights into the Zye and Hokyldaryon Airports, but not as a primary destination. Likewise, airlines KohtohAir, ReAc and AMA have recently established a somewhat permanent presence at the airports. "Instead of competeing directly with eachother, we are splitting up the airports, since we all go to different countries anyway", said ReAc Airlines spokesraptor, Cahico Darnan. ReAc airlines flies mostly to dinosaurian/draconid destinations, as does KohtohAir. AMA is a global carrier, flying to nearly every nation, while Hexakka is Malychis' national carrier. These major carriers have split up operations across the two major national airports in Miokalia. Hexakka and ReAc have established themselves at Zye Int'l Airport, while KohtohAir and AMA have Hokyldaryon Int'l Airport. All four major carriers have announced plans to set up shuttle and communter services between the two airports.
Network Plans Groundbreaking TV Series In pursuit of the Prism Prize for excellence in Television, will series live up to expectations?
"The problem with most of this industry" says independent raptor director Kalge Sccishav while manually locking his cheap, old junker of a car, "Is most of it's star directors don't know how to come up with quality material without throwing millions of Karats at it in the process". Sccishav is a lower-middle class raptor from Kohtohkoh Hakaron, he lives and works in Miokalia now, as director of the DCN TV series: Concrete and Glass. The series is an action drama about a diverse cast of characters and how their lives intersect. The overall plot would not be revealed by neither DCN or director Sccishav at this time. It is his first TV series, although he already has at least two cinematic releases under his belt already. "I didn't make much money on comedic drama, 'Turgid Rich' and action parody '28 Very Large Explosions Later'. Of course, it took even less to make them.", he said. Both films were found by theatre audiences to be very refreshing in their satire of conventional genres though. Both films were made on a budget less than 100,000 Karats. While most major corporate films are never made for anything less than 5 million karats. After winning two International Kodeon Film Festival Awards last year, DCN has found the perfect individual to direct a major award-winnable series without breaking the bank. DCN has announced that Concrete will have a budget of just half that of the usual 40-minute episode series. When asked about how he plans to make it work with such a limited budget, Sccishav replied, "Piece of cake, I'll just be resourcefull. Do things myself, not spend money on catering, use independent musicians. You know how 28 Very Large Explosions got best soundtrack? I found a dragon that makes awesome weird music that most people have never heard before. I found him on the internet. So I apprached him and did a contract and ended up with a soundtrack that was trully original. It was less expensive than typical or conventional soundtrack material too". Sccishav also mentioned that the soundtrack to Concrete will be extremely diverse, and full of strange otherworldly musical gems by independent and garage artists.

Peaninsula Denys Anti-Human Protesters Aproval for Demonstration
After reports of numerouse fights and heated arguments all over Peaninsula, the mayor of Airdnaxela refused an anti humans group their request to organize a raly in the city center. "It would serve no pourpose but to escelate tensions in our city and in our nation. What we need right now is cooperation. After all, 'Peace, Truth, Aceptance' is our nations motto. If we can't stay by the very foundations of our nation, we may as well not be a nation at all." The protesters, a group of asorted furs suposedly inspired by the Skin Slicers group in the Union of Tinis, we outraged, but did not cause further trouble. Peaninsula's efforts with those of the Federation have eyt to halt United Nations actions on their own.

Public Nudity Legalized in Miokalia: Clothes are now Optional That's right, clothes in public are now officially optional according to new lower house measure.
I the fastest and perhaps strangest policy change in the history of the country, the Lower House approved a measure that makes public nudity officially legal. Backed by President Phong and a few groups of hippies, the bill passed by 56%. "The only reasone why this bill passed", commented decency advocate Carol Mondori, "Is because of that %&@# Malych bloc in our Lower House. They don't care because as a species, they are *always* naked anyways". President Phong did candidly admit: "I don't care much for clothes. I don't wear them very often, only when talking to foreign diplomats who happen to be human. What's wrong with bare bodies anyway." Canine high-school student, Daxi Terbert complained: "Well this takes all the fun out of flashing!" And Indeed it does.

Echs to represent K IX Will be replaced as PM of Minority31 December, 2005 ERUDA, K IX (CP) - As expected, on the final day of PM Echs's term, the Triumvirate has named her to represent the nation in the UN General Assembly. Effective starting on 9th of January, she will be filling a role that's been vacant since K IX withdrew all support of the international governing body. However, the announcement is not without some controversy, as opposition members have banded together in accusing the Triumvirate's appointment as nothing more than patronage for an outgoing public servant long attached to the office at many levels. Pointing at her virtually nonexistent record in international diplomacy, they claim that the Triumvirate could've found a much more appropriate candidate for the task. Among other groups, claims are being made that, by appointing a human to represent the country at such a level, K IX is condoning the results of "Rights of Biological Sapients", a proposed UN resolution that failed to grant basic rights to K IX's popualce beyond its borders, and those of other Furry Federation members. But Niner and Pine have responded back that no other candidates had made themselves known, or available on the schedule they required for the position. Meanwhile, they point at the legal experience held by Echs, a record that, they say, shows her ability to leverage the system on behalf of K IX. To replace Echs, the House of the Minority is expected to vote this week.

