Krel the skunk, primier analyst of Tinisian Intelligence, is slightly confused. Wonder after wonder has come before him this day. Dire warnings and incredible demonstrations of skill. All of that, being the trained professional that he is, don't phase him. But the words of Opalance have him a little on edge. He doesn't know why, but he knows that something in them has him unsettled. His thoughts try to figure out what, but quickly fail to find the exact phrase or word that has him off balance.
He doesn't say anything as he, the First Speaker, and the boy guard stand out of the way from the congregation and listen.
What is this about? Its almost like one of those stories of fiction or stretched histories. Came his thoughts. Is this the root of my issues? That this seems almost like I'm not in the real world any more? No, this is too real for that little slip up. No, it can't be that. It's something... I can't place it! What am I uncertain about? What am I afraid to figure out?
His thoughts continue as such over and over through theories and possibilities, but none of them point to the real answer.

At the recent tournament in Ciata, where many of the countries top martial arts masters were gathered including 3 of the most skilled from the legendary Shuey Baw Monastery, there was brought up and decided upon a universal scale for measuring the skill of users of martial arts. This idea was brought forward by the monks from Shuey Baw in light of their goal to create an international Monastery and several smaller monasteries in Ciata, opening their doors to practitioners of all kinds to further the world’s skill and knowledge of the martial arts.
Major Rankings of the Universal Martial Arts Ranking System
7 Major Weapons:
Staff Spear Broadsword Straight Sword Knife Axe Bow
There are also some 150 other weapons recognized for weapon specialties.
There are also 3 main areas of physical, un-armed combat that are graded:
Arm Combat Leg Combat Grappling
Beyond that there are 6 skills are deemed vital to keep scale of seeing that they are particularly vital to combat.
Iron Body Iron Palm Leaping Arts Reflex and Dodging Arts Mounted Skills Internal Zen Skills
Within each of these areas there are many recognized specialties.
The Ranking for each class is determined by a combination of grading the practitioner’s speed, power and technique which are averaged to determine the person’s overall skill level in that area. The ranking goes on a scale of 1-20, 1-9 being considered a novice or still a learner in that area, 10-15 being masters, and 16-20 being given the title of true master in that area.

It was a typical late fall day in the Valley of the Twilight, freezing cold and the biting wind pushing any and all inside to whatever warmth could be found. However, what was not so typical were the visitors to the Shuey Baw Monastery. A royal precession had made it's way carefully through guarded and cleared paths to the summit. Having finally arrived at the Monastery, it is greeted by the Head Master, Nathanael, Kohen Lucias and a dozen other monks. Cephas had to stay inside because of the weather.
After the royal precession, which consisted of Emperor Rowan Stormwake, his wife Reana, a handful of advisors, and of course, their combined personal bodyguards of some 50 of the highest trained to be found, some of which had trained at this very monastery. After formal greetings, they quickly went inside.
"Please, Emperor, tell me the reason for your visit, though I do have an idea of what this might mean." The head master beckons them to sit down at the main meeting table in the great hall. "Well, it might not be that, though it does concern the new laws on technology in New Ciata." He takes a seat and the rest follow suit, the guards still standing or scattered about the monastery. "I feared so, what have you decided?" "Well, we've decided to take a rather un-orthodox method to deal with this. Rather than make an exception for the Monastery, and anyone from it, we've decided to grant the Shuey Baw Monastery full rights as a sovereign nation, self ruling, with it's own laws, out of our control. I don't think it's my place, or anyone else's to try and dictate what goes on at this ancient, holy place." Rowan gazes about, his mind half lost. "Well, I must say, that is not exactly what I was expecting, but better none the less I suppose. What are the terms of this agreement?" "Well, after discussing it among my advisers, we've decided to give you all the land within a 20 mile circle, starting at the founder's tree, in all directions, to give you ample space to do whatever you wish, and for others to come and live here if you so wish." The head master is very, very pleased with this, and shows it. "Well, that's wonderful Emperor Stormwake. Whatever you decree, we shall accept. When, may I ask, will this take place?" Rowan glances at a document. "A week from this day at noon, to give those who wish to enter or exit depending on this edict, ample time to come or go or make changes. I hope this does not put undue stress on you, trying to get things in order in such a short time, if you wish for it to take longer, just tell me." Rowan shows genuine concern from his almost naive eyes. "Oh don't worry, we'll put together some model of law and government, though it won't be hardly any different than what we live by now." "I hoped as much. Now we do have some details they tell me we must go over, and of course, all kinds of papers and documents to sign with the Furry Federation to recognize it..."
