"Oh, don't get me wrong, that's how he presented it when he was recruiting. Wipe out the corrupt governments and made one new world order, where we would be in on the ground floor. However the fur was...unstable. Particularly after his first failed attempt at knocking off Opalance with the injuries he sustained from his own blast. Before that he was always kinda in the back ground or shadows, getting us to do his dirty work. However it started with his rivalry coming to heads there and then after that he decided to go off on his own somewhat, bloody annoying when your leader ships out on you and changes his mind all the time, not that he was mentaly stable to begin with understand."

Uzel pauses for a moment to think. "And yet he managed to cause various groups and governments a great deal of trouble despite this. One might think that if he was indeed unstable that he couldn't of plotted these things on his own. The deranged mind as such, incapable of keeping with the plan, would require another voice to either enforce or create the actual plan of action. Am I right in this conjecture?"

A twitch of the ear later, "So consensus was made between you, the other so called demons, and General Ephraim? How did that work exactly? And was it Sicarii's plan or the rest of your's to go to the mountains?"
Behind the glass Nathanial seems to be enjoying himself silently with a massively toothy grin. One of the guards not keeping a beed on the prisoner who knows the reputation of Tinis' top interrogation expert notices and can't help but lift an eye brow to the unexpected show of emotion.

"Oh, he was still with us at the time of the invasion and leading up to the assualt on the monastery. He gave us considerable leeway with it all, to keep flexible and resort to any means niccisary to complete a task. Such as the nuking of their capital city, it wasn't directly ordered, but he had to have it taken care of be a certain time to go meet up with the rest of the forces, so he ended it quickly."

Reana gives a heavy sigh, rubbing her forehead out of exhaustion. The task of making the various levels of requirments for government offices, guards, high guards, and various other officials was daunting to say the least, and was taking up virtually all of her time. It simply wouldn't do to take the requirments from the old government because the mentality and philosophy of the two were so vastly different, as well as the setup. It had been made clear needless to say that the leaders would have to hold the rank of master in some form of martial arts to qualify, which would knock out many otherwise good candidates. She knew though that in such an invironment as the new land would become, having physically strong leaders would be neccisary. However most of these were fairly simple to the main task at hand.
"Ooohh, in the name of Shen Shuey, how am I supposed to find a new leader, and what will the extent of his power, influence, and regional control be? He must be not too old so he can get the clans on their own paws before someone else comes along with their own ideas and alters things before they are set in placestrong, well known and respected by the people, and kind but firm."
"You talking about me dear?" Rowan walks in and leans over to see Reana's work thus far.
"Heh, you wish."
The couple nuzzles for a moment before returning to their problem.
"Why is it that there are so few chattan that are strong both inside and out? I mean, I got lucky with you, but since there aren't exactly many more former Raja Borah about, that leaves hundreds of offices to be filled by the people. Also do we elect them, or are they appointed. Either way could lead to some bais in the decision as to who is the best one for the job, but how will it be done?"
After a few moments thought, Rowan comes up with an idea. "How abou t the people choose themselves an emperor and he chooses the first level of leaders, they choose the ones beneath them, and so on. That way there would be very little threat of any type of rebellion since each person would have been chosen by the one above him."
Reana nods and thinks it over, and quickly adds on, "But each officer would have to be approved and checked out before taking his position. It's at least a good idea to start with. Good job honey." She leans back and nibbles on his chin causing him to laugh.
"Just trying to help."

As it turns out, Rowan Stormwake would end up doing a lot more helping than he thought. When looking for a young, yet experianced figure head for the new government that had respect of the people, there weren't many options with most of the former leadership and Raja Borah dead and the priests unwilling. Rowan's status in the Raja Borah, his marriage to the foreign minister, his public status with the Sicarii dealings, the protecting of the emperor and fighting the demons, gave his some credibility as well as put him in the social light. It also helped that he was young, because it was decided that having an old emperor that would die when the nation was still young, wouldn't be good for the stability. It also helped that Rowan knew most all of the leaders in Ciata that were appointed to elect the new emperor. It was chosen to elect an emperor as opposed to do it by popular vote because of the mass influx of new people and the lack of news network and system to quickly do so. The greatest issue brought up was actually their adopted daughter Mara, whether she would be heir to the throne or not. It was decided that since she was not born in Ciata and not blood relative she would not be considered an heir.
So the word goes out that he was just elected by those just elected to serve under him and the representatives of the newly seperated states. The preperation is now going into the crowning cerimony and where to do it at, when, where will be the capital city, etc. But even before the crowning the election and selection of local officials has already begun to give local order and stability and security from already resurging rebel influences. The work is not even half done for poor Reana and the soon to be elected and put into place officials, but her time is almost up to serve in such a demanding role.

In one of her final moves as the chief of Foreign Relations, Reana Stormwake finalized the strict policy of immigration. Because of the lack of mass records, the Furry Federation's database of known criminals and public offenders is being utilized for every person attempting to come into the country, even to simply visit. There is also a very thorough searching process of every piece of belongings being brought in to the country. Because of the unique nature of the New Ciata, all firearms are completely banned. Also any form of technology, from advanced computers and cars, even down to simple watches, which would cause a huge flux in economy and create a demand, are banned. This policy, though unheard of, is strictly enforced with no exceptions aside from the monastery and the capital in order to keep in touch with other nations and possible foreign news of interest. Though the change isn't very different from earlier policies, it is a step back in the eyes of some, who welcomed or got used to the changes brought on by the foreign parties during the rebellion and rebuilding.