Peaninsulan reviews first NSUN proposals to reach quorum of the new year.
In a short press conference today, the President made several statements about his review of upcoming UN proposals. "I'm disgusted, but not surprised. even if we were not boycotting the UN, i would still vote against these up and coming proposals. Of course, i would be surprised if any of them didn't fail, judging from the past follies of those scatter-brains." When questioned about what he would do to counter the UN laws that will soon take effect, he made the following statement. "I intend to disregard them entirely. The UN can't make me do a damn thing. They are a misguided and impractical house of loons. And further more, they can kiss my furry arse."

A Grasp that Exceeds our Reach By Fredrick Jaspers
There are some that celebrated our alliance with Lemurika, our agreement with Ciata to help secure their boarders, and the efforts made to bring Shimandu undercontrol. But these celebrants have failed to explain, when does it end? Today Supreme Commander Epshrin, the highest positioned member of the Nationalist Party, has continued Izixs' interventionist strategy by ordering our troops in Lemurika to begin opperations to bring that nation back from the bring of anarchy. The problem is, where are these troops coming from? Are they coming from the Shimandu theater or Genus Liberalis? There have been next to no troop redeployments from these theaters. So where are they coming from?
Even with army enlistment up by fifteen percent over last quarter, the time needed to train the new recruits and to deploy them is to short to effectively provide a battle worthy force on the ground in Lemurika. So either Epshrin has been sending unready troops into the latest den of chaos, or else he's move troops from our own boarders to the land of our once primary rival on the world's stage.
Either possibility is unnacceptable. I urge everyone reading this to contact your speaker and ask them to bring some sanity to our foreign policy. This game of shadows and mirrors can't last forever. And for all we know, they've already made us vulnerable. We can not afford to be left ungaurded in these troubled times. Beyond the clashes between pro-human and anti-human groups, and the recent bout of trouble with the United Nations, the federation is still not as secure as it should be. The very evil doers who wish our destruction could be hiding just across the boarder... or they've already cross the boarder, finding that guard post was empty...

Agitprop Film Demoralizes Human Population Black Cloud Balloon has anti-human undertones, say some
This film has been anticipated for months, as a historical fiction sort of work. It was supposed to be a highly academic, and very objective look at the black-market trading of non-humans that went on for years (and is still believed to be going on in the Northern Territory). Director Michael Forseyth no doubt intended the film's release to be right before the beginning of diplomatic talks with the northern clans regarding the pending Dorrington III Treaty (which would integrate the territory into Miokalia, putting a swift end to any oppression or nefarious sapient-trafficking that may be going on up there.) When the film opened last week, movie goers got what was described by one critic, "A swift kick in the chest". A grungy, discordant and unnerving fictional polemic that served as an attempt to wring every last drop of apologism from the audience. Some groups want the film restricted to limited theatres in major metro areas because it is so agitating. "This is the kind of thing that anti-humanist groups latch onto then steer towards their political whims" said one critic, "It's only a matter of time before groups like the SkinSlicers use this to justify their agendas".

Teens Arrested for Attempted Arson of Infamous War Criminal's Shrine in Atrias (NCR) Four Malych teenagers were caught yesterday dousing the shrine of Yaditz Grusberg, a deceased war criminal, in gasoline. And had prepared to light it ablaze and burn it to the ground. Grusberg was a commandant in the United Factions Army, the military force which the Protectorate Army fought against in 2150. Grusberg became infamous in the Malych community as a ruthless military leader who often commanded his forces to attack civilian targets. When a shrine was proposed to be constructed in Atrias, the Malych community suggested that a museum documenting the horrors of war should be a more appropriate structure than a shrine dedicated to the man that contributed to so much devastation. Since Atrias is on the NCR side of the border, and comprised mostly of a human population which harbors intense fear of the non-humans to their south, they had no qualms in building a shrine to who, for them, was a military hero. "While technically, attempted arson usually lands someone in jail for a month or so" said Stoneville Police Sheriff, Dachayte Dovorath (dragon), "Chances are, we'll just let the kids go free... I mean, I really can't blame them for what they did. I think many of us, the non-biological of us in particular want to burn that thing down." The teens spent the night at the Stoneville Police Department, and were released this morning to their parents. No charges are being pressed, and most likely any case brought up in court would be dismissed in Miokalia.
Tirzah Education Has Linguistic Bias The Tirzah board of education has ruled that English, the language already primarily taught in the 88% human school district, will become the *only* language taught in the school system. Additionally, the Kohtohkhan Raptoric language program is being put on the chopping block. Saurian parents are outraged, but so are many human parents. Milie Nealson, a human parent of a high-school student said, "I can't believe they would cut the program for a language which opens up so many opportunities. What if my daughter wants to attend a prestigous college like Hakaron Universitat? Guess what, UH is on planet Dincota. They speak Raptoric there". Foreign Language educator Hiyike Tdalarnton said, "Well, when they cut our program out completely, don't come asking me what 'Darben Aatsu-Koii' means". School board member, and devout human expansionist, Carline Walson had this to say, "I don't think our children need to be learning some dirty, ugly language like Kohotok... oootoh.. kohoh... whatever it is, Raptoric. Those pinko-commie dinosaurs can have nothing to do with my good, God-fearing family. Their evil language can be kept out of our mostly human schools". Many in the saurian minority are planning to make alternative arrangments for their children's education. "I'm going to move to Hokyldaryon. That's it. I'm going to say 'Hahr-G'atso' to this place. I came up here to get away from the city, not to get away from tolerance and decency.", said Natkoto Iybrej an allosaur parent.
Entertainment Breifs: -Malych mechadragon responds to Raptoric-laguage release of The Matrix trillogy: "It wasn't us! We would never enslave an entire population! Why does everyone hate us!" -Editorial Writer says: "The Postal Service sounds better in it's original Kohtohkhan" -Miokalia: land of the limited copyright law. Doujinshi market that's black market in some places, is thriving with Miokalia's heavily restricted and limited legal industry.

The Daily Rox Blogging with class
Standing up for What's Right Posted by: Rox
There are three problems in Tinis today that most of us are aware of.
1. The potential for a never ending war footing as our troops are sent across the southern boarder into Shimandu and beyond.
2. The scandal involving the First Speaker.
3. The growing voice of racisim in Tinis with the groups such as the Skin Slicers becoming recognized as official groups and others, some anti-anthro in nature, attempting to follow suit.
But each one of these issues has a hidden problem involved with it. Indeed, one could almost assume that the hidden problems were intentionally covered up, and in at least one case that's very likely the case. But the other two are likely problems that many of us, even those in power, never really gave much thought to even thought might be trouble.
What I'm talking about are such:
1. The toll the military actions are taking on our infastructure a exahusting our food supplies faster than was estimated.
2. There's a conspiracy afoot to discredit the First Speaker; though he might be in that other left wing party, this kind of hit job has no place in Tinis in any context.
3. The growth of hate groups are a symptom of a deep seated problem, tracing back to several likely causes, but that needs to be delt with.
The question is, when will our elected leaders figure these problems out and how do we fix them?
For the first problem, the quick solution would be to bring the troops home. But that's only delaying the inevitable. The continued slow down in the expansion of farming threatens to stagnate the entire process. But without food production growing, and our population continuing to fill our cities to the brim, there's goign to be a point either soon if the troops remain beyond Tinis, or later if they come home now, when demand is greater than supply. Even in a Tinisazil style economy, you can't get something from nothing. So we need to get on the go and expand the farm capacities and the farms themselves. Self sufficency was what allowed Tinis to remain isolated for decades after the Lemuriania cold war. To give that up weakens our national defense as a strong enough enemy could force a closure of boarders and lay seige, waiting for us to starve.
The second problem requires a full accounting by the broadcasters and players involved. First Speaker Izixs needs to come forward with the entire timeline of his involvement with President Skeeps. But I have fears that this controversy is linked with the Auditorial invesitgation that was mentioned in the October report and was again mentioned just yesterday as being under investigation. Who else could of got a camera into the meeting hall?
The last problem is the most troubling. There is a spark of rebellion, of hate, and violence that has never gone away. It came from the civil war, it came from the cold war, it came from the human invasion two years ago of Prefectures, and it comes from the violence that prevades the world today. But that's not the only ingredient. With exposure to violence there must also be motivation. One does not simply stand up and decide to be angry, something makes them angry. Could it be our society itself is insighting some to rebel from it? That its too prevasive, too over bearing, that some feel the need to seek the opposite? If this is true, then we have great soul searching to under go before we can find a true solution to this problem. We need to find the solution beyond culture, or the culture beyond culture.

Miokalia's Independant News Dorigan Times-Call
News Briefs: -Spanning the Federation: Travel Agency and Department of Education plans to start up foreign exchange program for secondary schools. -President Phong to meet with neighboring K IX prime minister Richard K. Niner to discuss trade policy. -Dragon filmmaker to shut down an expressway and 5 city blocks in Zye City's Ellias district to shoot scenes for new action/disaster movie.
NCR Considers Compromise Parts of the NCR are in agreement with Dorrington Treaty provisions.
For a place so characteristically anti-'everything but human', Many parts of the NCR are actually in support of the Dorrington Treaty, which proposes a laundry list of military concessions and trade regulations to be enfored by the Protectorate in the rogue territory. Although the general concensus of politicians eagerly awaiting this has been that the culture up there hasn't changed at all since the territory first broke up 40 years ago. "This treaty is actually more of an ultimatum. The main piece of it causing all the controversy is the part that basically says: Stop treating the saurians, furs, dragons and mechadragons like dirt, or else you're gonna get some wrath from both the Protectorate and Malychis." said upper-house representative raptor Kalche Kovorhoran, "And as much as they like to blow stuff up and have motorcycle gunfights up there, I don't think they really want to go to war against us. Their militia is under-equipped, they're already demoralized by the fact that all the other nations in their proximity are very non-humanoid." The latest intelligence from the Malych Covert Intelligence Cortex (in Centroid) has shown that their militia is grossly under-equipped for warfare of any kind. They're using missiles without guidance systems, Mechanized Infantry from before the revolutionary war of 2152, and they don't have the energy production capacity to keep it all running. Still yet, they are known for their tremendous luck and skilled guerilla warfare. "I think we can get along, as long as they reciprocate a mutual respect that we're proposing. We managed to fight together during the revolutionary war, there is no reason why we shouldn't keep our differences resolved."
Portait of the Remnants of the Northern Republic (Part 1) Geographic Insight: The rogue territory has shut itself off from the rest of the Protectorate for 40 years, now a special mission to this strange land returns to tell it's story by raptor documentarian, Shaltze Hakydorat
There is this notion that the NCR is all humanoid. Exclusively humanoid. And for the most part it is true. There isn't a single non-humanoid political/faction leader up there at all. However, you'd be amazed at how many little settlments of Furs and Saurians you can find. We traveled from Holyoke to Atrias, the terrirotial capital right on the border. Along the infamous "Holyoke Highway" which isn't actually a highway at all, but rather a trade route used by illegal traffickers. While on the way up there, we almost ran into a minivan, bolting toward Holyoke. The driver was a very anxious feline, and she thought she might have hit us. She didn't, but we took some time to interview her a bit. She said that she had just been through Atrias, just to stop for gas, when an angry mob threatened her and her passenger. She mentioned that she was from Tinis, way up north, and while in the NCR, came upon a dragon in captivity. "He was tied up in a crate, I thought they might be either trying to kill him, or sell him off as property." she said, "I had a chance, so opened the crate and released him, then put him in my car and drove off as fast as I could toward the border". The dragon was untied, but spoke neither English or Raptoric. The Tinisian thought that he might speak Druatch or one of the other Old Draconic languages, but he seemed to be fairly listless when we tried to interview him. The encounter only served to further the notion that we we're heading over the border into a place which civilization, as we know it, has had yet to grace.

At the recent tournament in Ciata, where many of the countries top martial arts masters were gathered including 3 of the most skilled from the legendary Shuey Baw Monastery, there was brought up and decided upon a universal scale for measuring the skill of users of martial arts. This idea was brought forward by the monks from Shuey Baw in light of their goal to create an international Monastery and several smaller monasteries in Ciata, opening their doors to practitioners of all kinds to further the world’s skill and knowledge of the martial arts.
Major Rankings of the Universal Martial Arts Ranking System
7 Major Weapons:
Staff Spear Broadsword Straight Sword Knife Axe Bow
There are also some 150 other weapons recognized for weapon specialties.
There are also 3 main areas of physical, un-armed combat that are graded:
Arm Combat Leg Combat Grappling
Beyond that there are 6 skills are deemed vital to keep scale of seeing that they are particularly vital to combat.
Iron Body Iron Palm Leaping Arts Reflex and Dodging Arts Mounted Skills Internal Zen Skills
Within each of these areas there are many recognized specialties.
The Ranking for each class is determined by a combination of grading the practitioner’s speed, power and technique which are averaged to determine the person’s overall skill level in that area. The ranking goes on a scale of 1-20, 1-9 being considered a novice or still a learner in that area, 10-15 being masters, and 16-20 being given the title of true master in that area.
